
THE NEW YORK CONSENSUS:
CHARTING A NEW CHAPTER OF g7+
“Advancing Sovereign Development and Strategic Unity”
We, the Heads of State and Government of the g7+ member countries, assembled on the margins of the 80th Session of the United Nations General Assembly in New York on 23 September 2025, hereby adopt this Consensus to mark a definitive turning point in our collective pursuit of peace, unity strategic economic development and prosperity.
Recognizing the profound fragmentation of the global order and the shift towards transactional geopolitics, we affirm that this moment presents not only challenges but also an unprecedented strategic opportunity for our nations.
Aware of our collective potential, we resolve to reframe our narrative from one of fragility to one of agency, value, and sovereign development, and we fully endorse the call to action to this end. In particular, we reiterate our commitment to the effective and transparent management of our natural resources as a critical pathway toward self-reliance and intergenerational equity.
Reaffirming the foundational principles and commitments of the g7+, as enshrined in our Charter and detailed in the Dili Resolution of 12 April 2025, we commit to advancing a future defined by self-reliance, mutual cooperation, and principled global engagement.
Accordingly:
- We endorse the Outcome Document of the 6th Ministerial Meeting of the Group held in Dili from 11 to 12 April 2025.
- We commit to projecting the g7+ as a unified bloc of strategic relevance and partnership. We will leverage our collective voice, including through our members serving on the UN Security Council, to ensure that the perspectives of conflict-affected states are central to global decision-making on peace, security, and development. We will actively engage with all global powers and regional blocs on the basis of mutual respect and reciprocal benefit.
- We officially launch the g7+ Rapid Response Center as a cornerstone of our self-reliance. This Centre will provide world-class, demand-driven technical expertise and advice to member states in critical areas including concession negotiations related to natural resources and infrastructure development.
- We commend the collaborative arrangement between the g7+ Secretariat and the g7+ Foundation to operationalize the Centre and entrust them with mobilizing the necessary financial and technical resources for its success.
- We mandate the g7+ Secretariat, in consultation with member States, to develop concrete proposals for bold financial mechanisms and to advocate for these as part of reframing the narrative widely held about conflict-affected states.
- We reaffirm our unwavering commitment to the full ratification of the g7+ Charter to solidify our legal and institutional foundation.
- We express our profound gratitude to Sierra Leone, under the leadership of His Excellency President Julius Maada Bio, for its exceptional leadership as Chair, and are pleased to appoint him to the g7+ Eminent Persons Council.
- We further acknowledge and express profound gratitude to H.E. Mr. Kay Rala Xanana Gusmão, Prime Minister of Timor-Leste and Eminent Person, for his steadfast commitment to the work and vision of the Group, including the call to action in his letter of 13 June 2025.
- We welcome Solomon Islands as the new Chair of the g7+, and the Democratic Republic of the Congo and Liberia as Deputy Chairs and pledge our full support for their tenure.
- We extend our deep appreciation to the host of the g7+ Headquarters, the Government of Timor-Leste for its steadfast stewardship and for hosting the 6th Ministerial Meeting.
This New York Consensus establishes our roadmap for the coming years. We hereby resolve to convene annually on the margins of the United Nations General Assembly to review progress, reinforce our unity, and advance our strategic priorities.
