Une délégation du g7+ se rendra au Libéria et en République démocratique du Congo pour faire progresser la consolidation de la paix et le dialogue mondial

Dili, Timor-Leste – Le Secrétariat du g7+ effectuera des missions officielles au Libéria et en République démocratique du Congo (RDC) en mars 2026 afin de renforcer la coopération avec ces deux pays, qui occupent respectivement les fonctions de vice-présidents du g7+. Ces visites visent à consolider davantage leur leadership politique au sein du groupe et à faire progresser la vision collective du g7+ dans le contexte des changements géopolitiques et géoéconomiques actuels.

Ces missions seront dirigées par M. Helder da Costa, Secrétaire général du g7+, accompagné de délégations du Secrétariat. La première mission se déroulera à Monrovia, au Libéria, du 17 au 19 mars 2026, suivie d’une mission à Kinshasa, en République démocratique du Congo, du 22 au 25 mars 2026.

Ces missions auront pour objectif de déterminer comment le g7+ peut apporter un soutien accru à ces deux pays par le biais d’initiatives telles que le Centre de consultation rapide (RARC), qui offre une expertise juridique et un soutien entre États membres confrontés à des défis juridiques nationaux urgents et complexes. Les échanges porteront également sur la mise en œuvre de priorités communes au groupe, notamment le renforcement de l’apprentissage entre pairs parmi les États membres dans des domaines tels que la gestion des finances publiques, la gouvernance des ressources naturelles et l’accès à la justice.

Ces initiatives permettront d’aborder plus en détail les moyens de renforcer la voix collective des pays du g7+ au sein des instances internationales, notamment au Conseil de sécurité des Nations unies et au sein des institutions financières internationales, afin de garantir une meilleure prise en compte des perspectives et des priorités des pays touchés par les conflits et la fragilité dans les processus de décision mondiaux.

Au cours de ses visites à Monrovia et à Kinshasa, la délégation du g7+ rencontrera des hauts responsables gouvernementaux et dialoguera avec des organisations de la société civile, des partenaires au développement et des établissements universitaires. Ces initiatives ont pour objectif de mieux faire connaître la mission du g7+ et de renforcer la collaboration afin de faire progresser les objectifs prioritaires en matière de consolidation de la paix et de renforcement de l’État dans les contextes fragiles et touchés par des conflits. Chaque visite s’achèvera par une conférence de presse destinée à informer les médias nationaux et internationaux des principaux résultats de ces missions.

g7+ Delegation to Visit Liberia and DR Congo to Advance Peacebuilding and Global Advocacy

Dili, Timor-Leste – The g7+ Secretariat will conduct official missions to Liberia and the Democratic Republic of the Congo (DRC) in March 2026 to strengthen cooperation with both nations in their capacities as Deputy Chairs of the g7+. The visits aim further reinforce their political leadership within the group and advance the collective vision of the g7+ amid the ongoing geopolitical and geoeconomic shifts.

The missions will be led by Dr. Helder da Costa, General Secretary of the g7+, accompanied by delegations from the Secretariat. The first mission will take place in Monrovia, Liberia, from 17–19 March 2026, followed by a mission to Kinshasa, Democratic Republic of Congo, from 22–25 March 2026.

The missions will explore how the g7+ can further assist the two countries through initiatives such as the Rapid Advisory Response Centre (RARC), which provides legal expertise and peer support among member states facing urgent and complex national legal challenge. Discussions will also focus on advancing the group’s collective priorities, including enhancing peer learning among member states in areas such as public financial management, natural resource governance, and access to justice.

The engagements will further examine ways to strengthen the collective voice of g7+ countries in international platforms, including the United Nations Security Council and international financial institutions, ensuring that the perspectives and priorities of countries affected by conflict and fragility are better represented in global decision-making.

During the visits to Monrovia and Kinshasa, the g7+ delegation will hold meetings with senior government officials and engage with civil society organizations, development partners, and academic institutions. These engagements aim to raise awareness of the g7+ mission and strengthen collaboration in advancing peacebuilding and statebuilding priorities in fragile and conflict-affected contexts. Each visit will conclude with a press conference to brief national and international media on the key outcomes of the missions.

The g7+ Appeal for restoring Stability and Democracy in Guinea-Bissau

Dili – 28 November 2025 – The g7+ expresses its deep concern on undemocratic seizure of power that halted the announcement of presidential and legislative elections in the Republic of Guinea-Bissau.. In line with our collective commitment to democracy, we underscore that the current situation in Guinea Bissau undermine political stability, development, and the aspirations of citizens for peace and prosperity.

The g7+ had deployed an Election Observation Mission that is currently stranded in Bissau. The mission noted that the voting for Presidential and Legislative Election in Guinea Bissau on 23 November 2025, was peaceful and transparent in the polling stations it observed. The interruption of the electoral process—occurring before the announcement of the final results and the completion of the vetting procedures—represents a setback to the democratic aspirations of the people of Guinea-Bissau. The g7+ calls for the vetting process to be completed so that the final results may reflect the genuine will of the electorate. We urge all national stakeholders to exercise maximum restraint, protect civilians, and ensure the safety and security of state institutions. We further urge the restoration of constitutional order through peaceful and democratic means, and we emphasize the importance of safeguarding democratic institutions and upholding the rule of law.

The g7+ reiterates its support for dialogue as the only sustainable path toward resolving political grievances and call for regional and international partners and regional organizations to facilitate de-escalation, mediation, and a return to constitutional governance.

The g7+ remains committed to promoting peaceful transitions, strengthening institutions, Democracy and fostering resilience in all member states.

Le g7+ déploie une Mission d’Observation Électorale en Guinée-Bissau

17 Novembre 2025 – À l’invitation du Président de la Commission électorale nationale de Guinée-Bissau, le g7+ réalisera une mission d’observation électorale (MOE) pour les élections législatives et présidentielles en Guinée-Bissau prévues le 23 novembre 2025. La mission sera dirigée par Mme Christina Mitini, directrice générale adjointe de la Commission électorale nationale (CEN) des Îles Salomon. La mission d’observation électorale a pour objectif de contribuer à la mise en place de processus électoraux crédibles, transparents et inclusifs susceptibles de favoriser la paix, la stabilité et la gouvernance démocratique.

« En tant que coalition de pays touchés par des conflits, le g7+ occupe une position unique pour observer et soutenir les processus électoraux dans nos États membres », a souligné le Secrétariat du g7+. « Cette mission reflète notre engagement en faveur de l’apprentissage entre pairs, de la coopération et de la promotion d’institutions résilientes. »

La mission observera certaines composantes du processus électoral du 18 au 27 novembre 2025. L’équipe centrale de la mission d’observation électorale est composée du chef observateur, de deux experts des Commissions électorales nationales des États membres du g7+ (Timor-Leste et Sao Tomé-et-Principe), de trois fonctionnaires du Secrétariat du g7+ et de deux assistants locaux, dont le point focal de la Commission électorale nationale pour le g7+ et le référent du g7+ au sein du ministère de la Planification de la Guinée-Bissau.

