COP30’s Dangerous Omission

As world leaders prepare for COP30, the annual United Nations climate conference, the event is being framed by this year’s host country, Brazil, as a historic opportunity to combat hunger.

Brazilian President Luiz Inácio Lula da Silva’s vision builds on Brazil’s G-20 agenda that launched last year. It champions the use of climate funds to boost global agricultural production and social protections to better protect countries facing climate change-related hunger.

Brazil’s focus on food security is welcome, especially as droughts, floods, heatwaves, and shifting agricultural growing seasons—exacerbated by climate change—are undermining global livelihoods and food access, and as international targets for hunger, food security, and malnutrition are well off-track.

But there’s a dangerous omission in Brazil’s vision: conflict. By treating hunger as only a technical problem of production and access, ignoring the political realities of conflict, global climate diplomacy risks adopting an approach that will leave the most vulnerable behind.

A large share of the world’s hungriest people today live in places affected by conflict. In 2024, more than 295 million people experienced acute levels of hunger; conflict was the primary driver for 140 million of them.

In places experiencing conflict, whether in Sudan, Gaza, or Haiti, hunger is not primarily a failure to produce food but a political crisis rooted in insecurity, contested authority, and weak institutions. No amount of improved global crop yields or cash transfers will end hunger when people cannot access food—either because local economies have degraded, markets have been disrupted, or violence has prevented people from visiting markets.

Hunger, Climate Vulnerability, and Conflict

Those vulnerable to food insecurity and climate change impacts often live in fragile and conflict-affected places.

West Bank and Gaza are not included in the Global Hunger Index or ND-GAIN Index.

Likewise, in these places, the fact that a flood or drought can become a disaster is not because they have bad luck with the weather. People living with conflict are particularly vulnerable to the impacts of climate change for the same reasons that they cannot access food: because conflict and fragility have undermined the ways in which people cope with shocks.

Yet the overlap between conflict and climate vulnerability remains an inconvenient truth in diplomatic circles because nobody wants to invest in places considered too risky for climate and development funds. Extremely fragile or conflict-affected countries are routinely excluded from global climate finance mechanisms and long-term adaptation strategies, overlooking the very real risks of not investing in fragile places—and the exorbitant costs of delaying investment. By one estimate, in 2022, fragile countries received at most only 26 percent of the finance they need to adapt to the climate crisis.

In recent years, however, political momentum has grown around the need to focus climate efforts on conflict-affected countries.

COP28, held in 2023, featured the first thematic day on the topic. It also saw 94 countries sign the declaration on Climate, Relief, Recovery and Peace, calling for “bolder collective action” to scale up climate finance to fragile countries. (Brazil, notably, did not sign it.)

At COP29 last year, a dozen countries—Chad, Somalia, and Yemen among them—launched the first climate network led by conflict-affected countries and called for at least $20 billion annually to meet climate adaptation needs.

“Our message to all countries is clear: We can no longer afford to ignore this,” said Tawfeeq al-Sharjabi, Yemen’s minister of water and environment, in a speech. “The blind spot in climate finance poses an existential threat to developing countries and … is a clear dereliction of duty by the international community.”

Though Brazil has grand ambitions to lead the global south, it has been reluctant to link climate vulnerability with conflict. So, too, have its fellow BRICS members Russia and China, which have vetoed related motions at the United Nations and in climate negotiations, arguing that addressing conflict risks “securitizing” climate action or infringing on national sovereignty. This is despite the fact that the objective of climate finance for conflict-affected states is not about the causes of conflict or even the conduct; it’s about ensuring communities at the front lines can respond to the climate crisis.

Similarly, during its G-20 presidency, Brazil deliberately sidelined the role of conflict in the climate-hunger nexus, opting instead for a consensus-oriented, development-focused framing that avoided politically sensitive terms such as fragility, conflict, and violence. Its flagship initiative, the Global Alliance against Hunger and Poverty, consciously avoids references to armed conflict and fragility as root causes of hunger.

This creates a stark contradiction: A leader confident enough to rebuke major powers over wars in Gaza and Ukraine is simultaneously sidelining the very issue that connects those conflicts to his core climate-hunger agenda.

One reason for this omission seems to be because Brazil is keen to protect its own access to climate finance. In the U.N. Framework Convention on Climate Change and the Paris Agreement, Brazil and other countries—China and India among them—are classified as developing countries, which makes them eligible to receive funds rather than provide them. Recognizing the unique vulnerabilities that fragile countries face would risk channeling funds specifically to those states and divert resources away from large emerging economies such as Brazil’s.

Brazil’s reluctance is also likely shaped by domestic political imperatives. The Lula administration is betting big on agriculture to drive higher growth, and promoting the expansion of global food production supports this goal. Though excluding conflict from COP30 may strengthen Lula’s domestic support and global north-south solidarity, it threatens to unravel years of hard-won progress—and to entrench the climate vulnerabilities that signatories to the Paris Agreement, including Brazil, are committed to reduce.

Some have argued that bringing conflict into the climate agenda risks overloading an already contested negotiation process. They have a point; the graves of past COPs are littered with overambitious plans. But acknowledging that conflict and fragility deepen climate vulnerability is not about dragging global security debates into the halls of COP30. It is about facing an uncomfortable truth: The communities caught in the double bind of climate impacts and conflict are precisely the ones that need help the most.

COP30’s proposed focus on social protection schemes and agricultural reforms may help in stable contexts, as Brazil’s success story shows, but that will not work for countries in crisis. In fragile settings, hunger is political: Conflict and contested authority decide who eats, who farms, and who gets access to aid. COP30 must confront this reality by prioritizing climate finance that works in contexts of instability, rather than assuming that technical solutions alone can close the gap.

This should be the COP that sends climate finance to the places and people that need it most. This involves leading the push for multilateral development banks and climate funds to overhaul their outdated, zero-tolerance risk models; ensuring a significant share of the new Loss and Damage Fund and other adaptation finance is explicitly earmarked for conflict-affected communities; and making sure that investments focus on people, not states. Increased climate finance alone can’t fix the political problems underlying climate vulnerability in fragile states. But in the right hands, it can help communities build long-term resilience to better absorb and adapt to shocks.

It is laudable that Brazil wants to frame COP30 as a chance to put “people at the center” of climate negotiations, but unless its vision confronts the hard realities of conflict and fragility, it will misdirect resources and leave the hungriest and most vulnerable people further behind.

Conflict-Affected States to Get More Support on Deal-Making, Disputes

LONDON, Oct 15 (Reuters) – A group of 20 developing countries affected by conflict has approved a plan to provide emergency support to members facing international disputes or high-stakes talks with companies on natural resources and infrastructure, its deputy general-secretary told Reuters.

The Rapid Response Advisory Centre, signed off at a meeting of the g7+ group in September, aims to provide practical support to members facing urgent matters of national importance, Habib Ur Rehman Mayar said.

Member states – all in Africa, Asia and the Middle East -will be able to access immediate help at no cost before moving to longer-term external advisory support from a roster of experts, facilitated by the advisory centre.

“Where they’re entering into such negotiations, we can support them and help them be aware of some of the economic consequences of the negotiations,” Mayar said.

Founded in 2010, the g7+ is based in Timor-Leste and also includes Afghanistan, Burundi, Central African Republic, Chad, Comoros, Ivory Coast, Democratic Republic of Congo, Guinea, Guinea-Bissau, Haiti, Liberia, Papua New Guinea, Sao Tome e Principe, Sierra Leone, Solomon Islands, Somalia, South Sudan, Togo and Yemen. The group has U.N. Observer status.

The decision coincides with an ongoing reduction in development aid by many richer countries and follows a letter from Timor-Leste’s prime minister to g7+ leaders in June urging the bloc to better assert itself.

The need to do so had become more acute, it said, as the world looks to tap the natural resources of member states, in part to help fuel the global transition to a low-carbon economy.

A recent g7+ report showed that members hold around 16% of global copper reserves, the second largest in the world; the world’s biggest reserves of cobalt; 6% of lithium reserves; a fifth of cocoa production; and around 6% of global gold output.

Despite their natural riches, some g7+ countries have forged resource-extraction deals with multinational companies or countries that saw them unfairly treated during highly technical processes that they did not always understand, Mayar said.

“By the time they realised it was unfair, it was too late.”

He said the advisory centre may look to get involved in conflict resolution and helping countries obtain climate finance – a key part of the agenda for COP30 climate talks in Brazil next month, but which states have struggled to access.

The Deputy General Secretary of g7+, Mr. Habib Mayar attended the 5th African Resilience Forum held in Abidjan, Côte d’Ivoire from 3-6 October 2023. Speaking at a plenary session on “Strategic partnerships and effective financing in support of peace transition processes”, he shared a g7+ perspective on countries transitioning from war to peace and the type of international support that can prove effective in accelerating the transition to peace and stability.

The first step and a milestone that countries in war have to achieve is the process of truth and reconciliation to heal the societal, social, and political wounds that often become a source of future conflict if unaddressed. Countries that pursue national processes of dialogue, reconciliation, and inclusive political settlement are comparatively experiencing more stability and peace today.

The international community and in particular donors need to affix their vision on long-term stability and self-reliance rather than project-driven goals while financing transition. They need to help unleash the inheritors potential for resilience that countries have gotten.

He also stressed the need for greater humility on the part of donors. This will enable them to be more context-specific and sensitive to countries’ needs. In addition, this will strengthen national ownership by countries in transition. The g7+ has collective knowledge and experience that can help in reforming the international aid systems to become more agile and adaptable to the contexts.

Using this opportunity, Mr. Mayar held bilateral meetings with partners who were in attendance. H.E. Kenyeh Barlay, Minister of Planning and Economy Development of Sierra Leone and the Chair of g7+ also spoke at a session on Investing in Youth for Peace and Development in the same forum. END

Minister of Foreign Affairs and Cooperation of Timor-Leste, H.E. Bendito Freitas visits the g7+ European Hub, in Lisbon, Portugal.

The g7+ secretariat is honored to receive the Minister of Foreign Affairs and Cooperation of Timor-Leste, H.E. Bendito Freitas at the g7+ European Hub in Lisbon Portugal.

The Minister was updated on the g7+ engagement in Lisbon and its future priorities including the g7+ plan to optimize the g7+ observer status at the United Nations. The Minister reiterated Timor-Leste’s commitment to support the g7+ and its cause including supporting the g7+ advocacy at the UN.

