High-Level Political Forum: Accelerating Progress Towards Zero Hunger (SDG2)
in Fragile and Least Developed Countries in a Polycrisis World
Excellencies, ladies, and gentlemen
On behalf of the g7+ group, I extend our heartfelt gratitude to the Democratic Republic of Timor-Leste and the Republic of Chile for their leadership in helping address food insecurity and malnutrition in conflict-affected countries through social protection initiatives.
Least developed countries, particularly those plagued by conflict, face unique and multifaceted challenges in achieving Zero Hunger. These challenges are exacerbated by the convergence of multiple crises, including conflict, climate change, economic instability, and health emergencies. Hunger and malnutrition are among the devastating legacies of decades of war and conflict in g7+ countries. Conflicts destroy food systems, weaken social and economic foundations, and undermine our resilience. Global crises further stress these countries, disproportionately affecting vulnerable populations and increasing inequality.
Building resilient food systems is crucial for achieving Zero Hunger. This involves enhancing agricultural productivity, constructing necessary infrastructure, and improving market access for smallholder farmers. However, it is equally important to protect vulnerable populations and reduce inequality through social protection measures and ensures that no one is left behind. As Professor Devereux has highlighted, social protection plays a critical role in enhancing food availability, access, nutrition and stability through various policy instruments.
Excellencies, ladies, and gentlemen
Global reports consistently show that conflict is a major driver of hunger. Wars disrupt supply chains, restrict access to food sources, and trigger economic shocks. Moreover, Food insecurity and malnutrition are also catalysts for conflict and instability which in turn, create and worsen conditions of hunger and malnutrition, perpetuating a vicious cycle. g7+ cuntries understand this reality all too well.
Conflicts create societal schisms that persist over time. Addressing these divisions is a major challenge post-conflict, and if left unaddressed, they can lead to further conflicts. Without pursuing lasting peace through reconciliation, development efforts have limited impact. Social protection programs aimed at addressing food insecurity can promote national and social cohesion, contributing to nationwide resilience and stability. Moreover, government-led social protection initiatives can redefine and strengthen the social contract between the state and its citizens when no one has to go to bed, school or work hungry. By doing so, they uphold the promise of equal opportunity and shared prosperity for all, investing in the wellbeing and capabilities of all without distinction.
By prioritizing the well-being of the most vulnerable and marginalized, social protection strengthens the social fabric of our society, recognizing that “society is as strong as its weakest link.” By promoting social cohesion and breaking the intergenerational transmission of poverty and vulnerability, these social and public programs contribute to addressing the underlying causes of conflict and social instability.
They also foster trust in government and public institutions that serve the interests of the broader population, not just a privileged few
In this context, I offer three key points from our perspective:
- Social protection towards achieving zero hunger and malnutrition should be integral to the pursuit of lasting peace and stability. These efforts enhance the responsiveness and legitimacy of state institutions, bridging societal divisions that are both the immediate impacts and root causes of wars. National ownership is crucial to the effectiveness of this approach. Including citizens and communities in the design and implementation of social protection is essential.
- Political Commitment: High-level political commitment is essential for accelerating progress towards Zero Hunger. Providing social protection is the ultimate responsibility of states. Governments, therefore, must prioritize food security in their national agendas, allocate sufficient resources, and implement policies that address the structural causes of hunger. Accountability mechanisms should be in place to monitor progress and ensure that commitments are translated into action. The taskforce on social protection is a step in the right direction, offering a platform for sharing lessons and inspiring political will.
- Achieving Zero Hunger in a polycrisis world requires robust international cooperation and partnerships. The global community must unite to provide financial support, technical assistance, and capacity-building initiatives crucial for conflict-affected and least developed countries. Multilateral institutions, donor agencies, the private sector, and civil society organizations must collaborate to create a cohesive and coordinated response. In addition, iniatives such as the global network against food crises, Humaniterial Dvelopment Peace nexus Coalition, and the Global Task Force on Social Protection for Nutrition, Human Capital, and Local Economic Development are meaningful forums that can convene experites and reosurces to address the inter-related challenges and puruse stability and resilience.
Excellencies ladies and gentlemen, Social protection stands not only as a shield against adversity but also as a cornerstone of sustainable development and peace-building efforts. It is an investment in a future where every individual can thrive, contributing to a more resilient and equitable society where the unavoidable essential need of nutritious foods can be meet everyday, several times a day from everyone’s first to last breath.
In a world beset by multiple crises, achieving Zero Hunger in least developed and conflict-affected countries is a formidable challenge. However, with concerted efforts, innovative solutions, and strong international cooperation, significant strides can be made towards this goal. The g7+ reiterates its commitment to being part of this initiative. Let us reaffirm our dedication to ending hunger and work together to create a future where no one goes to bed hungry.