L’équipe sera déployée afin d’évaluer la dernière journée de campagne et le jour du scrutin en observant l’ouverture des bureaux de vote, le vote, le dépouillement et la comptabilisation des résultats, ainsi que le contexte post-électoral.

Le gouvernement du Timor-Leste, par le biais du programme de coopération g7+ Fragile-à-Fragile, a fourni une assistance à la Guinée-Bissau pour l’enregistrement des électeurs et l’organisation des élections en 2014. Fort du succès de cette initiative et des missions électorales qui ont suivi dans certains pays membres, le programme d’observation électorale du g7+ a été institutionnalisé en mars 2023 à Freetown, en Sierra Leone. L’objectif de cette initiative est d’observer les processus électoraux dans les pays membres afin de contribuer à garantir que les élections se déroulent de manière libre, équitable, pacifique et démocratique.

g7+ Deploys Election Observation Mission to Guinea-Bissau

17 November 2025 – At the invitation of the President of National Election Commission (NEC) of Guinea-Bissau, the g7+ is conducting Election Observation Mission (EOM) for the legislative and presidential elections in Guinea-Bissau scheduled for 23 November 2025. The mission will be led by Ms. Christina Mitini, Deputy Chief Electoral Officer of the Solomon Islands Electoral Commission (SIEC).

“As a coalition of conflict-affected countries, the g7+ is uniquely placed to observe and support electoral processes in our member states,” the secretariat noted. “This mission reflects our commitment to peer learning, cooperation, and promoting resilient institutions.”

The mission will observe some parts of electoral process from 18 to 27 November 2025. The EOM core team consists of the Chief Observer, two experts from the NECs of g7+ member states (Timor-Leste and Sao Tome and Principe), three officials from the g7+ Secretariat, and two local assistants, including the NEC focal point for the g7+ and the g7+ focal point within Guinea-Bissau’s Ministry of Planning.

The team will be deployed to assess the final day of campaigning and election day by observing the opening of polling stations, voting, counting and tabulation of results, as well as the post-election environment.

The Government of Timor-Leste, through the g7+ Fragile-to-Fragile cooperation program, provided assistance to support Guinea-Bissau in conducting voter registration and organizing elections in 2014. Building on the success of this initiative and subsequent election-related missions in some member countries the g7+ Election Observation was institutionalized in March 2023, in Freetown, Sierra Leone. The objective of this initiative is to observe electoral processes in member countries to help ensure that elections are conducted freely, fairly, peacefully, and democratically.

g7+ has already carried out election observations in the following g7+ member countries:

· Parliamentary Elections in Timor-Leste on 21 May 2023

· Parliamentary Elections in Guinea-Bissau on 4 June 2023

· General Elections in Sierra Leone on 24 June 2023

· General Elections in Liberia on 10 October 2023

· General Elections in the Solomon Islands on 17 April 2024

Lancement du Centre consultatif d’intervention rapide du g7+

DILI, Timor-Leste – Le 23 septembre 2025, le g7+ a inauguré son nouveau Centre consultatif d’intervention rapide. Cette décision a été prise lors du sommet annuel du g7+ qui s’est tenu en marge de la semaine de haut niveau de l’Assemblée générale des Nations unies à New York. Le Centre consultatif d’intervention rapide est une initiative souveraine novatrice conçue pour apporter un soutien immédiat et concret aux États membres du g7+ confrontés à des questions urgentes d’importance nationale.

Le Centre consultatif d’intervention rapide fournira des conseils pratiques et concrets prodigués par des conseillers de renom afin de permettre aux gouvernements du g7+ d’agir de manière déterminante dès les premières étapes critiques d’un défi national. Il apportera un soutien essentiel aux États membres, en particulier dans le cadre de différends internationaux majeurs et de négociations de concessions à enjeux élevés impliquant des ressources naturelles et des projets d’infrastructure. Le Centre comble une lacune de longue date dans le domaine du soutien international en accordant la priorité à une assistance rapide, experte et adaptée au contexte lorsqu’elle est le plus nécessaire.

Le Centre consultatif d’intervention rapide sera dirigé par le Secrétariat du g7+, qui coordonnera la stratégie, l’accueil et la prestation des services. Les États membres pourront bénéficier gratuitement de l’aide apportée par le Centre pour une assistance immédiate, ainsi que d’une aide à la transition vers des accords de conseil externes à plus long terme grâce à un réseau d’experts de renommée internationale dans les domaines du droit, de l’économie et du développement. La Fondation g7+, une organisation à but non lucratif qui soutient la mission du g7+, s’est engagée à contribuer aux travaux initiaux du Centre.

La création du Centre consultatif d’intervention rapide s’appuie sur l’engagement pris par le g7+, réaffirmé lors de la 6ème réunion ministérielle et reflété dans le Cadre d’apprentissage entre pairs, de fournir à ses États membres des solutions adaptées à leur contexte et fondées sur des expériences communes. Le Centre incarne une approche pratique et collaborative de la solidarité et de l’autonomie, permettant aux États membres de tirer parti des enseignements tirés des transitions vers la sortie de la fragilité afin d’atteindre l’autosuffisance. À mesure que la demande augmente et que les besoins des États membres continuent de façonner ses priorités, le Centre devrait étendre son champ d’action initial afin de soutenir d’autres domaines essentiels à la paix, à la stabilité et au développement durable.

Le g7+ est une organisation intergouvernementale, dotée du statut d’observateur auprès des Nations unies, composée de 20 pays touchés par des conflits qui fait progresser la consolidation de la paix, la construction de l’État et la transition de la fragilité vers la résilience grâce à l’apprentissage entre pairs et à la défense collective des intérêts. Launch of the g7+ Rapid Response Advisory Centre

DILI, Timor-Leste – On September 23, 2025, the g7+ launched its groundbreaking Rapid Response Advisory Centre. The decision was made at the g7+ Annual Summit held in the margins of the United Nations General Assembly High-Level Week in New York. The Rapid Response Advisory Centre is a pioneering sovereign initiative designed to provide immediate, practical support to g7+ Member States facing urgent matters of national importance.

The Rapid Response Advisory Centre will deliver rapid, hands-on guidance from eminent advisors to allow g7+ governments to act decisively at the critical early stages of a national challenge. It will provide critical support to Member States, particularly in relation to major international disputes and high-stakes concession negotiations involving natural resources and infrastructure projects. The Centre fills a longstanding gap in the field of international support by prioritizing swift, expert, and context-sensitive assistance when it is needed most.

The Rapid Response Centre will be led by the g7+ Secretariat, which will coordinate strategy, intake, and delivery of services. Member States will be able to access the Centre’s support for immediate assistance at no cost, with assistance in transitioning to longer-term external advisory arrangements by way of a roster internationally renowned experts in law, economics, and development. The g7+ Foundation, a non-profit organization that supports the mission of the g7+, has committed to assisting in the initial work of the Centre.