In his intervention, Minister Bendito stated that “A small country like Timor-Leste, at the crossroads of different influences, has always sought to invest in the practice of multilateralism, …In this sense, the Program of the IX Constitutional Government establishes as its priority objective the strengthening of cooperation with a view to implementing initiatives that lead to the development and consolidation of peace and stability within the scope of the g7+.”

The meeting was attended by Ambassadors of g7+ member states accredited to Portugal.

The g7+ delegation visit Rwanda Cooperation Initiative (RCI) to discuss preparation for peer learning activities between g7+ member countries and Rwanda

The g7+ secretariat delegation led by Dr. Helder da Costa, General Secretary and accompanied by Mr. Habib Mayar, Deputy General Secretary and Ms. Emarita Carceres, Admin Assistant visited Kigali, Rwanda on 01 – 02 August 2022.

The objective of the mission was to prepare for peer learning activities between g7+ and Rwanda. This include a mission planned to take place in October in the margin of the 145th Session of the Inter-Parliamentary Union (IPU) session and a high level summit next year. Together with RCI (Rwanda Cooperation Initiative), the g7+ will also facilitate series of peer learning training for the g7+ members.

The delegation met with the Minister of Foreign Affairs of Rwanda, H.E Vincent Biruta and discussed the high level summit to take place next year. Both sides agreed that the summit will be an opportunity to consolidate the voice of conflict affected countries in pursuing peace and stability using inspiring examples such as those form Rwanda and g7+ countries.

The delegation also met Permanent Secretary of Ministry of National Unity, and Civic Engagement (MINUBUMWE), Ms. Clarisse Munezero and agreed to host a side event on peace and reconciliation in the margins of Inter-Parliamentary Union (IPU) assembly this year in Kigali. The g7+ secretariat delegation discussed with the officials from the Rwanda parliament, the host of IPU to prepare for a meeting among members of Parliament from g7+ countries who will be attending the IPU assembly.

The g7+ delegation was accompanied our partner RCI. The delegation had detailed discussion with RCI team led by Ms. Rosine Urujeni on the future engagement between Rwanda and g7+.

General Secretary Dr. Helder da Costa and Ms Ana Caetano, Legal Advisor met with the the Minister of Foreign Affairs and International Cooperation H.E. Dr. Morissanda KOUYATÉ, accompanied by g7+ focal point, Ms Maniamba KANDE and former focal point, Mr Ibrahim SECK.

The g7+ Secretariat led by General Secretary Dr. Helder da Costa, accompanied by Ms Ana Caetano, Legal Advisor, paid an official visit to Conakry, Republic of Guinee on 21-22 July 2022. The purpose of the visit was to update the work of the g7+ at the global level to the Government, and get the first hand perspectives on the country´s latest situation as it undergoes the transition period, post-reform.

The g7+ delegation met with the Minister of Foreign Affairs and International Cooperation H.E. Dr. Morissanda KOUYATÉ, the Minister of Finance and Planning H.E. Dr. Lonciné CONDE, EU Ambassador to Guinee, H.E. Jose COLL, and Dr. Dansa KOUROUMA, President of CNT (Counceil National de la Transition) members of the CNT.

The Republic of Guinee changed its presidency through a military take over in August 2021, led by Colonel Mamadi DOUMBOUYA. The new interim Government led by H.E Col.Mamadi DOUMBOUYA is now implementing the PRI (Interim Reform Programme) in 5 areas as the New Deal vision for the country within 36 months timeframe to normalize the situation, include:

Stabilizing the economic and political situation
Improving the employability of vulnerable people
Ensuring economic stabilization to provide services and infrastructure
Improving administration services
Strengthening Institutions

The leaders of the country are committed to supporting the g7+ by initiating the ratification process of the g7+ Charter, participating in the g7+ activities at the United Nations and pledging the g7+ to continue advocating for peace and development at the global level.

General Secretary, Dr. Helder da Costa and Ms Ana Caetano, Legal Advisor accompanied by the g7+ Focal Point in Guinea-Bissau, Mr. Francisco Perreira met with the President of the Republic of Guinea-Bissau, H.E. Umaro Sissoco Embalo.

The g7+ Secretariat led by General Secretary Dr. Helder da Costa, accompanied by Dra Ana Caetano, Legal Advisor paid an official visit to Guinea-Bissau on 12-15 July 2022, to meet with the leaders of the country include President of the Republic of Guinea-Bissau, H.E. Umaro Sissoco Embalo, President of National Assembly, H.E. Cipriano Cassama, Prime Minister H.E. Nuno Gomes Nabiam, Vice Prime Minister H.E. Soares Sambu, Minister of Environment H.E.Viriato Cassama, Secretary of State for Planning H.E. Monica Boaro; Ambasador of the African Union to Guinea-Bissau Viriato, and the Eureopean Union Ambassador, Dra Sonia Neto.

The objectives of the meetings include: congratulating the people of Repubic of Guinea-Bissau (an active member of g7+) on its presidency of ECOWAS, seeking the Head of State´s participation in the upcoming High-Level Side event of g7+ in the margin of the UN General Assembly in New York in September 2022, and advocating for peace and stability at the country level.

The leaders of the country pledged to continue support the g7+, participating in the upcoming UNGA and the side event of g7+ and commit to ratifying the g7+ Charter after the new legislature established post-elections scheduled to take place in December 2022. We hope for a free, fair, and peaceful election for the people and the government of Guinea-Bissau. Overall, it has been a very productive visit exchanging views on the current situation with the leaders of Republic of Guinea-Bissau.

The g7+ Secretariat received the WTO Accession delegation to discuss collaboration on Trade for Peace Initiatives

Today, the g7+ Secretariat is pleased to welcome the WTO Accession delegation, consist of Timor-Leste working Party Chair, Ambassador Rui Carreira, Ambassador and Permanent Representative of Timor-Leste to Geneva, H.E. Lurdes Bessa, Director, Accessions Division of WTO, Ms Maika Oshikawa and Ms. Anna Varyanik, Legal Affairs Officer, Accession Division at the g7+ Headquarters in Dili, Timor-Leste.

In his intervention, Ambassador Rui Carreira shared the progress of the Timor-Leste accession and said the country has really sped the process enomoursly over the last year. The finding shows that there is a strong national consensus and political will from the Government, Private Sector and CSO, a very positive note for Timor-Leste to finalize the process this year and joining WTO next year.

Ms Maika Oshikawa updated us on the g7+ WTO Accession Group and the Trade for Peace (T4P) Initiative. She applauded Liberia and Timor-Leste active role in this initiative and encourage other g7+ countries to join. We also explore opportunities to engage with the office of the Director General of WTO, Ms. Ngozi Okonjo-Iweala and discussed the preparation for the upcoming Trade for Peace event in November 2022 to ensure that trade can become a means to sustain peace in fragile and conflict affected countries. The g7+ Secretariat in partnership with Youth Association organized a socialization seminar on “Access to Formal Justice in Timor-Leste”

The g7+ in partnership with Youth Association for Strengthening Justice in Timor-Leste (AJHJ-TL), organized socialization activity on “Access to Formal Justice in Timor-Leste” to students at the Secondary School of São Pedro, Comoro, Dili on Saturday, 9 July 2022.

The School Director, Father Matias thanked the organizers for implementing this activity, which is in-line with their school program that provide opportunity to students to learn their right in access to justice, a subject that is outside of the curriculum. He hopes that this important activity can be expanded to other students in their school in the future.

The President of AJHJTL thanked g7+ for the support that made possible for this activity to happen. As an association that brings together youth who study Law from different universities, they hope that they can do something small that contribute to increase public including students’ awareness on how to access to formal justice in Timor-Leste.

Chief Operating Officer of g7+ Dr. Felix Piedade informed that Justice is one of the thematic areas that g7+ promote for peer learning and sharing of experience among member countries. Access to Justice has been one of the main challenges that faced by many of g7+ member countries including Timor-Leste therefore he hopes that a collaboration with AJHJ-TL will bring justice closer to communities. The g7+ Secretariat organized a socialization activity to Students in Baucau Municipality on the importance of maintaining peace.

Friday, 8 July 2022. Speaking at the event included a representative from President of Municipality and PNTL Commandant of Baucau and attended by students from Junior High School Vila Nova.

The Director of School, Mr. Paulino Freitas in his welcoming remark, thanked the g7+ for choosing their school to share the information on the role of g7+ in promoting peacebuilding. He encouraged students to learn to contribute to peace. The Director of School also recommended this activity should be continued to other schools and villages in Baucau.

The second commander of PNTL in Baucau Municipality, Mr. José Casmiro de Carvalho, informed that the overall situation has been peaceful and calm even before and after the Presidential election in March and April 2022. The number of violent cases has reduced significantly in recent years. Despite of limited number of Police Officers but they have managed to control the situation effectively with the strong support from local authorities and community police who are presence in the village.

Speaking of development plan in Baucau Municipality, the Technical Adviser, Mr. Joaquim Pereira Silveira, who represented the President of Baucau Municipality in his presentation, explaining that there are many international agencies exist in Baucau and ready to support the plan, however, the Municipality will need to improve its human resources to be able to cope with the requirement from the agencies. The g7+ European Hub is delighted to launch the publication highlighting progress and milestone in the past 5 years since the office established in 2017. Participating in the event included Ambassadors of g7+ member countries namely Cote d’Ivoire, Guinea-Bissau, Papua New Guinea, and Yemen.

In his opening remarks, Dr. Helder da Costa, General Secretary of g7+ welcomed all the Ambassadors to the g7+ European Hub and invite them to visit and convene meetings in the Hub whenever they happen to be in Lisbon. Dr. da Costa emphasized that the European Hub is there to serve the member countries.

Deputy of g7+, Mr. Habib Mayar thanked the Ambassadors to visit the g7+ European Hub in their busy schedule participating the UN Ocean Conference. The g7+ WTO Accession group ministerial meeting took place on 12 June 2022 in the margin of the 12th Ministerial conference of World Trade Organization (WTO).

The meeting was co-chaired by Liberia, Represented by Honorable Mawine G. Diggs, Minister of Commerce and Industry of Liberia and Timor-Leste, represented by H.E. Joaquim Amaral, Coordinating Minister of Economic Affairs of Timor-Leste. Both countries are the co-coordinators of the g7+ WTO Accession Group.

The Co-coordinators emphasized the importance of the group as a platform to raise the voice of g7+ countries in the world Trade system and to share experiences on the accession proccess.

H.E. Minister Francis M. Kai-Kai, Minister of Planning and Economic Development of Sierra Leone and Chair of g7+ emphasized on the peace-trade nexus and calling for support to the Trade for Peace initiative. He also highlighted the need for more inclusive World Trade policies and called for increased and equitable participation of conflict affected countries in trade.

