Fifteen Years of Unity: Shaping the Future of Peace and Resilience in g7+ countries

Introduction

The group of Seven Plus (g7+) will convene its 6th Ministerial Meeting in April 2025 in Dili, Timor-Leste. Bringing together Ministers of Foreign Affairs from member countries, this significant meeting will be hosted by the Ministry of Foreign Affairs of the Democratic Republic of Timor-Leste. Marking the 15th anniversary of the g7+’s establishment, the meeting will provide a critical opportunity to review the group’s progress over the past 15 years and to define a strategic direction as it continues to gain prominence in global public and policy discourse.

Background

The g7+ was founded in 2010 in Dili, Timor-Leste against the backdrop of widespread recognition of the shortcomings in international approaches to peacebuilding, statebuilding, and development in conflict and fragility affected countries. Inspired by the success stories of countries like Timor-Leste, where the g7+ originated, the group’s vision is built on its collective aspiration for lasting peace, stability, and resilience. It has worked tirelessly to advocate for effective and inclusive international policies and foster the exchange of experiences among its members.


Since its inception, the g7+ has achieved remarkable milestones that underscore its relevance and impact. Transitioning from an informal association to a treaty-based intergovernmental organization, the group has negotiated the New Deal for Engagement in Fragile States, which laid the foundation for a paradigm shift in how peace and development are approached. This groundbreaking framework solidified the peace-development nexus and influenced international aid practices in fragility affected contexts. Through its determined advocacy, the g7+ played a central role in ensuring the inclusion of SDG 16, focused on peace, justice, and strong institutions, in the global agenda 2030.

 

The organization’s tireless efforts have also positioned it as a key voice for conflict-affected countries. It has provided a platform for collective learning and cooperation that goes beyond traditional aid frameworks, emphasizing solidarity and country-led solutions. The granting of observer status at the United Nations in 2019 was a testament to its growing global influence, opening new opportunities for impactful advocacy on peacebuilding and development cooperation.


The g7+ has further demonstrated how peer learning among conflict-affected countries can challenge the traditional narratives of fragility. By showcasing successful transitions and fostering dialogue, it has shifted global perceptions, highlighting the potential for stability and development through country-owned and country-led initiatives.


However, the global environment has undergone profound changes since the g7+ was established. The rise of geopolitical tensions, shifting power dynamics, and climate-induced crises have posed new challenges to conflict-affected countries, exacerbating fragility and impeding peacebuilding efforts. These polycrises disproportionately affect g7+ member states, underscoring the need for a united and strategic response.

Rational

The 6th Ministerial Meeting comes at a critical time. The global commitment to peacebuilding, statebuilding, and international development cooperation has diminished, while resources and solidarity for conflict-affected countries continue to decline. The g7+ has a unique opportunity to advocate for dialogue, reconciliation, and country-led solutions as pathways to peace. The g7+’s collective experiences offer a proven model of stability and resilience, one that can inspire reforms in international policies and foster global support for fragile states. By convening this meeting at the Ministerial level, the g7+ seeks to:

  • Reaffirm its relevance in addressing global challenges that disproportionately affect its members.
  • Strengthen its internal solidarity and peer learning
  • Enhance its advocacy and policy influence in the evolving global context.

Timor-Leste’s exemplary journey from conflict to stability serves as a powerful testament to the potential for resilience and sustainable peace, providing a source of inspiration for member countries

Objective

The 6th Ministerial Meeting will aim to:

  1. Review Achievements: Appraise the progress and milestones achieved by the g7+ over the past 15 years, including advocacy, institutional growth, and international impact.
  2. Consolidate at the Ministerial Level: Strengthen the group’s political and strategic direction by formalizing its collaboration at the Ministers of Foreign Affairs level.
  3. Strategic Roadmap: Agree on a forward-looking framework for advocacy and peer learning to address global challenges and further the g7+ mission.

Participants

The meeting will gather Ministers of Foreign Affairs from all g7+ member countries, alongside selected development partners committed to peacebuilding, statebuilding, and resilience in fragile contexts.