The establishment of the Rapid Response Advisory Centre builds on the g7+ commitment, reaffirmed at the 6th Ministerial Meeting and reflected in the Peer Learning Framework, to provide its Member States context-sensitive solutions rooted in shared experience. The Centre embodies a practical, peer-based approach to solidarity and self-reliance, enabling Member States to draw on lessons learned from transitions out of fragility to achieve self-sufficiency. As demand grows and Member State needs continue to shape its priorities, the Centre is expected to expand beyond its initial scope to support additional areas essential for peace, stability, and sustainable development.

The g7+ is an intergovernmental organization, with UN Observer status, comprised of 20 conflict-affected countries that advances peacebuilding, state building, and transitions from fragility to resilience through peer learning and collective advocacy. Its Member States include Afghanistan, Burundi, Central African Republic, Chad, Comoros Islands, Côte d’Ivoire, Democratic Republic of Congo, Guinee, Guinea-Bissau, Haiti, Liberia, Papua New Guinea, Sao Tome e Principe, Sierra Leone, Solomon Islands, Somalia, South Sudan, Timor-Leste, Togo, and Yemen.

Le Secrétariat du g7+ mène une mission d’apprentissage entre pairs aux Îles Salomon

Honiara, Îles Salomon, 07–11 Juillet 2025 – Le Secrétariat du g7+, dirigé par le Dr Helder da Costa, Secrétaire général du g7+, a facilité une mission d’apprentissage entre pairs aux Îles Salomon, en conduisant une délégation du Timor-Leste dirigée par S.E. Francisco da Costa Monteiro, ministre des Ressources Pétrolières et Minérales du Timor-Leste. Cette mission, qui s’inscrit dans le cadre de l’initiative de coopération « fragile à fragile » (F2F) du g7+, visait à faciliter l’échange d’expériences entre les pays du g7+ dans le domaine de la gestion des ressources naturelles.

Tout au long de la mission, la délégation du g7+ a tenu une série de réunions bilatérales, notamment avec le Premier ministre des Îles Salomon, le ministre des Affaires étrangères, le ministre des Mines, de l’Énergie et de l’Électrification rurale, et le ministre de la Gouvernance traditionnelle, de la Paix et des Affaires ecclésiastiques.

L’un des moments forts de la visite aura été le séminaire conjoint organisé par le ministère des Ressources Pétrolières et Minérales du Timor-Leste et le ministère des Mines, de l’Énergie et de l’Électrification Rurale des Îles Salomon, intitulé « Renforcer un partenariat régional grâce à l’apprentissage entre pairs et au partage d’expériences en matière de gestion des ressources naturelles », qui s’est tenu à Honiara le 9 juillet 2025. Ce séminaire a permis de mettre en commun les enseignements tirés et les meilleures pratiques en matière de gestion des ressources naturelles, en particulier dans le secteur minier, dans le but de renforcer la collaboration ministérielle et d’explorer les possibilités de partenariats futurs.

Dans son allocution de bienvenue, M. Derrick Rawcliff Manuari, ministre des Mines, de l’Énergie et de l’Électrification rurale des Îles Salomon, a remercié le Secrétariat du g7+ et le gouvernement du Timor-Leste d’avoir pris l’initiative de promouvoir la coopération régionale dans le cadre de la coopération « fragile à fragile ». Il a souligné l’importance de l’apprentissage mutuel, notant que les échanges entre pairs reflètent les réalités vécues et les défis communs des pays membres du g7+. Il a exprimé l’espoir que la mission favorisera la cohésion et la solidarité grâce à une collaboration pratique.

Dans son allocution liminaire, S.E. M. Francisco da Costa Monteiro, ministre des Ressources Pétrolières et Minérales du Timor-Leste, a remercié le gouvernement des Îles Salomon pour son accueil chaleureux. Il a souligné l’importance de la coopération pour garantir que l’exploitation des ressources naturelles profite pleinement à la population, et a exprimé l’espoir que cette visite marque le début d’un partenariat solide fondé sur l’apprentissage mutuel et le partage d’expériences, en particulier dans le secteur minier.

Le Dr Helder da Costa a souligné que le Cadre de coopération entre pays fragiles du g7+, l’un des principaux résultats de la réunion ministérielle du g7+ qui s’est tenue à Dili, au Timor-Leste, en avril 2025, identifie la gestion des ressources naturelles comme un thème prioritaire pour l’apprentissage entre pairs et la coopération. Il s’est dit optimiste quant à la possibilité que la mission débouche sur des partenariats concrets entre les Îles Salomon et le Timor-Leste, et que ce modèle de collaboration puisse être adapté à d’autres États membres du g7+.

Les Îles Salomon et le Timor-Leste sont tous deux dotés de ressources naturelles abondantes. La mission a été une occasion unique d’échanger les points de vue nationaux sur le développement durable des ressources, adapté aux priorités de chaque pays, dans le but d’améliorer les moyens de subsistance et de renforcer la résilience à long terme.

Cette visite a également inauguré un processus visant à renforcer la coopération bilatérale entre les deux pays en matière de gouvernance des ressources naturelles, facteur clé du développement durable.

La mission s’est conclue par un accord entre le ministère des Ressources Pétrolières et Minérales du Timor-Leste et le ministère des Mines, de l’Énergie et de l’Électrification Rurale des Îles Salomon visant à établir un protocole d’accord définissant les domaines de collaboration dans le secteur minier. Des coordonnateurs des deux pays, ainsi que des représentants du Secrétariat du g7+, ont été désignés pour faciliter les discussions de suivi sur cette initiative proposée.

The mission concluded with an agreement between the Ministry of Petroleum and Mineral Resources of Timor-Lesteand the Ministry of Mines, Energy and Rural Electrification of the Solomon Islands to develop a Memorandum of Understanding (MoU) outlining areas of collaboration in the mining sector. Focal points from both countries, along with representatives from the g7+ Secretariat, were appointed to facilitate follow-up discussions on this proposed initiative.

g7+ Secretariat Conducts Peer Learning Mission to the Solomon Islands

Honiara, Solomon Islands, 07–11 July 2025 – The g7+ Secretariat, led by Dr. Helder da Costa, General Secretary of the g7+, facilitated a Peer Learning Mission to the Solomon Islands, bringing a delegation from Timor-Leste headed by H.E. Francisco da Costa Monteiro, Minister of Petroleum and Mineral Resources of Timor-Leste. The mission, part of the g7+ Fragile-to-Fragile (F2F) Cooperation initiative, aimed to facilitate the exchange of experiences among g7+ countries in the area of natural resource management.

Throughout the mission, the g7+ delegation held a series of bilateral meetings, including with the Prime Minister of the Solomon Islands, the Minister of Foreign Affairs, the Minister of Mines, Energy and Rural Electrification, and the Minister of Traditional Governance, Peace and Ecclesiastical Affairs.