Honorable Mawine G. Diggs, Minister of Commerce and Industry of Liberia concluded the meeting by quoting the Former Afghan Minister during the Ministerial Conference when the group was established, “Let us be in the driving seats rather than being mere observers in the World Trade system”

This activity was participated by local authorities and the community. In his opening remarks, Chief of Village Lebumetah, Mr. Bernando Andre (representative Chefe suco) thanked to g7+ secretariat for raising their awareness the importance of maintaining peace and stability for a sustainable development.

The Chefe Suco Faturilia Mr. Albano Amaral in his speech appreciated the g7+ presence and hope to further strengthen the collaboration. He extended his sincere appreciation for the g7+ to support two solar panel to light up the village center at night. END

We are pleased to welcome H.E. Francis M. Kai-Kai, Minister of Planning and Economic Planning of Sierra Leone (Chair of g7) and Ms. Elizabeth Kamara, Director of Development Assistance Coordination Office (DACO) Sierra Loene to Dili, Timor-Leste on 18 May 2022.

At the invitation of the Minister of Foreign Affairs and Cooperation of Timor-Leste, H.E. Adaljiza Magno, the Chair of g7+ will participate in the Swearing in ceremony of the new President of the Democratic Republic of Timor-Leste and attend the celebration of 20th Year Anniversary of the Restoration of Independence of Timor-Leste.

This is the first visit of H.E. Francis Kai-Kai to Dili since he assumed the role of Chair of g7+ in 2019 at the 5^th g7+ Ministerial Meeting in Lisbon, Portugal. During the visit, Chair will meet national leaders, Prime Ministers, Ministers and head of agencies and the members of the National Parliament.

On the first day of the visit, H.E. Dr. Francis M. Kai-Kai, Minister of Planning and Economic Development of Sierra Leone and Chair of g7+ met with the President of National Parliament of Timor-Leste, Dr. Aniceto Guterres to appreciate the support from the National Parliament to the g7+ work. He also congratulated Timor-Leste for celebrating its 20th Anniversary of the restoration of Independence. Dr. Francis Kai-Kai highlighted the importance of the Parliament role in promoting democracy. He is pleased to know that the Parliament of Timor-Leste and Sierra Leone are leading the creation of the g7+ Parliamentary Assembly, which will be officially inaugurated in the coming meeting of Inter Parliamentary Union (IPU) in Kigali, Rwanda in October 2022.

Sierra Leone is currently serving as Speaker of the ECOWAS, Minister Kai-kai ensured to reinforce the collective voice of g7+ different stage of development in this platform.

As a group of organization that brings together conflict affected countries, Dr. Aniceto assures the support from the National Parliament and personally, to the work of g7+. He hoped that g7+ will continue to be as platform for member countries to share experiences and work together, complementing each other to be stronger. The President of National Parliament also raised the issue of Afghanistan, a member of g7+ that is required attention from the group. The President also informed that after the recent meeting of IPU in Bali, he has sent an official request for an Observer Status to g7+ at the IPU.

The following day, H.E. Dr. Francis M. Kai-Kai, Minister of Planning and Economic Development Sierra Leone and Chair of g7+ met with the Minister of Foreign Affairs and Cooperation of Timor-Leste, Adaljiza Magno.

The Chair of g7+ thanked the government of Timor-Leste for its continued support to the g7+. Both agreed that the g7+ mission is becoming an even more important forum for the members to share experience and collectively advocate for better international engagement in conflict affected countries.

Timor-Leste and Sierra Leone together with the g7+ secretariat will host a high-level side summit during the 76th UN General Assembly to further consolidate g7+ advocacy for peace and statebuilding. H.E. Minister Adaljiza Magno and H.E. Minister Kai-Kai reiterated their commitment to continue supporting the g7+ platform.

Minister Francis Kai-Kai also met H.E. Jose Belo President of National Election Commission of Timor-Leste. The Chair of g7+ congratulated the president of CNE for successfully conducting the presidential election.

The president of CNE appreciated the Chair of g7+ for the visit of Mr. Larry Bojohn Fangawa, from Sierra Leone, to observe the first round of the election Presidential in March. Both sides agreed that the g7+ should institutionalize cooperation among members in managing elections which are important events in conflict affected countries.

As part of sharing experiences on peace and reconciliation, H.E. Dr. Francis M. Kai-Kai, Minister of Planning and Economic Development of Sierra Leone and Chair of g7+, received Director of Centro Nacional Chega (CNC), Mr. Hugo Fernandes and the delegation at the g7+ Headquarters on 19 May 2022. The meeting aims to share progress of the implementation of the recommendation of Chega: The report of the commission for reception, truth, and reconciliation in Timor-Leste.

At the national level, Mr. Hugo Fernandes informed that CNC is working closely with the Ministry of Education to ensure that Chega Report will be integrated in the education curriculum to help raise awareness of the young generation about the findings and recommendation of the reconciliations. Both parties agreed to explore opportunities to share experiences between Chega and other g7+ member countries.

Minister of Plannning and Economic Development of Sierra Leone and Chair of g7+, H.E. Dr. Francis Kai-Kai concluded the mission in Timor-Leste by receiving the visit was of President of National Parliament of São Tome e Principe, H.E. Delfim Santiago Das Neves to discuss the initiative to establish the g7+ Parliamentary Assembly, that is planned to be inaugurated at the 145^th IPU Assembly in Kigali, Rwanda.

Minister Kai-Kai also received H.E. Nuno Gomes Nabiam, Prime Minister of Guinea-Bissau visits at the g7+ Headquarters to discuss the work priorities of g7+ on peacebuilding and statebuilding and how to collectively advocate it at the global level.

The g7+ and the Government of Timor Leste signs the Headquarters Agreement for five years (2022 – 2027) to continue supporting g7+ advocacy work on peace and Development.

The Government of the Democratic Republic of Timor-Leste, represented by His Excellency Julião da Silva, Vice Minister of Foreign Affairs signed an Agreement with g7+, represented by Dr. Helder da Costa, General Secretary of g7+ at the Ministry of Foreign Affairs and Cooperation on Monday, 21 March 2022.

Vice Minister of Foreign Affairs and Cooperation of Timor-Leste in his speech congratulated the g7+ collective achievements at the global level. The government of Timor-Leste considers g7+ as one of its priorities to strengthen its multilateral cooperation. Therefore, the government’s committed to support USD$1,000,000 (one million US dollars) per year for the period of five years, from 2022 to 2027. Vice Minister hoped that the support can facilitate g7+ in the implementation of the g7+ strategic priorities on helping its Member States achieving peace and stability. Timor-Leste plays an important role not only as the host of g7+ Headquarters but also as one of the founder and donor to the operationalization’s of the g7+ advocacy at the Global and national level.

Dr. Helder da Costa, in his opening remarks expressed his appreciation to the government of Timor-Leste for demonstrating its leadership and commitment to continue support g7+ noble work on peacebuilding and statebuilding.

Dr. Helder da Costa added that Timor-Leste has been a country that inspire others g7+ member states in sharing its experience on its success story on election, natural resource management and reconciliation. The General Secretary concluded his intervention by emphasizing that the g7+ will be ready to support Timor-Leste’s candidature for Human Right Council at the United Nation in 2024.

The g7+ officially participated in the 76th United Nations General Assembly as Observer

For the first time, the Group of Seven Plus (g7+) officially participate in-person at the 76th United Nations General Assembly in its capacity as Observer amid Covid-19 pandemic. Leste), g7+ member countries for their support and the non-g7+ member countries for their co-sponsorship and support. With the observer Status at the UN, it will serve as an avenue for the g7+ to provide collective perspective in the agenda and work of UN, particularly on building and sustaining peace and security, improving peacekeeping operations, COVID-19 Recovery, and the 2030 Agenda. The group will benefit in its close collaboration with the United Nations and its organs in their struggle to achieve lasting peace and stability.

New Deal Compact. Broad consultation was conducted across 10 of the 13 states. Sierra Leone also signed a Mutual Accountability Framework in February 2014, in support of its Agenda for Prosperity and as a vehicle for implementing the New Deal commitments and PSGs.

Since the establishment of the g7+, every new year brings new opportunities, aspirations and of course challenges, which further teach us new ways of handling our journey toward resilience and prosperity. The strategic priorities we agreed upon in the second g7+ Ministerial helped in guiding our journey more strategically. The voice of the g7+ is now being sought in a variety of international forums. We continue to participate in the International Dialogue on Peacebuilding and State building and the Global Partnership for Effective Development Cooperation.

Progress in implementing the New Deal

Guinea-Bissau and Union of Comoros became the latest g7+ member to undertake a fragility assessment in March 2014 – bringing the total of fragility assessments conducted to seven. The PSG indicators developed from these assessments offer a menu that can help to measure progress against the PSGs. Somalia developed and signed their New Deal Compact, with funding of USD 2.7 billion pledged by development partners. With this funding set to be used within the country-owned and led framework of the New Deal, this is a BIG deal for Somalia and the g7+. RECENT ACTIVITIES

in this first edition our “Recent Activities” will cover the first three months of 2013. Here we can only touch on some of the many g7+ related activities that have occurred at both the country and international level.
In January preparations were made for a series of meetings between the Government of Chad and development partners. The planned meetings will focus on the New Deal and its country level implementation. The International Dialogue and UN played a supporting role in this preparation phase.

Also in January the g7+ was involved in an International Dialogue meeting in Nairobi, Kenya to gather stake-holder feedback on New Deal indicators. Country indicators were dis-cussed, analyzed and reduced in number to facilitate further work on the indicators process at both the country and global level for the PSGs, TRUST and FOCUS.
In February much of the energy of the g7+ Secretariat was focused on the preparation of an International Conference hosted by the Government of Timor-Leste with support from the Pacific Institute of Public Policy, United Nations ESCAP, AusAID and the g7+. The conference, which took place between the26th and 28th of February was focused on the Post-2015 Development Agenda and was entitled“ Development for All: Stop conflict, build states and eradicate poverty”.

COUNTRYUPDATE- AFGHANISTAN

Afghanistan joined the g7+ countries in 2010 and continues to be a very active and articulate member of the group. Afghanistan is a co-chair of the Working Group on New Deal Implementation. We asked the g7+Focal Point, Ms Sousan Rahimi Rasuli to give us a country update. She writes:
“The Presidential election will be the most important event in Afghanistan considering the Transition Period. The election is scheduled for April2014, however the preparations will begin mid-2013. The Presidential election is an opportunity to further consolidate democracy and make the political transition a transparent and inclusive process.
Afghanistan is also preparing for a period of transition with most foreign troops planning to leave the country by the end of 2013 and the security transition will be completed by the end of 2014.”

