The g7+ and the International Dialogue on Statebuilding and Peacebuilding
The g7+ is a key contributor in the International Dialogue on Statebuilding and Peacebuilding (IDPS) part of the OECD’s International Network on Conflict and Fragility (INCAF).
The International Dialogue on Peacebuilding and Statebuilding is an ongoing series of discussions that engages multiple stakeholders in an open and frank conversation about improving peacebuilding and statebuilding efforts in fragile and conflict-affected situations.
The first global meeting of the Dialogue was held in Dili, Timor-Leste in April 2010. Participants of the Dili International Dialogue identified 7 peacebuilding and statebuilding goals as stepping stones to achieving the Millennium Development Goals in conflict-affected and fragile states.
Peacebuilding and Statebuilding Goals
- Foster inclusive political settlements and processes, and inclusive political dialogue.
- Establish and strengthen basic safety and security.
- Achieve peaceful resolution of conflicts and access to justice.
- Develop effective and accountable government institutions to facilitate service delivery.
- Create the foundations for inclusive economic development, including sustainable livelihoods, employment and effective management of natural resources.
- Develop social capacities for reconciliation and peaceful coexistence.
- Foster regional stability and co-operation.
The goals were further refined in 2011 to become the five PSGs of the New Deal presented in Busan.
International Action Plan
Participants of the first Dialogue in Dili committed to developing an International Action Plan to respond to the goals and challenges identified in the Dili Declaration and the Multi-Stakeholder Consultations detailed below, which were carried out in advance of the meeting. This International Action Plan through further meetings in 2011 developed into the New Deal presented at the 4th High Level Forum on Aid Effectiveness in South Korea in November 2011.
Multi-Stakeholder consultations
Multi-Stakeholder consultations were carried out at country or region level in 2009-2010 in Burundi, Central African Republic, Democratic Republic of Congo, Liberia, Sierra Leone, Southern Sudan and Timor Leste. The priority concerns identified in the consultation process were used in the first International Dialogue on Peacebuilding and Statebuilding in Dili, Timor-Leste.