A key highlight of the visit was a joint seminar organized by the Ministry of Petroleum and Mineral Resources of Timor-Leste and the Ministry of Mines, Energy and Rural Electrification of the Solomon Islands, entitled “Building Regional Partnership through Peer Learning and Sharing of Experience on Natural Resource Management”, held in Honiara on 09 July 2025.
The seminar provided a platform to share lessons learned and best practices in natural resource management particularly in the mining sector, with the goal of strengthening ministerial collaboration and exploring opportunities for future partnerships.

In his welcoming remarks, Hon. Derrick Rawcliff Manuari, the Minister of Mines, Energy and Rural Electrification of the Solomon Islands thanked the g7+ Secretariat and the Government of Timor-Leste for initiating efforts to promote regional cooperation through the F2F Cooperation framework. He underscored the importance of mutual learning, noting that peer exchange reflects the lived realities and shared challenges of g7+ member countries. He expressed hope that the mission would foster unity and solidarity through practical collaboration.

He expressed optimism that the mission would lead to concrete partnerships between the Solomon Islands and Timor-Leste, and that this collaborative model could be adapted across other g7+ member states.

Both the Solomon Islands and Timor-Leste are richly endowed with natural resources. Le g7+ a tenu sa sixième réunion ministérielle les 11 et 12 avril 2025 à Dili, au Timor-Oriental. Cette réunion historique, qui célébrait également le 15e anniversaire de la création de l’organisation, a été accueillie par le gouvernement du Timor-Oriental. Elle a rassemblé les ministres des affaires étrangères des États membres, ainsi que les partenaires de développement, les Nations unies et les agences internationales de développement, afin de réfléchir aux réalisations passées de l’organisation et d’explorer des stratégies efficaces pour positionner le g7+ dans le paysage actuel. L’objectif est de rechercher une paix durable, la stabilité et la solidarité mondiale dans les pays touchés par les conflits et la fragilité.

En tant que fier cofondateur du g7+, le Timor-Leste réaffirme son engagement inébranlable à l’égard de la mission et des valeurs de l’organisation. Le gouvernement du Timor-Oriental reste fermement convaincu que le dialogue, la réconciliation, l’appropriation nationale et la coopération multilatérale sont essentiels pour parvenir à une paix et à un développement durable dans les pays fragiles.
Le ministère des affaires étrangères et de la coopération du Timor-Oriental exprime sa profonde gratitude au secrétariat du g7+ et aux délégations pour leur contribution au succès de cet événement important. Un engagement renouvelé en faveur du renforcement de la présence du g7+ aux Nations unies, notamment grâce à une meilleure coordination entre les représentants permanents, et un accord visant à convoquer un sommet des chefs d’État du g7+ pendant l’Assemblée générale des Nations unies.

Dans le cadre de l’engagement continu du g7+ en faveur d’un leadership inclusif et d’une responsabilité partagée, la passation de pouvoir pour la présidence a également été confirmée. La Sierra Leone achèvera son mandat de présidence le 31 décembre 2025. Les Îles Salomon assumeront le rôle de Président pour un mandat de deux ans, à compter du 1er janvier 2026, la République démocratique du Congo et le Libéria assurant les fonctions de Vice-Présidents pendant la même période.

6th g7+ Ministerial Meeting Concludes in Dili with Renewed Commitments to Peace and Resilience

The g7+ held its sixth Ministerial Meeting on April 11–12, 2025, in Dili, Timor-Leste. This historic meeting, which also celebrated the 15th anniversary of the organization’s founding, was hosted by the Government of Timor-Leste. It brought together the Foreign Ministers of member states, alongside development partners, the United Nations and international development agencies, to reflect on the organization’s past achievements and explore effective strategies for positioning the g7+ in the current landscape. The aim is to pursue lasting peace, stability, and global solidarity in countries affected by conflict and fragility.

As a proud co-founder of the g7+, Timor-Leste reaffirms its unwavering commitment to the organization’s mission and values. The Timor-Leste government remains firm in its belief that dialogue, reconciliation, national ownership, and multilateral cooperation are essential for achieving sustainable peace and development in fragile countries.

The Ministry of Foreign Affairs and Cooperation of Timor-Leste extends its deep gratitude to the g7+ Secretariat and the delegations for their contributions to the success of the important event. The g7+ Secretariat appreciates the leadership and hospitality of the government of Timor-Leste in co-organizing the sixth Ministerial Meeting and congratulates all participants and member countries on the success of the meeting.

A key outcome of the meeting was the adoption of the Dili Resolution, which articulates a shared vision for addressing the complex challenges faced by conflict- affected and fragile countries in today’s uncertain time, marked by shifting of geopolitical and geoeconomics dynamics. It emphasizes the unity of the g7+ member states and their renewed commitment to conflict prevention, reconciliation, and inclusive development.

Key elements of the Dili Resolution include:

Endorsement of a framework for Peer Learning and Cooperation with a clear timeline and budgeting.
A unified call for debt relief, including a special mechanism for fragile states.
A call for accessible climate finance to support adaptation and mitigation efforts led by national governments.
A renewed commitment to strengthen the g7+’s presence at the United Nations, including improved coordination among Permanent Representatives.
The agreement to explore the possibility of convening a g7+ Heads of State and Government Summit during the United Nations General Assembly.

In line with the g7+ commitment to inclusive leadership and shared responsibility, the leadership transition was confirmed: Sierra Leone will complete its term as Chair of the group on December 31, 2025, and the Solomon Islands will assume the role for a two-year term starting January 1, 2026, the Democratic Republic of Congo and Liberia will serve as Deputy Chairs during the same period.

Dr. Helder da Costa delivered a Keynote Speech at the Climate Integrity Summit 2025 in Canberra

Canberra, Australia – 12 February 2025 – Dr. Helder Da Costa, General Secretary of g7+, delivered a keynote address at the Climate Integrity Summit 2025 at the Parliament House in Canberra, Australia. The speech, titled “Redefining Global Security: Climate Action, Peace, and the Critical Role of g7+ Nations”.

Organized by the Australia Institute, the summit brought together leaders, policymakers, researchers, and organizations committed to addressing climate change impacts through innovative solutions and sustainable policies.

In his remarks, Dr. da Costa highlighted how conflict affected countries pay disproportionately higher cost of the impact of global challenges such as climate change. The consequences of climate change are severe for conflict and fragility-affected settings. Rising sea levels, prolonged droughts, and extreme weather events are compounding existing vulnerabilities, leading to large displacement, food insecurity, famine, severe health issues and heightened risks of conflict.

He said “while developed countries only made up of small percentage of the world population, historically, they have been the largest contributors to CO2 emission since the industrial revolution”.

Dr. Da Costa emphasised that the inequality in climate change is not just about who contributes the most to the problem, but it extends to the way the world responds to it. Developed nations have the ability to adapt to a changing climate and they can afford to transition to renewable energy resources. Whereas, many of the least develop countries still struggle to secure access to even the most basic and traditional energy resources.

He reminded that during COP 29 in Azerbaijan, the g7+ issued a joint letter calling for increase access to climate fiannce, simplifying bureaucracy and localising the execution of climate finance, to ensure g7+ countries can access to the fund quickly and timely in addressing climate change.