RECENT ACTIVITIES CONTINUED ...

g7+ members were also well represented in the one day closed door roundtable on Pacific Issues held on the25thof February which produced a statement with key conclusions regarding the challenges and issues facing Pacific island States.
March started in a very energetic and productive way with the g7+ technical meeting held in Dili after the International Conference. Here the focal points of the g7+gathered to discuss the three main work areas of Governance, Policy and Communications and to look at ways to improve and capitalize on the g7+ secretariat work to benefit all member countries.

After returning from Dili members of the Solomon Is-lands Ministry of Planning and Aid Coordination held a one day Consultation Workshop discussing indicators for the Peacebuilding and State building Goals. Key ministries of government, development partners and NGOs looked at consolidating PSG indicators for the Solomon Islands context. Also in March the working group on the New Deal Implementation met in Dubai and was attended by one of the two co-chairs of the group, Mr. Habib Ur-Rehman May ar. Mr. Mayar, from the Ministry of Finance of Afghanistan, has been seconded to the g7+ Secretariat and is currently working in Dili, Timor-Leste as a g7+Senior Policy Analyst.
Lastly the Steering Committee of the Global Partnership met in late March in Bali, Indonesia. The g7+ was represented by Dr. Helder da Costa and Mr. Habib Ur-Rehman Mayar. For our g7+ members, we encourage you to send information regarding country-level activities related to the g7+ and the New Deal to the Secretariat so we can share them with the g7+ family and the wider community.

COUNTRY UPDATE - AFGHANISTAN CONTINUED

Key to this movement towards self-reliance has been the process of building the capacity and capability of the Afghan National Army and National Police. The Council of Peace and Reconciliation is working to-wards making this transition peaceful.
Economic transition is another challenge that has required the Government to develop national policies and strategies for the period of transition and beyond. Under the Government Development Agenda there are 22 National Priority Programs developed from which 20 have al-ready been endorsed. The remaining two will be tabled for endorsement very soon. The “One Vision One Plan” concept, as articulated in the New Deal FOCUS Principles, is the 22ndNational Priority Program.
New Deal Implementation in 2013

A recent achievement, set to have a positive impact on aid effectiveness in Afghanistan, is the endorsement of the Aid Management Policy (AMP)during the last meeting of the Joint Coordination and Monitoring Board in February 2013.

The Afghan Aid Management Policy captures the New Deal Principles as it prioritizes transparency, risk sharing, the use and strengthening of country systems, strengthening of capacity and the provision of timely and predictable aid. The AMP Implementation Working Group has been established and has regular meetings with development partners. The main priorities discussed by this group include the aid effectiveness agenda and New Deal implementation.

In addition to the recent endorsement of the AMP, the New Deal implementation has been promoted in Afghanistan by the creation of the Lead Donors Working Group. The work at the national level is also on-going in terms of developing the TRUST and FOCUS and identifying the PSG indicators.

Afghanistan has a COMPACT which is the Tokyo Mutual Accountability Framework, signed by the Afghan Government and the International Community, based on the aid effectiveness principles. To implement the aid effectiveness indicators in practice, the Aid Management Policy plays the main role.

Afghanistan’s g7+ focal point noted that the New Deal brings hope, unity and prosperity for the people in fragile countries. In Afghanistan, considering the unique security situation, New Deal implementation must emphasize the use of national systems under the aid effectiveness agenda.

MEET THE MINISTER

This year, as a feature of our newsletter and website, we will be publishing interviews with our g7+ Ministers. The media team were delighted that Madame Soifiat Alfeine Tadjeddine was happy to talk to us from her office in the Union of Comoros, the newest member of the g7+. To begin we asked the Minister of Planning to tell us a little about her country and the people of Comoros.

Minister: Despite what the press and the media have tended to suggest, Comoros is a wonderful and peaceful country. There were indeed many examples of institutional turbulence and coups in the past, but we now enjoy a great security and peace in the whole country.

I would describe the people of Comoros as peaceful, happy, supportive, determined and resilient.
Amongst our islands there are an infinite number of activities and rhythms in our social life with men, women and young people often gathering together for social occasions. Many people like to go to the beach. Personally, I like to garden during my spare time!

After asking the Minister about her role in the Ministry of Planning we are not sure that she has much spare time for gardening! She explained: I have been the Minister of Planning since 2007. In a nutshell, my role is to coordinate the activities regarding elaboration, implementation and follow-up of the development framework, as well as mobilizing resources. I am also responsible for the technical coordination of development aid.

g7+ Media: How will Comoros benefit from g7+ membership?

Minister: Since the Comoros has joined the g7+, we have had the opportunity to participate in the annual technical meeting that was held in Timor-Leste in March2013. So already we have benefited from the exchanges between the different countries and from being exposed to examples of New Deal implementation in other g7+ countries.

Since independence, the Comoros has experienced a long period of peace building and stability in what is an instable regional geostrategic environment. In this context, we would like the g7+ to assist us as we create new and innovative tools for our national development frame work that take into account our national characteristics
For us, the New Deal is an attractive instrument that allows us to define our own plan with our own vision of where we want to go and how to get there.

g7+ Media: What do you see as the biggest strength sand challenges for the citizens of the Comoros?

Minister: I would consider that the main strengths of the Comoros are: [i]Our developing human capital – with young people and women being increasingly educated and qualified, this represents a great opportunity for change, [ii] A very dynamic diaspora (mostly based in France) who is sending remittances to the Comoros and[iii] A high potential for tourism, mainly up-market tour-ism and ecotourism, with our beautiful and un-spoilt environment.

The main challenges for the Comoros are: [i]Vulnerability to climate change and [ii]Economic governance. Even if important reforms have been undertaken recently and some improvements have already been made (such as those regarding transparency and accountability), there are still important reforms to establish regarding economic management to make our government more effective and efficient. We finished our interview with Minister Tadjeddine asking if she had any final message to pass on to the g7+family.

Minister: I would like to say to all the g7+ members that the Union of the Comoros is happy to join this new family and to derive the maximum benefit from our shared experiences. In addition, the Government of Comoros would love to be the host of a g7+ meeting, so we can prepare an excellent program for you to discover our beautiful country. We are also candidates for the fragility assessment, as a first step to implement the New Deal in our country. This assessment should help us to better set our priorities.

Within the g7+ family we are not alone. We have the opportunity to learn from the successful models used by other countries and it is our collective interest to prevent countries in transition from sliding back into conflict.

RECENT ACTIVITIES

Our last newsletter was released just prior to the 3rdMinisterial Meeting of theg7+ held in Lomé, Togo on the 29thand30thof May 2014. This meeting was a very significant one for the group; Sierra Leone, represented by H.E. Kaifala Marah was appointed as the new Chair. Other appointees were Deputy Chair, Haiti, rep-resented by H.E. Alfred Me tell us, Special Envoy, H.E. Emilia Pires and first member of the Advisory Council of the g7+ H.E.Kay Rala Xanana Gusmão. The host location of the g7+ Secretariat was also con-firmed by the Ministers as Dili, Timor-Leste.
Other important decisions undertaken in Lomé included the admission of two new members: Sao Tome and Principe and the Republic of Yemen bringing the membership of the g7+ to 20. The g7+Charter was discussed and endorsed, an important step in the institutionalization

of the group. All members updated dele-gates about progress in their respective countries and a g7+ Work Plan for2014/2015 was adopted.
Only a few weeks later many of the g7+focal points and officials were travelling to Freetown in Sierra Leone for the 4thGlobal Meeting of the International Dialogue on Peace building and State building held on the 18thof June. The focus in Freetown was on the ability of the New Deal to deliver peace in countries in crisis and transition. A special aspect for theg7+ was an ID Justice Meeting whereg7+ Justice Ministers, development partners and justice experts shared experiences and challenges in the justice sector and discussed opportunities to support progress towards PSG 3.

Welcome!

As the new chair of the g7+ and on behalf of Sierra Leone, I welcome all our members and friends to this new edition of the g7+ newsletter. Sierra Leone’s appointment during the Ministerial Meeting in Togo in late May and the Official Hand over during the IDPS Meeting in June, in my own city of Freetown, were very special occasions.
As I said on both of those occasions, it is an honor to hold the position of Chair and this role is accepted with humility. With the rich experience of our Deputy Chair and Special Envoy, a strong and capable Secretariat and the commitment of our member country Ministers and Focal Points, we are well positioned to push ahead with the vital work of the g7+ group.
The health challenges we are facing Guinea, Liberia and Sierra Leone today only highlight the importance of building the capacity of our institutions backed by efficient relation-ships with partners, especially when we are faced with such extraordinary circumstances. With support from the rest of the world we will put this public health malaise behind us.

COUNTRY UPDATE - GUINEA BISSAU

Our Central African Republicg7+ and New Deal focal point, Bienvenu Hervé Kovoungbo reports: In January 2014,with the establishment of the new transitional government, the Ministry of Economy, Planning and International Cooperation resumed an active partnership with the g7 + and the International Dialogue for Peacebuilding and State building[IDPS]. Based on this renewed dialogue, several meetings on the situation in CAR have been undertaken, with representatives of the Government emphasizing their intention to revive the implementation of the New Deal, especially as CAR is a pilot country for implementation. Discussions on how the New Deal can help overcome the challenges in CAR were a central concern of the Freetown IDPS meeting held in June where there were agreed policy actions and technical aspects. The Trust Fund of the EU, as a common funding mechanism, was identified as an appropriate instrument for financing activities in the CAR. The following themes, in connection with the Transitional Government’s road map have been recognized as strategic for the commitment under the New Deal: security, inclusive political dialogue and national reconciliation, economic recovery,

This was the first of a number of activities proposed by theg7+ to engage g7+ Ministers outside of the usually represented portfolios of Finance, Planning and Development, on issues that are directly related to the Peacebuilding and State-building Goals of the New Deal. Both of these meetings produced outcome documents; the Lomé Communique and the Freetown Communique.

In July the g7+ Secretariat capitalized on the holding of the Community of Portuguese Language Countries [CPLP] Summit in Dili, Timor-Leste. The General Secretary was able to brief representatives of the 8 CPLP member states on the work of the g7+. The translated documents for this event in Portuguese are now available from the resources page of the g7+website. Guinea, Guinea-Bissau, Sao Tome and Principe and Timor-Leste are g7+ members who are also members of the CPLP.
Another opportunity to “spread the word” was taken up when the General Secretary participated in the Pacific Islands Forum
in Palau. The forum includes g7+ members Papua New Guinea and the Solomon Islands.
Important upcoming meetings include those occurring as part of the 69thUnited Nations General Assembly [UNGA] in New York late in September and the World Bank Annual Meeting sin Washington held in October. The UNGA meeting will be turning to the Post-2015 Development Agenda, an area in which the g7+ has been advocating for the special needs and vulnerabilities of its member states to be adequately ad-dressed and more specifically for the inclusion of a separate goal on Peaceful Societies and Effective Institutions. We have an update on this process later in the newsletter.
We will be reporting on the Round Table Discussion between representatives of the g7+ and G20 taking place in Korea this month in the next edition of the newsletter. In the mean time there is a little more about this exciting initiative in this edition’s note “From the Desk of the GS.

job creation and inclusive growth, capacity building of civil servants and payment of salary arrears.
A mission to CAR led by the co-chairs of the IDPS is scheduled for late October
2014 to raise awareness of the role the implementation of the New Deal can play in helping to establish peace. Meetings will be held at the highest political level to build ownership and commitment.
In addition the UNDP has initiated a dialogue with the Government through the Ministry of Economy to explore the possibility of strengthening the Government’s participation in aid coordination and to begin educating stakeholders and local donor representatives to revive the implementation of the New Deal in the CAR if the situation allows. The organization act for this program have already been approved by the government and it only remains to fill positions and ensure funding. The UNDP is also involved in the establishment of a United Nations Multiparter Trust for CAR, under the New Deal in collaboration with the World Bank and other donor funds.

Efforts to promote national reconciliation and living together that are at the heart of the work of the Transitional Government are providing a horizon of hope and must be supported by the international community.
Mr, Abraham Diing Akoi, Policy Advisor at the South Sudan Ministry of Finance and Economic Planning has shared this update:
We are not abandoning all long term efforts. Together with some of our partners, we are trying to do things differently. For example, our national budge tis already trying to free up resources for reconciliation: things that bring people together once peace is found. Be it a road, markets or schools. While providing humanitarian support, our partners are also striving to maintain investments in core public functions. Be it payroll systems, local administration social services.
At the same, we are looking for opportunities where development investments can directly contribute to better humanitarian results to lay the foundation for amore resilient society. For example, despite the crisis, the EU, the US, the World Bank and others have stepped up their investment in agriculture so that our food deficit goes down in the long-term, and so that farmers in stable regions can produce more food for people in humanitarian need.
The current national crisis can only here solved through dialogue. Now, the warring parties, civil society representatives, faith based, and other stakeholders are talking in Addis Ababa, Ethiopia. This is important in order to ensure the ownership of the peace agreement by all South Sudanese and guarantee its sustainability.
Once peace returns, engagement in South Sudan will have to start with arigoro us assessment of our fragility –across all its dimensions: politics, security, justice, the economy and services. We will also refocus on the New Deal Compact initiative with the participation of all the stakeholders (Government, Civil society , faith based, and donors)

MEET THE MINISTER

It was a pleasure to meet Minister Hélio Silva Vaz de Almeida in May during the Lomé Ministerial Meeting when Sao Tome and Principe officially became a member of the g7+. Minister Almeida is the Minister of Planning and Finance of Sao Tome and Principe and was gracious enough to give us this inter-view.

g7+ Media: Can you tell us what led Sao Tome and Principe to become a member?

Minister Almeida: Thank you. With regards to your question, Sao Tome and Principe sought to join the g7+ because of the organization’s main principles and acts since now. We strongly believe that the g7+ is a very special organization, given the characteristics of its members, and can make a real difference in the way fragile countries, despite of the nature off regality of each of them, address their main problems and achieve development.

g7+ Media: What are you hoping to gain and contribute with your participation in the group?

Minister Almeida: The main gain that we expect from our participation in the g7+ is to become stronger and make our voice heard worldwide. We also expect to learn from the other member states and share our best experience in the are as where it applies.

g7+ Media: We would like to know a little more about you. How long have you been a Minister in the Government?

Minister Almeida: I have been Minister of Planning and Finance since December 2012.

g7+ Media: Day to day what are your main priorities as a Minister of Planning and Finance?

Minister Almeida: That is an easy question. Sao Tome and Principe is a country extremely dependent on external aid -more than 90% of our national budget is financed by external aid. In this context, you can imagine how difficult it is to achieve the goals the Government set for its mandate, specially when external aid is available less and less due to the financial crisis. So, answering directly to your question, I might say that as Minister of Planning and Finance my main priority is to define the priorities of the priorities each single day, ac-cording to the financial resources effectively available, in a context of permanent pressure from expenditure side.

Minister Almeida: Before taking office as Minister of Planning and Finance I was in the Central Bank of Sao Tome and Principe, where I worked in different positions. The last one was as Director of Banking and Insurance Supervision. Before joining the Central Bank in 2005, I worked in private sector, both at home and abroad.

g7+ Media: When is the next election in Sao Tome and Principe?
Minister Almeida: Next elections in Sao Tome and Principe are scheduled for the 12thof October 2014, when we will have elections for the National Parliament/ Government, the municipalities and the Regional Parliament/ Government of Principe.

g7+ Media: How do you hope to see Sao Tome and Principe developing over the next 5-10 years?

Minister Almeida: My real wish as a citizen of Sao Tome and Principe is to see my country achieving a sustainable level of development in the next 5-10 years, based on a political and social stability, ensuring ease of access for the whole population to proper health care, potable water and sewage disposal, jobs for the youth and women empowerment. On another level, I would like to see my wonderful country with more infra structure and the effective beginning of oil exploration as a plat form for services to the region.

g7+ Media: How is the International Community interacting with the Government of Sao Tome and Principe?
Minister Almeida: In my view, the International Community is interacting very positively with the Government, especially considering the particular context where the Government took office. We assumed position in the middle of a legislature, after a vote of no confidence in the outgoing government taken by national parliament. In this context, we needed to make huge efforts to obtain credibility before the International Community, mainly our development partners, and we are currently receiving very good feed-back. Honestly, I strongly believe it will continue in the near future.

g7+ Media: Who are the main development partners?

Minister Almeida: The main development partners of Sao Tome and Principe are the international organizations such as the UNDP, the World Bank, the EU and other organizations from its group, the IMF and the ADB. From a bilateral
perspective, we have many partners including Portugal, Brazil, Angola, Taiwan, Timor-Leste, United States, Nigeria and Equatorial Guinea.

g7+ Media: We understand exploration has begun in both your Exclusive Economic Zone and the Joint Development Zone you have with Nigeria. Production was hoped for 2015 but may be delayed. What are your hopes and expectations on the impact of oil and gas revenues for Sao Tome and Principe?

Minister Almeida: Well, that is a difficult question. The delay that this process is incur-ring makes it very difficult for us planning in this field. But of course, I believe that with the start of production the country will take a significant step towards development. The main point, in my view, is the management of the revenues arising from the pro-duction; it is crucial that these resources are well managed to ensure their correct application for the real benefit of the country and its population. In this regard I believe that our national law includes a strong tools that could drive us to achieve the transparency required in the oil sector.

g7+ Media: We were also pleased to see you in Dili, Timor-Leste, recently the home of the g7+ Secretariat, as part of the CPLP Summit. You are clearly a very busy man serving your country. If you ever have a day off how do you like to enjoy it?

Minister Almeida: I definitely need some holidays but it is really difficult to take them in the current context. But when I have the opportunity to take a day off I usually try to walk around the country, enjoying our beautiful beaches and our breathtaking natural scenery. From my perspective it is the best way to get feedback from those who effectively are destination of the government’s actions and measures.

g7+ Media: And lastly – do you have any final words for the g7+ family and supporters?

Minister Almeida: Of course. I would like to thank the members for their acceptance of Sao Tome and Principe as a member of the g7+ and reiterate our strong commitment and believe in the success of our organization. I believe that the philosophy of theg7+ will make a real difference in our countries, individually and as a group, changing the way we are seen in the international arena and also providing the required support for defeating our fragilities.

From the Desk of the GS

I am excited about the meetings to be co-hosted by the g7+ Secretariat and the KDI School of Policy and Management in Seoul on 18-22 August 2014,around the time this newsletter is published. The Round Table discussion be-tween the g7+ and the G20 officials is another step in advocating the g7+ in the international arena. It will be an opportunity to speak and listen in an environment where participants are keen to learn and understand each other. I am particularly delighted to know that the G20 officials are also very keen to share their experience in the development trajectory with g7+ officials. This year’s G20 agenda in Australia highlighting job creation, growth and investment in infrastructure is one that clearly features priority areas for ourg7+ countries. We look forward to developing this new relationship and others like it that can lead to better results for our member states. In a special technical meeting of theg7+ in Seoul, we will also discuss our work priorities towards the UNGA side event, annual IMF/World Bank meetings and New Deal Implementation at the country level. Fellow members and friends of the g7+, 2014will be remembered as a challenging year for many of us. The experience of the Ebola outbreak in Guinea, Liberia and Sierra Leone has reminded us of how easily we can slip back into fragility. This is a test of our resilience not only as individual countries but as a group of the g7+ family. Along with undermining our public health infrastructure, the outbreak has exposed the weaknesses of our roads, communications, energy and water and sanitation infrastructure thereby high-lighting the core issues under the Peacebuilding and State building Goals (PSGs). Despite the setbacks, we remain focus as a group and with the support of all member states and the Civil Society; we will continue our march towards resilience. Let me on behalf of the affected countries, convey our thanks to the g7+ for their solidarity, advocacy and assistance.
The good news is 2014 has also been a year with many positive outcomes such as peaceful elections in several of our member states, the use of dialogue to resolve potential conflicts, improvements in service delivery and strong advocacy; and in many cases, improved relations with partners and registering effective development cooperation.