He stressed that “Addressing climate integrity requires collective global action founded on solidarity rather than realism. He then added “Australia is a key partner who can play an important role in the region and the world”.s He called for Australia full support and commitment to invest in climate relisience, that foster peace and stability in the pacific and beyond.

He concluded the speech with reiterating the g7+ commitment to working with Australia and the global community to forge a future where no nation is left behind, especially in addressing climate change. He highlighted that peace, stability and prosperity in the world rest in the peace and stability in conflict affected countries.

The g7+ Secretariat Receives Financial Support from the Embassy of China in Timor-Leste

The g7+ Secretariat received a financial contribution of USD 50,000 from the Embassy of the People’s Republic of China in Timor-Leste. The contribution was officially handed over by H.E. Wang Wenli, Ambassador of China to Timor-Leste, to the General Secretary of g7+, Dr. Helder da Costa, during a Christmas lunch organized by the g7+ Secretariat on 13 December 2024. The event took place at the g7+ Headquarters in Dili, Timor-Leste.

The occasion was graced by the presence of H.E. Kay Rala Xanana Gusmão, Prime Minister of Timor-Leste and Eminent Person of the g7+, along with several Ministers from the IX Constitutional Government who were invited to the Christmas lunch.

In his remarks, Dr. Helder da Costa expressed gratitude for the generous support from the Chinese Embassy. He emphasized that such contributions will further enable the g7+ to pursue its priorities and expressed hope for expanded cooperation with China, particularly through sharing experiences and best practices.

Ambassador Wang Wenli applauded the g7+ for its role in promoting peace and inclusive global governance. Highlighting China’s commitment as the second-largest contributor to the UN Peacekeeping Fund, Ambassador Wenli reaffirmed China’s dedication to peace and win-win cooperation. She assured continued collaboration between the Chinese Embassy and the g7+ Secretariat.

Le g7+ a organisé un sommet à haut niveau pour affirmer son engagement en faveur de la paix lors de l’Assemblée générale des Nations unies. Organisé conjointement par la République de la Sierra Leone, qui assure actuellement la présidence du g7+, et la République démocratique du Timor-Leste, qui accueille le Secrétariat du g7+, le sommet a mis en évidence les efforts collectifs déployés par les États fragiles et touchés par des conflits pour favoriser la stabilité et la résilience.

Des dirigeants de premier plan ont participé au sommet, notamment S.E. Julius Maada Bio, Président de la Sierra Leone, S.E. Carlos Manuel Vila Nova, Président de São Tomé et Príncipe, S.E. Kay Rala Xanana Gusmão, Premier ministre du Timor-Oriental, S.E. The g7+ member states held a high-level summit in the margins of the 79th Session of the UN General Assembly in New York, reaffirming their commitment to cooperation on peace, dialogue, reconciliation, and knowledge-sharing. Co-hosted by the Republic of Sierra Leone, the current Chair of the g7+, and the Democratic Republic of Timor-Leste, the host of the g7+ secretariat, the summit showcased the collective efforts of fragile and conflict-affected states to foster stability and resilience.

The summit was attended by key leaders including H.E. Julius Maada Bio, President of Sierra Leone, H.E. Carlos Manuel Vila Nova, President of São Tomé and Príncipe, H.E. Kay Rala Xanana Gusmão, Prime Minister of Timor-Leste, H.E. Guylain Nyembo Mbwizya, Deputy Prime Minister of the Democratic Republic of the Congo, as well as ministers, ambassadors from g7+ countries, and the Assistant Secretary-General of the UN Peacebuilding Support Office.

H.E. Kenyeh Barlay, Minister of Planning and Economic Development of Sierra Leone and Chair of the g7+, moderated the summit, emphasizing its goal to share lessons and perspectives on achieving lasting peace and stability in member states.

In his opening statement as a co-host of the summit, H.E. Julius Maada Bio, President of Sierra Leone, praised the significant impact the g7+ has made since its inception. He highlighted key achievements, including the group’s role in championing SDG 16— “Peace, Justice, and Strong Institutions”—within the agenda 2030, and securing observer status at the United Nations. President Bio called on all g7+ member countries to reaffirm and strengthen their commitment to the group’s core values. He also summarized the six key points from the g7+ statement he delivered at the UN’s Summit of the Future, emphasizing the need for unity and continued progress.

H.E. Kay Rala Xanana Gusmão, Prime Minister of Timor-Leste (co-host of the summit) and Eminent Person of the g7+, commended the progress made by member countries and highlighted the critical role they play on the global stage, citing examples like Sierra Leone’s non-permanent membership at the UN Security Council and Somalia’s upcoming term. He emphasized the importance of g7+ countries sharing their perspectives and lessons on cooperation in peace and stability. Expressing regret over setbacks in some member countries, he called for unity and mutual support among g7+ members to achieve peace and stability. Prime Minister Gusmão also extended an invitation to the g7+ Ministers of Foreign Affairs to attend the g7+ Ministerial Meeting in Dili, Timor-Leste, in 2025.

Delegations from other g7+ member countries reaffirmed their commitment to the mission of the g7+, emphasizing the need to strengthen the platform for sharing valuable lessons and advocating collectively for more effective and impactful policies. They stressed the importance of promoting inclusive multilateralism and called for a more equitable decision-making process within the United Nations and international financial institutions, ensuring that the voices of fragile and conflict-affected states are heard and respected in global forums.

The summit concluded with the adoption of an outcome document, which included agreement on a joint open letter on climate action and financing. END

23 September 2024 – The g7+ Secretariat symbolically opens its office in New York, in the presence of H.E. Kenyeh Barlay, Minister of Planning and Economic Development of Sierra Leone and Chair and H.E. Xanana Gusmão, Prime Minister of Timor-Leste and Eminent Person of g7+. The office aims to strengthen the coordination with its Members States and to advance its advocacy globally.

The opening of the new office in New York marks a significant milestone for the group. It serves as a hub for advocacy and coordination and aims to help amplifying the priorities of the g7+ countries on the world stage. This initiative also reflects a commitment to become an agent for peace by supporting the UN to address the needs and aspirations of its members states in achieving peace and sustainable development.

During the inauguration, dignitaries and representatives from g7+ member states also emphasized the importance of increasing the group’s visibility at the United Nations. Having obtained the UN observer status in December 2019 and having successfully registered the g7+ charter at the UN treaty Department in 2021, the office will not only enhance the Secretariat’s collaboration with member countries, but also foster partnerships with international organizations, academia and relevant stakeholders.

Anwar Gargash Diplomatic Academy, g7+ and ODI establish a new mechanism to narrow the ‘conflict blind spot’ in climate action and finance

Abu Dhabi, UAE, 10 June, 2024: The Anwar Gargash Diplomatic Academy (AGDA), a globally leading diplomatic centre of excellence in the UAE, g7+, an intergovernmental organisation of 20 countries that promotes peace and stability through advocacy on aid effectiveness, and ODI, a UK-based independent, global affairs think-tank, today announced a new coordination mechanism to drive climate action in fragile and conflict-affected areas, in support of the landmark COP28 UAE Declaration on Climate, Relief, Recovery and Peace.