Our advocacy work on the post 2015 global development agenda is yielding fruits as underscored by the successful High Level Side Event on having Peace and Capable Institution in the post 2015 Agenda, which was held on the margins of the 69thSession of the United Nations General Assembly. The meetings with the World Bank, IMF and IFC during the 2014Annual meetings of the World Bank and International Monetary Fund were also constructive. We applaud the appointment of a Senior Director for Fragility, Conflict and Violence as well that of a Special Director on Jobs by the World Bank Group. The Joint g7+/IFC workshop on Public Private Partnerships also resulted in an agreement to develop a frame-work for IFC’s engagement in fragile states. This shows that we are gradually building consensus on how to work better with key partners. I wish to welcome H.E. Michel Presume of Haiti, who recently assumed the role of Deputy Chair of the g7+ and convey thanks to all our g7+ focal points, Secretariat staff, IDPS Secretariat, INCAF and CSO Platform. Enjoy the newsletter and the remaining weeks of 2014. We look forward to working together in 2015 with renewed energy and determination for our g7+ family. RECENT ACTIVITIES

following the trend of the last few years, the period from August through to November was again a demanding and productive time for the g7+, particularly in terms of inter national advocacy. In this review we highlight some of the most significant activities undertaken. Our August newsletter was completed in time to share with the participants of the Round table Discussion on the g7+ andG20 held in Korea on the 18th– 20thof August. This event was important in establishing a rapport between the two groups and exploring areas for collaboration. The Korean Development Institute [KDI] and g7+ Secretariat co-hosted the event which was attended by senior officials from g7+ countries including the Minister of Planning of the Democratic Re-public of Congo, H.E. Célestine Vunabandi, officials from someG20 countries, development scholars, thinktanks and the IDPS Secretariat. The roundtable discussion was instrumental in opening windows for future collaboration between the two groups on mutual priorities. The months of September and October are important from an advocacy point of view for the g7+ group. Two important global events, namely the UN General Assembly and WB/IMF annual meetings happen in September and October respectively. A High Level g7+ Side Event hosted by Republic of SierraLe one was held in New York City in the sidelines of the 69thUnited Nations General Assembly (UNGA). This continues a pattern of HLSEs facilitated by the g7+ each year since 2010.Entitled “Peace and Capable Institutions as stand-alone goals in the Post-2015 Agenda”, the event, held on the 22ndof September, was well attended by Ministers and Permanent Representatives of g7+ countries and other UN Member States, together with representatives of the International Dialogue on Peace building and State building [IDPS], Civil Society Organizations and other partners.

A keynote speech was delivered by the Prime Minister of Tim-or-Leste, H.E. Kay Rala Xanana Gusmão and the event was chaired by the Minister of Foreign Affairs and International Cooperation of Sierra Leone, H.E. Dr. Samura Kamara. The event was successful on two fronts. Firstly it strongly promoted the g7+ position that peace and capable institutions should be considered as stand-alone goals in the Post-2015Development framework, and secondly it broadened high-levelg7+ participation with the inclusion of Foreign Ministers and Permanent Representatives who were effective advocates on the day. During the meeting a g7+ Statement of Solidarity on the Ebola Crisis was tabled and an Outcome Note was produced shortly after.

Peace and Capable Institutions as stand-alone goals in the Post-2015 Development Agenda

Following on from the September activities were the g7+meetings with the senior management of the World Bank(WB), International Monetary Fund (IMF) and International Finance Corporation (IFC), all held in Washington DC during the Annual Meetings of the World Bank in October. These meetings, which occur on a regular basis, are key opportunities for g7+ advocacy and are producing results evidenced by gradual improvements in the way these organizations engage in g7+countries.
g7+ Ministers met with World Bank President Dr. Jim YongKim and senior Bank management on the 12thof October. The meeting initially focused on the impact of the Ebola crisis on member states and then turned to the relationship more broadly and proposals to improve cooperation. There was an agreement on conducting a joint monitoring exercise to evaluate Bank reforms undertaken in the areas of Job Creation, Use of Country Systems and Enhancing the Capacity of Bank Staff in g7+ countries. Following up on discussions held during the g7+ IMF High Lev-el workshop in April this year, the g7+ and senior officials of the IMF met on the 12thof October. The IMF presented a draft Staff Guidance note for those working in fragile environment and invited comments from the representatives of the g7+. In turn the g7+ shared its perspectives on issues associated with IMF assistance in the areas of Domestic Revenue Mobilization and Natural Resource Management. On the 10thof October the IFC and the g7+ jointly hosted a High Level Side Event on Public Private Partnership [PPP] sup-port in g7+ countries. The workshop style event explored how

the IFC’s support can be leveraged to enable the use of PPPs, particularly in mega infrastructure projects ing7+ countries. g7+ Ministers shared their own perspectives on the importance of PPPs and de-scribed the kind of challenges faced in developing and implementing these kind of projects in their own countries. The regular meetings with the g7+held during the World Bank Annual meetings over the last few year shave contributed to building a robust relationship which is allowing increasingly more direct discussion with a focus on achieving results. In the sidelines of the Bank meetings the New Deal Implementation Working Group met on the 10thof October and the IDPS Steering Commit-tee met on the 13thof October to reflect on progress and plan for 2015. Discussion focused on the findings of the New Deal Monitoring report and how to leverage action in the areas with less progress. The Secretariat is currently working on developing a policy note on theg7+ version of South-South Cooperation, i.e. Fragile to Fragile cooperation and peer learning. In addition, it is following up with the member countries on the ratification of the g7+ charter endorsed in the 3rdg7+ Ministerial meeting in Lome. A part from international events there have also been specific events of significance in the New Deal journey of member countries. Most recently, on the 19thand 20thof November, a Ministerial High Level Partnership Forum; “Delivering Soma-lia’s New Deal Compact”, was held in Copenhagen, Denmark. Chaired by the President of Somalia, H.E. Hassan Sheikh Mohamud and Co-chaired by the United Nations (UN) the meeting looked to discuss and agree on steps of action to achieve the Somali Compact goals by 2016. Similarly, another International conference on Afghanistan is being planned to beheld on 4thof December in London to review the progress on the Tokyo Mutual Accountability Framework.

This edition we introduce the Central African Republic’s Minister of Economy, Planning Cooperation and Development, Her Excellency Ms. Florence Limbio.

g7+ Media: Minister it was a pleasure to meet you in NewYork City for the g7+ High Level Side Event, what was the out come of that meeting that you feel was helpful for theg7+? You made a number of interventions: (For those not present) what was your message regarding C.A.R?
Minister Limbio : I would like to first and foremost express my gratitude to the communication unit of the g7+ Secretariat for this initiative, enabling FCS to have their voices heard be-yond our boundaries. The most important element to retain from this High Level Meeting is the unanimous message amongst the esteemed speakers, in expressing that it is impossible for all developing countries to meet the MDGs, as most of these nations are young and have undergone many years of crisis that have weakened the economy, destroyed basic social infrastructures and resulted into the overwhelming rise in internally displaced people. Additionally, new crisis such as the one in C.A.R, South Sudan, Syria, Iraq and Ukraine, including the Ebola virus, have further crippled State institutions and require a major sense of solidarity at the international level. This fragility has lead to insufficient communication and scarce availability of information, making room for a culture of rumors, sparking hatred and additional conflicts.
One of the main challenges faced by the Post-2015 Agenda will be to develop access to information and open communication. Experience shows us that transition periods are often long and painful; participants also pointed out that we need to help all post conflict countries and young States, to put in place sound institutions, to promote good governance, to acquire ownership when formulating strategies and ensuring a capable national leadership. All esteemed participants mainly stressed that, the indicators for the MDG 2015, did not reflect small countries: how can we draw a comparison amongst respective countries when a country such as South Sudan was only born recently! That is why; they all supported the implementation of an inclusive Post 2015 development program leaving no one behind. The Post 2015 development agenda should therefore be structured around three categories: (i) Under-developed countries (ii) developed countries(iii) ultra-developed countries, in order to have a fair comparison.

In regards to the Central African Re-public, I expressed during the meeting that my country is under going a severe crisis since December 2012.This situation calls for a sustainable and committed mobilization from

our partners, through the Framework of the New Deal, for which we have accepted to be a pilot country.

g7+ Media: Also in New York there was the High Level Meeting on the Central African Republic – what was the outcome and did you feel it was helpful?

Minister Limbio: The representatives of the international community have been receptive to President Madame Catherine SAMBA-PANZA message regarding the situation in Central Africa. Their response was unanimous in applauding the efforts showcased in organizing the Brazzaville Forum, leading to a cessation of hostilities and the formation of a wide-spread government. All partners have expressed their commitment in bringing in their support to the consolidation of security process, in order to avoid turning C.A.R into a regional risk. They all recognized that C.A.R and their partners are at a critical crossroad where Brazzaville showed the way. We should now foster a dialogue and avoid confiscating and monopolizing how this process is managed. There have been several interventions, raising awareness that the current conditions aren’t suitable to meet the initial timeframe for thee lections, as much as they stressed for it to be a top priority, and suggested to urgently formulate a new consensus for are viewed timeframe in this regard. Partners have been united in saluting the mobilization of the International Penal Court(IPC) in response to C.A.R’s call to battle impunity for crimes committed during the crisis. Participants also stated clearly that they are fully against the suggested split of the central African territory. The C.A.R Relief and Sustainable program2014-2016 also received a support from the international community, committed to accompany C.A.R to a donor’s round table.

g7+ Media: What is the current country progress?

Minister Limbio: The situation in C.A.R has been defined, as previously mentioned, by a cessation of hostilities issued from the Brazzaville Forum, which has strengthened the beginning of a sense of tranquility amongst the population, in their every day lives. The handover between MISCA and MINUSCA consolidates a renewed security in the capital, Bangui, and progressively in the rest of the country. The political dialogue that has started in Brazzaville will continue at the local level and will lead to national Forum for Reconciliation in January2015.

From the Secretariat

Those reconciliation efforts are the fruits of the national plan and deserve to be encouraged. Within the framework of the New Deal and the International Dialogue of Fragile States, we are envisaging a country fragility assessment, and will share the out comes at the national conference for national reconciliation, for validation. Pro-grams requiring high levels of labor, implemented with the support of our partners, are revealing and promoting a true demobilization of youth involved in conflicts.

g7+ Media: In your view what are the prospects for the proposed election in February 2015? What are the major challenges you are facing in achieving this goal?

Minister Limbio: Organizing the elections is a top priority for the transition government who also endorses a regulated constitution as a solution to exit the crisis. In response to the recurrent lack of security in certain parts of the country, the high authorities have decided to revisit the Transition Roadmap to prioritize electoral procedures, aiming at June-July 2015.The structure of National Electoral Authority put in place in this regard, has steered the country back on track. The government, with the support of the international community has to tackle the main challenges in re-establishing security across the whole territory and in creating peaceful conditions for both internally and externally displaced people, and to get the youth working.

g7+ Media: In relation with development partners, how would you like to see CAR’s relationship with development partner’s progress? Are there simple changes that could make an impact on accelerating results?

Minister Limbio: My main wish is to seethe relationship between C.A.R and developing partners to be strengthened for more visible results. For this same reason, the Government has created a national coordination mechanism for multi do no raid, by program and project, in order to maintain a sustainable dialogue with development partners across the country. members and friends of the g7+, a big focus for the Secretariat in these recent months was the facilitation of the World Bank, IMF and IFC meetings in October. These were very constructive and strongly demonstrated the benefits of advocating as a group. It feels like we haven’t stopped running since and there are still many more activities before the end of 2014!
I am looking forward to revisiting Guinea-Bissau in late November as part of a joint Internarional Dialogue on Peacebuilsding and State building (IDPS) mission. The success of theg7+ model of Fragile to Fragile Cooperation [F to F] is there for all to see and it will be good to follow up on progress.

The F to F model of the g7+,where member states, if invited and able, use their as-sets, experience and skills to assist fellow member states, is currently centered on three areas: support for New Deal Implementation, support for member states in dealing with acute and emerging crisis and support through peer learning an knowledge sharing, particularly in the areas of public financial management, natural resources management and peace and reconciliation. A prime example of this F to F cooperation is the announcement of the donation of USD 2 Million by the Government of Timor-Leste for the purposes of providing swift medical aid to the citizens of SierraLeone, Liberia, and Guinea suffering from the Ebola virus.
It is a great strength of the g7+ group that our own experiences of fragile situations, and of peacebuilding and state building, has equipped us to be such effective cooperative partners when we reach out to each other.
We have come a long way and fortunately the Secretariat will finally experience a brief moment to stop and reflect at our Staff Retreat and Professional Development Session in early December 2014 when we will consider the progress and challenges of 2014 and plan ahead for 2015, always with our eye on our goal: to serve our member states to the very best of our ability.

RECENT ACTIVITIES

Over the months of October and November significant international meetings were held with high-level g7+ participation.
The g7+ relationship with the World Bank and the IMF was strengthened through two meetings that took place in Washington DCon the 13thof October.
In the first the President of the World Bank, Jim Yong Kim met with a g7+ delegation including Ministers from Afghanistan, CAR, Guinea-Bissau, Haiti, Liberia, Somalia, South Sudan, Timor-Leste and Togo. The Prime Minister of Timor-Leste also attended.
This meeting marked the third time the cur-rent President has met with a g7+ delegation to discuss ongoing needs and better ways to partner for accelerated results. The President explained that a focus on Fragile States is a “cornerstone” of the Bank’s new strategy and that the current IDA17 replenishment is set to provide more flexible re-sources to fragile and conflict affected states. Plans are in place for allocation in-creases of up to 50% by 2017.

Prime Minister Xanana Gusmão of Timor-Leste welcomed the Bank’s recognition that fragile states are the new front line of poverty reduction and said that the g7+ looks forward to working with the Bank as it re-forms its policies, instruments and operations. He noted the progress in New Deal implementation in 2013 with 5 fragility assessments completed, the pledge of $2.4billion of assistance to Somalia on the back of it’s New Deal Compact and the coming impact of additional support to South Sudan that will be facilitated by it’s nearly completed Compact.

Minister Sabuni of South Sudan noted the determination of g7+ countries to achieve resilience and spoke of four main areas that the g7+ and the Bank could address: the use of country systems, capacity building, accelerating job creation and eligibility for the IDA17 Turnaround Fund. Other g7+Ministers added their own country perspective and touched on subjects such as youth unemployment, an integrated jobs agenda and particular ways to “support and not substitute” country capacity.

When I do take a moment to catch my breath and reflect a little on2013 I can certainly say it has been a remarkable year for the g7+. The New Deal Compacts in Africa, the progressive changes in the behavior of our development partners, the space and respect being given to the g7+ by institutions such as the World Bank and the impact of the ideas and themes of the g7+ in the Panel Report on the Post-2015Agenda – these are all a big deal for our “little” g7+.

COUNTRYUPDATE- CHAD

In September this year it was a great plea-sure for the Chair of the g7+ to visit Chad and to meet with the Prime Minister, the Minister of Economy and Planning, development partners and representatives of Chad’s civil society. This African country is home to so me 11.5 million people who are progressively experiencing the impact of development with natural resource revenue assisting the nation to address many of its challenges.

In 2003 Chad became an oil-producing nation with crude oil quickly superseding the traditional cotton industry as the country’s primary source of export earnings. Before this time the Chadian economy was predominately agrarian, with GDP per capita estimated at around US$ 220. By 2010, GDP

per capita had risen to about US$ 674. The increase in revenues created by the on-set o foil led to an important increase in public spending in priority poverty reducing sectors as highlighted in the Government’s Poverty Reduction Strategy Paper. Since 2007, 70%of the direct and indirect oil revenues have been allocated to priority sectors such as Health, Education, Rural Development, Infra-structures and Justice. As a result, the percentage of population living below the poverty line has fallen from 55% in 2002 to 42% in2012.

RECENT ACTIVITIES CONTINUED

The Bank continued to be receptive to the input of the g7+ and maintains its commitment to meet with the group every six months. On an on going basis it would like to work creatively with the group on issues such as fast tracking capacity building. The International Finance Corporation (IFC) has already responded to input from the last meeting with the g7+ and has developed a “FCS fast-tracked processing programmed” –a new simplified facility that allows more risk taking. The IFC is also actively recruiting more staff to work on fragile and conflict-affected states. The Bank’s Multilateral Investment Guarantee Agency (MIGA) noted that in the past 18 months $770 million had gone to g7+ countries and asked for more support from the g7+ in thinking about how it can do more to help encourage investment in the g7+ countries.
The requests of the g7+ over the past two years for simplified procedures in the Bank, shortened turnaround times and a change in approach to risk, have certainly been heard and change is taking place.
The second high-level meeting was with Managing Director of the International Monetary Fund, Christine Lagarde. She began the meeting outlining what the group was doing for fragile and conflict-affected states and then noted that the IMF could do even more and that the meeting was a demonstration that the IMF was “paying attention.”
Contributions were then made by Prime Minister of Timor-LesteXanana Gusmão, Chair of the g7+ Emilia Pires and Ministers from Somalia, CAR, Togo, Haiti, Guinea-Bissau and South Sudan.
The g7+ Chair noted that countries do not always know what the IMF can do for them and what facilities are available. She welcomed the appointment of a Fragile States Focal Point and expressed the group’s desire to work with the focal point to improve understanding and access.
A meeting was proposed for April 2014 where in a half day seminar the Fund can further explain its available support and the g7+ can further explain their needs.
The Managing Director closed the meeting looking forward to ongoing engagement and expressing a willingness to “continue to review our support”.

Rounding out the two months, on the 27thand 28thof November was the 5thTechnical Meeting of the g7+ convened in Kinshasa, DRC. Participants shared their experiences on the implementation of New Deal Compacts, were updated on the monitoring of the FOCUS and TRUST components of the New Deal, discussed g7+ Governance, heard presentations on the Role of the DRC Parliament in New Deal Implementation and g7+ Natural Resource Profiles and engaged in forward planning for 2014.
On 29thof November, still in Kinshasa, the International Dialogue on Peace building and State building (IDPS) held its Steering Group to update participants and also finalize the IDPS Work Plan for 2014.
Country initiatives ongoing throughout the months of October and November included the finalization of the South Sudan New Deal Compact due to be signed and launched in the first quarter of 2014.

COUNTRY UPDATE - CHAD CONTINUED

With the discovery of oil Chad put in place a mechanism to manage oil revenues, supervised by the Council of Control and Supervision of Oil Revenues composed of representatives from Government, Civil Society and Parliament. Along with other g7+ countries such as Timor-Leste, the challenge for Chad is to develop a diverse and sustainable non-oil economy that will see the economy continue to grow as natural resource income declines. New Deal Implementation. The 3 main development partners in Chad are the EU, the Islamic Development Bank and the African Development Bank, which jointly represent half of the development contributions in the country. Other important partners are the USA, France and the World Bank. Most of the donors present in Chad are not yet committed to implementing the New Deal principles. Many are focused on humanitarian assistance. Nevertheless, UNDP, France and the African Development Bank have committed to supporting the government for the New Deal implementation.

In Chad it is the Ministry of Economy, Planning and International Co-operation that provides the interface between Chad and the Development Partners. A framework was set up in 2011 to have periodic consultation between the Government and its partners to ensure the implementation of development projects and programs financed with external aid. The Minister of Economy, Planning and International Cooperation and the Resident Representative of the African Development Bank are the co-chairs of this forum.

COUNTRY UPDATE - CHAD CONTINUED

The visit of a delegation of the g7+ in September this year was to raise awareness about the New Deal and foster high-level support to push for a greater New Deal implementation in the country. The New Deal implementation is mainly done through Chad’s National Development Plan2013-2015, which is aligned with the New Deal principles and 5 of the 8 objectives are correlated to the New Deal.

On 17 October 2013, the Development Partners and Government met to consider resource mobilization for the implementation of the National Development Plan. France and UNDP made a call to all development partners to help Chad along this road. A New Deal committee, supported by France and UNDP, was set up and an Action Plan for 2014 was prepared.

MEET THE MINISTER

In busy days including his involvement in the development of South Sudan’s New Deal Compact and the financial management of the world’s newest nation, theg7+ media team was pleased to interview the Minister of Finance of South Sudan H.E. Aggrey Tisa Sabuni. The compact, which has involved an extra ordinary period of consultation in the process of its development, was originally scheduled for official launch in December, but has been postponed for now with the event expected in the first quarter of 2014.
g7+ Media: Since independence in July of 2011 how do you think the Republic of South Sudan has progressed?

Minister Sabuni: South Sudan is the world’s youngest nation. We have the world’s newest currency, newest government and society. As often in life, beginnings are difficult, and we continue to work hard to establish fully fledged government institutions, crucial public services and infrastructure. In all this work we are making progress.

g7+ Media: What are the most urgent goals of government at this time?

Minister Sabuni: The priorities of the government are improving health, education and other social services, especially in rural areas, developing infrastructure such as roads, water and power and promoting agriculture.
In the Ministry of Finance we are also focusing on deepening non-oil revenue collection and in the medium term diversifying the economy. This means tapping into the potential of our fisheries, forestry and animal wealth and facilitating the growth of our private sector.

g7+ Media: How is the International Community interacting with the Government of South Sudan? Do you feel they are supportive of the country owned and led development advocated by the New Deal?