The mechanism, launched on 10th June in Abu Dhabi in the presence of UAE Assistant Minister of Foreign Affairs for Energy and Sustainability Affairs, H.E. Abdulla Balalaa, aims to stimulate climate action and finance to countries and communities facing conflict, fragility, or severe humanitarian needs. The severe gap of resources to build climate resilience in these contexts emerged as a key theme at COP28 in Dubai in December, with 91 countries and 43 organizations committing to redress the disparity.

H.E. Nickolay Mladenov, the Director-General of AGDA, spoke of the importance of climate and diplomacy in regions affected by fragility or conflict, saying, “In the run up to COP28, we launched the AGDA Centre for Climate Diplomacy which aims to advance effective climate change research with special attention paid to the risks of mitigating climate change in conflict zones. The primary objectives of the centre include coordination of a shared research agenda with think-tanks, academic and research institutions to serve as a regional hub for climate research, underlining the importance of research in guiding the UAE’s foreign policy on climate change and inspiring ambitious climate action in others.”

He added, “By signing this agreement with g7+ and ODI, we are facilitating crucial action and dialogue to ensure the COP28 UAE Declaration on Climate, Relief, Recovery and Peace continues to translate into more and better programs, practice and finance. As part of the coordination mechanism, we are convening finance providers over the coming days to find tailored programming and finance solutions for fragile and conflict-affected countries and communities to ensure that those in the most challenging situations can build climate resilience too.”

According to ODI, people living in conflict-affected countries are some of the most vulnerable to climate change, but they often receive far less climate finance to support urgently needed adaptation and resilience efforts. ODI research reveals that between 2010 and 2018, countries in the Horn of Africa and the Sahel region received just US$2-13 per capita in climate finance, compared to an average of $18 for ‘Least Developed Countries’ not experiencing conflict, which already receive comparatively marginal finance.

Mauricio Vazquez, Head of Policy for global risks and resilience at ODI, said “The key challenge is getting different parts of the community to come together. This new mechanism is about getting all actors in the same room to address the root causes of climate vulnerability in fragile and conflict-affected places – treating the causes, not just the symptoms, of climate related disasters.”

Also speaking at the signing ceremony, Helder da Costa, General Secretary of the g7+, the inter-governmental organization group of 20 conflict-affected countries, said, “There is an urgent need to address a blind spot in the Paris Agreement whereby conflict-affected countries that have been the least responsible for climate change are disproportionately affected by its impact. We hope this new coordination mechanism will mobilise consensus among all actors on how best to build resilience in these countries and ensure that finances reach those people who are most in need to tackle the impacts of climate change.”

The mechanism will coordinate efforts from the large group of supporting organisations and governments that created the political momentum for the Declaration. As part of the commitments made in the declaration, the coordination mechanism, UAE, and other partners will convene a high-level meeting at COP29 in Baku in November 2024 to assess progress on the declaration and initiate further action.

The United Arab Emirates is a longstanding advocate for climate, peace and security, and earlier this year announced a new US$ 1.2 million partnership with the United Nations Climate Security Mechanism (CSM), reinforcing the nation’s support for urgently required climate, peace and security programming around the world. The UAE support include dedicated funding for a Climate Security Advisor at the UN Assistance Mission in Afghanistan to assess and mitigate the serious climate security risks in the country.

XX, Émirats arabes unis, XX juin 2024: L’Académie diplomatique Anwar Gargash (AGDA), un centre d’excellence diplomatique d’envergure mondiale situé aux Émirats arabes unis, le g7+, une organisation intergouvernementale de 20 pays qui promeut la paix et la stabilité en préconisant l’efficacité de l’aide, et l’ODI, un groupe de réflexion indépendant sur les affaires mondiales basé au Royaume-Uni, ont annoncé aujourd’hui la mise en place d’un nouveau mécanisme de coordination pour stimuler l’action climatique dans les zones fragiles et touchées par les conflits, à l’appui de la déclaration historique des Émirats arabes unis sur le climat, l’aide d’urgence, le redressement et la paix, adoptée lors de la COP28.

Le mécanisme, lancé le 10 juin à Abu Dhabi en présence du Ministre adjoint des Affaires étrangères des Émirats arabes unis pour les questions d’énergie et de durabilité, S.E. Abdulla Balalaa, a pour objectif de stimuler l’action et le financement climatiques dans les pays et les communautés confrontés à des conflits, à la fragilité ou à de graves besoins humanitaires. Le manque criant de ressources pour renforcer la résilience climatique dans ces contextes est apparu comme un thème clé lors de la COP28 à Dubaï en décembre dernier, avec 91 pays et 43 organisations qui se sont engagés à remédier à cette disparité.

S.E. Nickolay Mladenov, directeur général d’AGDA, a évoqué l’importance du climat et de la diplomatie dans les régions touchées par la fragilité ou les conflits, en déclarant : « Dans la perspective de la COP28, nous avons lancé le Centre AGDA pour la diplomatie climatique, qui vise à faire progresser la recherche sur le changement climatique en accordant une attention particulière aux risques liés à l’atténuation du changement climatique dans les zones de conflit. Les principaux objectifs du centre comprennent la coordination d’un programme de recherche commun avec des groupes de réflexion, des universités et des instituts de recherche afin de servir de centre régional pour la recherche sur le climat, en soulignant l’importance de la recherche pour guider la politique étrangère des Émirats arabes unis sur le changement climatique et inspirer des actions ambitieuses en matière de climat dans d’autres pays ».

Il a ajouté : « En signant cet accord avec le g7+ et l’ODI, nous facilitons une action et un dialogue cruciaux pour garantir que la Déclaration des Émirats arabes unis de la COP28 sur le climat, l’aide d’urgence, le redressement et la paix, continue à se traduire par des programmes, des pratiques et des financements plus nombreux et de meilleure qualité. Dans le cadre du mécanisme de coordination, nous convoquons les bailleurs de fonds dans les prochains jours pour trouver des solutions de programmation et de financement adaptées aux pays et aux communautés fragiles et touchées par les conflits, afin de garantir que ceux qui se trouvent dans les situations les plus difficiles puissent eux aussi renforcer leur résilience climatique ».

Selon l’ODI, les personnes vivant dans des pays touchés par des conflits sont parmi les plus vulnérables au changement climatique, mais elles reçoivent souvent beaucoup moins de financements climatiques pour soutenir les efforts d’adaptation et de résilience nécessaires et urgents. Les recherches de l’ODI révèlent qu’entre 2010 et 2018, les pays de la Corne de l’Afrique et de la région du Sahel n’ont reçu que 2 à 13 dollars par habitant en financement climatique, contre une moyenne de 18 dollars pour les « pays les moins avancés » ne connaissant pas de conflit, qui reçoivent déjà un financement comparativement marginal.