Minister Sabuni: We are making some progress. For example the Local Governance and Service Delivery Project, which is now starting on a pilot basis, is the first donor-funded project to be implemented through government systems. In this project in partnership with the World Bank development credits are channeled through Government financial systems to support small-scale infra structure projects identified by communities themselves. This project will also finance institutional strengthening and capacity building of local governments. We expect this project and others like it to attract more funding over the coming years as we develop government capacity, build confidence among donors to support the use of government systems and show tangible results of LGSDP on ground. Another important pillar of our engagement with the international community, which adds to our credibility, is our relationship with the International Monetary Fund. My ministry has been leading negotiations of an IMF staff monitored programmed.

g7+ Media: South Sudan was involved with the g7+ even before independence on a regional basis. Already you have completed a Fragility Assessment and are finalizing a New Deal Compact. How do you feel the g7+ and the New Deal have helped South Sudan?

Minister Sabuni: Yes the region of Southern Sudan was represented there at the 2010meetings in Dili, Timor-Leste, when the group was formalized. We noticed the similarity of the stories of nations such as Timor-Leste, with our own story.
We participated in the development of the New Deal because we saw the need for a new development relationship, country owned and led, that had at it’s core peacebuilding and state building.
The solidarity and support of the group along with the good tools coming out of the New Deal like the Fragility Assessment and Com-pact are helping to establish a better pathway for us towards resilience and development.

g7+ Media: Can you tell us a little about the South Sudan New Deal Compact and how it will assist South Sudan?

Minister Sabuni: The South Sudan New Deal Compact will be an important step to guide our relationships with development partners and improve effectiveness.
We decided in April this year at the South Sudan Economic Partners Forum in Washing-ton that it would be important to develop a South Sudan New Deal Compact, defining a better partnership for tackling fragility. We wanted to create an organizing framework to improve aid effectiveness and focus Government and donor resources on urgent peace-building and state building priorities. Rather than being written by a small team of advisors, we decided that it’s design would be led by Government based on broad consultation with the states. The compact will lead to more certainty for business. Our compact consultations lead us to 10Peacebuilding and State building Bench marks and 5 Aid Effectiveness Benchmarks that commitments from the Government and donors should cover. I believe that the Compact will send a signal of Government resolve and donor commitment to overcome fragility in South Sudan for the benefit of our people.

g7+ Media: How long have you been Minister of Finance and what kinds of activities were you undertaking in the years before your appointment?

Minister Sabuni: I have been the Minister of Finance since August this year. Before this I was an advisor on economic affairs to President Kiir and before that I served as Under Secretary to the Ministry of Finance.

g7+ Media: How will South Sudan look in 10 years time?

Minister Sabuni: Economically I see a country that has a diverse economy with strong performance in sectors such as fisheries, forestry and agriculture and I see good base for non-oil revenue and institutions that are well established and resilient.
I see a country that is peaceful, resilient and progressing.

g7+ Media: You are clearly a very busy man serving your country. If you ever have a day off how do you like to enjoy it?

Minister Sabuni: Since assuming office in August, dealing with the budget, making re-forms to improve domestic revenue and working the New Deal Compact there have not been many! Perhaps you should come back and ask me in a few years time!

g7+ Media: Do you have any final words for the g7+ family and supporters?

Minister Sabuni: South Sudan is proud to be a member of the g7+ family and to sup-port and be supported by the solidarity of member countries. We press on and hope to share good news with you in the first quarter of 2014 on the progress of our South Sudan New Deal Compact.

RECENT ACTIVITIES

Just as the last edition of our Newsletter was being finalized two important meetings were being held in Dubai UAE. The 3rd g7+ Technical Meeting was held on the 27thand 28thof May with the Chair of theg7+, the g7+ Secretariat, Country Focal Points and support staff gathering to work on the Fragility Spectrum, the Monitoring of New Deal implementation and the governance structure of the Indicators Working Group. Are port on the meeting is available on the g7+ web-site. Following on from this meeting the International Dialogue for Peace building and State building convened a meeting of the New Deal Implementation Working Group on the 29thand 30thof May. This working group considers and promotes the most practical approaches and opportunities to accelerate New Deal implementation.
One of the Ten Strategic Policy Priorities of the g7+ for 2013 is to influence the Post-2015 Development Agenda to ensure the needs and vulnerabilities of the g7+ are addressed. Consequently the meeting of High Level Panel on the Post-2015 Development Agenda held in New York on the29thand 30thof May was an important event for theg7+. The Report of the High Level Panel was released and after strong contributions from panel members including g7+ Chair, H.E. Emilia Pires, the report does address the important needs of fragile and conflict affected states.

Welcome to the third edition of theg7+ bi-monthly newsletter. This edition features a country update from Guinea-Bissau and an introduction to the g7+ Secretariat. It is my honor to lead the Secretariat in our mission to serve g7+ member countries while seeking to enhance a deeper and more meaningful understanding with our partners worldwide.
As we travel the path toward resilience, we are thankful for the support provided for the g7+ Secretariat. Our work will continue to strengthen, based on a spirit of volunteerism, solidarity and partnership. I am indeed very proud of our g7+ family. It has been deeply rewarding to see the group develop in a few years from an idea and a fledgling gathering to a strong and articulate voice that is be-ginning to reshape the development assistance paradigm.

COUNTRY UPDATE - GUINEA BISSAU

Guinea-Bissau (GB) became a member of the g7+ in July 2010. Located in West Africa the country has a population of 1.6 million and a land area of 30,000km2. Currently, the main revenues of the country are cashew nuts and fishing. There are a lot of reserves of bauxite, timber and phosphate but their exploitation has not started yet. There is also a tremendous potential in agriculture with a very fertile land. The political situation of the country is quite precarious as there was a military coup on 12 April 2012. The next day, all development partners suspended their aid and cooperation with the country

Of five central themes the fourth focuses on the need for peace building and state building and stresses the need to “Build peace and effective, open and accountable institutions for all.” The role of the g7+ is given a special mention.

At the country level the New Deal was very much at the center of discussions at the annual TimorLeste Development Partners Meeting held in Dili on the 19thand 20thof June. The outcome document from the meeting confirms “commitment to the New Deal and our alignment to it’s themes of country-led and country-owned development, prioritizing and following the principles articulated in the Peacebuilding and State building Goals, FOCUS and TRUST.”

Between the 1stand 4thof July the World Bank held the IDA17 Meeting in Nicaragua. A special welcome was given to the g7+ the g7+ made an intervention as part of the discussions.

On the 16thJuly Somalia launched the first Fragility Assessment consultation meeting in Mogadishu. Amongst many other activities related to the g7+ in June and July were activities of Permanent Representatives to the United Nations in accentuating the special needs ofg7+ countries and the importance of inclusion in the Post-2105 Agenda, and a fact finding mission to Guinea-Bissau to prepare for the proposed2014 g7+ Ministerial Retreat.

including the Community of Portuguese Language Countries (CPLP),the African Union, the United Nations, the European Union and the African Development Bank. Before the coup, the development partner’ said represented up to 60% of the total State budget. The only donor still active in the country is the Economic Community Of West African States (ECOWAS).
Nevertheless, things are moving in the right direction. Indeed, a new inclusive transitional government, in place since 6thof June 2013, has anew program and new dynamics are in place. The transition Minister of Economy and Regional Integration, H.E. Soares Sambu, mentioned that“ the National Parliament, the only elected and legitimate body in the country, just voted the 2013 budget, thus slowly coming back to the constitutional normality.”

This new transitional government should lead the country to democratic national elections, scheduled for the end of 2013 or early 2014at the latest. Development Partners are offering help for the organization of the elections, and hopefully they will resume their cooperation with the country afterwards.

Dr. Jose Ramos Horta, Nobel Peace Prize laureate and former President of Timor-Leste, was nominated last February as the UN Special Representative of the Secretary General to Guinea-Bissau. He’s aiming at creating a better political climate in the country and encourage stakeholders(military and political parties) to speak to each other. According to Dr.Horta, “Guinea-Bissau leader shave to accept in their minds that there will be no winners or losers but that all have to work together in

the next 5 years towards the development of their country. Guinea-Bissau has a lot of natural resources and is potentially much richer than Timor-Leste. But the country needs3 essential things: good political leadership, political stability and good governance.”
Guinea-Bissau volunteered to organize the next g7+ Ministerial Meeting. It was originally planned for November 2013 but since the elections should take place around that time, it has been decided to move the g7+meeting to end of February 2014after the elections have taken place. H.E. Soares Sambu assures that“ there is a strong commitment from the government of Guinea-Bissau to host the g7+ Ministerial Meeting in February 2014. The government is enthusiastic and willing to host this meeting as it is important for the country’s visibility and it can raise its international profile.” Back-to-back with the g7+ event, a donors’ pledge conference will be organized to promote trust and confidence and attract donor support for the up-coming 2-3 years.
Antonio Co, the g7+ focal point, mentioned that Guinea-Bissau wants to commence its Fragility Assessment in the coming months and present the results at the g7+ Ministerial Meeting in February 2014.

MEET THE SECRETARIAT

The g7+ Secretariat exists to serve and help the member countries realize the vision and mission of the g7+ based on guiding principles of Volunteerism, Solidarity and Cooperation.
Established in 2010 in Dili, Timor-Leste, the Secretariat serves the g7+ family across the globe from a medium Kobe House container office space in the com-pound of the Ministry of Finance. The core team consists of 8 young and enthusiastic staff under the leadership of Mr. Helder da Costa, PhD (Head of the g7+Secretariat) and H.E. Emilia Pires (Chair of the g7+).The core mandate of the Secretariat includes: providing quality services to g7+ members and helping the materialization of the objectives of the g7+ and its New Deal for engagement in fragile situation through policy discourse and public discourse at the national and global level. The core values of the small teamworking in Dili include trust, honesty, dedication and dynamism.
Despite coming from different backgrounds, the spirit of TEAM work in the secretariat is always alive. This will enable us to accomplish the principle spelt out by those letters: “Team Effort Achieves More”. To stay responsive to its member countries which exist on different time zone of the globe, the team members of the secretariat are used to working beyond the call of duty (office hours). Financially, the g7+ Secretariat to date is grateful to the generous support of the Government of Timor-Leste. The plan to secure funding sources from g7+ member countries on a voluntary basis is forthcoming. The Secretariat is also sup-ported by its partners such as ODI and ACCORD.

Countries already come together informally in many settings to dis-cuss what they can do to achieve more, and more sustainable, development. These global cooperation forums, such as the g7+, G-20, the BRICS (Brazil, Russia, India, China, and South Africa), the Global Partnership for Effective Development Cooperation, and regional forums, are playing important roles... The g7+, for instance, has drawn attention to the special challenges faced by fragile states in defining country- owned and country led plans to move from conflict to peaceful and sustainably developing societies.