Mauricio Vazquez, responsable de la politique en matière de risques mondiaux et de résilience à l’ODI, a déclaré : « Le principal défi consiste à rassembler les différentes composantes de la communauté. Ce nouveau mécanisme vise à réunir tous les protagonistes dans la même pièce pour s’attaquer aux causes profondes de la vulnérabilité climatique dans les régions fragiles et touchées par les conflits – en traitant les causes, et pas seulement les symptômes, des catastrophes liées au climat ».

S’exprimant également lors de la cérémonie de signature, Helder da Costa, Secrétaire général du g7+, une organisation intergouvernementale regroupant 20 pays touchés par des conflits, a déclaré : « Il est urgent de remédier à un angle mort de l’Accord de Paris, à savoir le fait que les pays touchés par des conflits, qui ont été les moins responsables du changement climatique, sont affectés de manière disproportionnée par son impact. Nous espérons que ce nouveau mécanisme de coordination permettra de dégager un consensus entre tous les acteurs sur la meilleure façon de renforcer la résilience dans ces pays et de faire en sorte que les fonds parviennent aux personnes qui en ont le plus besoin pour lutter contre les effets du changement climatique ».

The g7+ conducted missions to Burundi to strengthen the membership

The General Secretary of g7+, Dr. Helder da Costa and the Chief Operating Officer of g7+, Dr. Felix Piedade had a mission to Burundi from 20-23 May 2024 with main objectives to meet with the government officials of Burundi and to share the work of g7+ in 2024. During the visit, the g7+ team met with Minister of Finance, Minister of Defence and Permanent Secretary of Foreign Affairs in addition to Rector of National University of Burundi.

During the meeting, the General Secretary of g7+ provided update on the work of g7+ particularly the recent g7+ Senior Official Meeting in Freetown, Sierra Leone and annual meeting with World Bank and IMF in addition to share two of the g7+ important events, namely; the international conference on security sector reform on August 2024 in Timor-Leste’s and the Head of State Summit during the UN General Assembly on September in New York. Considering that the g7+ charter has been registered at the UN Treaty Division, the General Secretary of g7+ requested the government of Burundi for the ratification of g7+ Charter accordingly to the country’s normal procedure.

Minister of Finance informed that Burundi always participated in the annual meeting of World Bank and IMF and request the g7+ to provide them an opportunity to speak at the forum in the future. Minister also shared that the documentation for ratification of g7+ charter is currently in his desk, still pending due to government other priorities for reforms, he will bring to the Council of Minister sometime in this year.

Minister of Defense of Burundi appreciated the work of the g7+ at the global level and affirms for his readiness to attend the international conference on security sector reform. During the meeting, Minister also provided update on the work of Burundi Defense force and informed that their military forces has participated at the United Nations peacekeeping force in number of g7+ member countries including in Somalia, Central African Republic and Haiti. However, one of the challenges that they face, was the lack of support from development partners in Defense sectors. Therefore, Minister request for g7+ to connect them with any international organizations including UN in the future.

The Permanent Secretary of Foreign Affairs of Burundi committed to mobilise their head of state to attend the g7+ Summit of Head of State in the margin of the 79th Session of UNGA in New York in September 2024, considering as an opportunity to increase the visibility of Burundi at the global level. The permanent secretary also expressed his gladness to hear that Burundi has been actively participated in the group of g7+ since in the beginning, therefore, he affirms that Burundi ready and will collaborate with the g7+ for the planned events in the future.

The Rector of National University of Burundi express his appreciation to the g7+ team for choosing the university for sharing the work of the g7+. He requests the g7+ to connect them with the national

university in Timor-Leste for future collaboration in the area of academy including in research. Since the University also has an institute for peace and reconciliation, they request for a possibility of support from the g7+ in their future activities relate to reconciliation, not only between Burundi’s people but also with their neighbouring countries. Le g7+ a effectué une mission au Burundi pour renforcer l’adhésion

Le secrétaire général du g7+, Dr. Helder da Costa, et le directeur des opérations du g7+, Dr. Felix Piedade, ont effectué une mission au Burundi du 20 au 23 mai 2024 avec pour principaux objectifs de rencontrer les représentants du gouvernement burundais et de partager le travail du g7+ en 2024.

L’équipe du g7+ a rencontré le Ministre des Finances, le Ministre de la Défense et le Secrétaire Permanent des Affaires Étrangères ainsi que le Recteur de l’Université Nationale du Burundi.

Au cours de la réunion, le secrétaire général du g7+ a fait le point sur les travaux du g7+, en particulier la récente réunion des hauts fonctionnaires du g7+ à Freetown, en Sierra Leone, et la réunion annuelle avec la Banque mondiale et le FMI. Il a également fait part de deux des événements importants du g7+, à savoir la conférence internationale sur la réforme du secteur de la sécurité, qui se tiendra en août 2024 au Timor-Leste, et le sommet des chefs d’État lors de l’Assemblée générale de l’ONU, qui aura lieu en septembre, à New York. Étant donné que la charte du g7+ a été enregistrée à la Division des traités des Nations unies, le secrétaire général du g7+ a demandé au gouvernement du Burundi de ratifier la charte du g7+ conformément à la procédure habituelle du pays.

Le Ministre des Finances a informé que le Burundi a toujours participé à la réunion annuelle de la Banque Mondiale et du FMI et a demandé au g7+ de lui donner l’opportunité de s’exprimer lors des prochains forums. Le Ministre a également partagé que les documents pour la ratification de la charte du g7+ est actuellement sur son bureau, toujours en attente en raison des autres priorités du gouvernement pour les réformes, il la soumettra au Conseil des ministres au cours de l’année.

Le Ministre de la Défense du Burundi a apprécié le travail du g7+ au niveau mondial et a affirmé sa volonté de participer à la Conférence internationale sur la réforme du secteur de la sécurité. Au cours de la réunion, le Ministre a également fait le point sur le travail des forces de défense du Burundi et a informé que leurs forces militaires ont participé à la force de maintien de la paix des Nations Unies dans un certain nombre de pays membres du g7+, y compris en Somalie, en République centrafricaine et en Haïti. Cependant, l’un des défis auxquels ils sont confrontés est le manque de soutien des partenaires de développement dans les secteurs de la défense. Par conséquent, le Ministre demande au g7+ de les mettre en contact avec toute organisation internationale, y compris l’ONU, à l’avenir.

Le Secrétaire Permanent des Affaires Étrangères du Burundi s’est engagé à mobiliser son chef de gouvernement pour participer au Sommet des Chefs d’État du g7+ en marge de la 79ème session de l’AGNU à New York en septembre 2024, considérant qu’il s’agit d’une opportunité d’accroître la visibilité du Burundi au niveau mondial. Le Secrétaire permanent a également exprimé sa joie d’entendre que le Burundi a participé activement au groupe du g7+ depuis le début, par conséquent, il affirme que le Burundi est prêt et collaborera avec le g7+ pour les événements prévus à l’avenir.

Le recteur de l’université nationale du Burundi a remercié l’équipe du g7+ d’avoir choisi l’université pour partager ses activités. Il a demandé au g7+ de le mettre en contact avec l’université nationale du Timor-Leste en vue d’une future collaboration dans le domaine universitaire, y compris dans le domaine de la recherche. Étant donné que l’université dispose également d’un institut pour la paix et la réconciliation, il demande la possibilité d’un soutien de la part du g7+ dans ses activités futures liées à la réconciliation, non seulement entre les Burundais, mais aussi avec les pays voisins. The g7+ Secretariat facilitated Timor-Leste’s delegation to learn Rwanda’s reconciliations process, Tourism and waste management system

The g7+ Secretariat in collaboration with Rwanda Cooperation Initiative (RCI) facilitated a delegation from Timor-Leste for a peer learning mission to Rwanda from 13 to 17 May 2024. The main objectives of the mission are to share Rwanda’s reconciliation and homegrown development experience and to establish contacts with government of Rwanda for future collaboration.

During the mission, the delegation had an opportunity to visit Kigali Genocide Memorial, Campaign against genocide museum and Mbyo Reconciliation Village. The delegation had also a honour for courtesy call with Minister of Justice and Minister of Interior of Rwanda in addition to meeting with senior officials from various government institutions including from Ministry of National Unity and Civic Engagement, Ministry of State in charge of Public Investment and Resources Mobilization, Ministry of Defense, Rwanda Development Board and meeting with Parliamentary Committee for unity, human rights and fight against genocide, Vice Mayor City of Kigali and CEO of Irembo.

H.E. Jacinto Rigoberto, Vice Minister of State Administration expressed his admiration for Rwanda’s people by stated that “Rwanda’s people are so mature, despite of genocide, they are so united today, through reconciliation. This is a good reference for us in Timor-Leste and I will share this lesson with community in our country and will advocate this to our leaders”.

Major General Joao Miranda “Aluc Descartes”, from Ministry of Defense emphasized that people of Rwanda have a willingness and consistency to implement reconciliation among them. Timor-Leste also had similar practice however lacking in the implementation. The reconciliation requires every one’s conscience to commit to the principle of no discrimination and this is the lesson that we learned from Rwanda’s people.

Mr. Virgilio Smith, President of National Authority for Tourism, in his intervention after meeting with Rwanda Development Board, he recognized Rwanda policy and approach, the way they facilitate and attracts foreign investors for investing in tourism sectors are commendable. The development Transition that Rwanda has displayed is an inspiring lesson for the g7+ countries including with Timor-Leste.

The g7+ and RCI signed a Memorandum of Understanding (MoU) in 2021 and extended in 2023 for another 5 years that aims to share Rwanda’s homegrown development initiative with the g7+ member states in the areas of common interest. In 2022, the g7+ has had Timor-Leste delegation to learn and share experiences on peace and reconciliations in Rwanda.

The study visits falls under the g7+ flagship program Fragile-to-Fragile (F2F) Cooperation which was born under the spirit of voluntarism, cooperation and solidarity. F2F does not aim to promote any specific model of development. Rather, it is based on the belief that there is no single best-fit answer to all the challenges in all the g7+ countries. F2F cooperation encourages the sharing and context specific adaptation of relevant experiences and knowledge among the g7+ countries and its partners. END.

Le Secrétariat du g7+, en collaboration avec Rwanda Cooperation Initiative (RCI), a facilité une délégation du Timor-Leste pour une mission d’apprentissage par les pairs au Rwanda du 13 au 17 mai 2024. Les principaux objectifs de la mission étaient de partager les initiatives de réconciliation et de développement local du Rwanda et d’établir des contacts avec le gouvernement rwandais en vue d’une collaboration future.

La délégation était conduite par S.E. Jacinto Rigoberto, vice-ministre de l’administration de l’État, et ses membres comprenaient des représentants des ministères de la défense, de l’intérieur, du tourisme et de l’administration de l’État.

Au cours de la mission, la délégation a eu l’occasion de visiter le mémorial du génocide de Kigali, le musée de la campagne contre le génocide et le village de la réconciliation de Mbyo. La délégation a également eu l’honneur de rendre une visite de courtoisie au Ministre de la Justice et au Ministre de l’Intérieur du Rwanda et de rencontrer des hauts fonctionnaires de diverses institutions gouvernementales, notamment du Ministère de l’Unité Nationale et de l’Engagement Civique, du Ministère d’État en charge de l’Investissement Public et de la Mobilisation des Ressources, du Ministère de la Défense, du Conseil de Développement du Rwanda et de la Commission Parlementaire pour l’Unité, les Droits de l’Homme et la Lutte contre le Génocide, le vice-maire de la Ville de Kigali et le Directeur général d’Irembo.

S.E. Jacinto Rigoberto, vice-ministre de l’administration publique, a exprimé son admiration pour le peuple rwandais en déclarant que « le peuple rwandais est si mûr, malgré le génocide, il est si uni aujourd’hui, grâce à la réconciliation. C’est une référence importante pour nous, au Timor-Leste, et je partagerai cette leçon avec les communautés de notre pays et je plaiderai en ce sens auprès de nos dirigeants ».

Le Général de division Joao Miranda “Aluc Descartes”, du Ministère de la Défense, a souligné que le peuple rwandais avait la volonté et la cohérence de mettre en œuvre la réconciliation au sein de la population. Le Timor-Leste a également adopté une pratique similaire, mais sa mise en œuvre est insuffisante. La réconciliation exige que la conscience de chacun soit engagée à respecter le principe de non-discrimination et c’est la leçon que nous avons apprise du peuple rwandais.

M. Virgilio Smith, président de l’Autorité nationale du tourisme, dans son intervention après la réunion avec le Conseil de développement du Rwanda, a reconnu que la politique et l’approche du Rwanda, la façon dont ils facilitent et attirent les investisseurs étrangers pour qu’ils opèrent dans les secteurs du tourisme, sont louables. La transition vers le développement dont le Rwanda a fait preuve est une leçon inspirante pour les pays du g7+, y compris pour le Timor-Leste.

Le g7+ et la RCI ont signé un protocole d’accord en 2021 et l’ont prolongé en 2023 pour cinq années supplémentaires, dans le but de partager l’initiative de développement du Rwanda avec les États membres du g7+ dans les domaines d’intérêt commun. En 2022, le g7+ a envoyé une délégation du Timor-Leste pour apprendre et partager des expériences sur la paix et sur la réconciliation au Rwanda.

Les visites d’étude s’inscrivent dans le cadre du programme phare du g7+ appelé Coopération de fragile à fragile (F2F), qui est né dans un esprit de volontariat, de coopération et de solidarité. F2F ne vise pas à promouvoir un modèle de développement spécifique. Elle repose plutôt sur la conviction qu’il n’existe pas de réponse unique et optimale à tous les défis qui se posent dans tous les pays du g7+. La coopération F2F encourage le partage et l’adaptation au contexte des expériences et des connaissances pertinentes entre les pays du g7+ et ses partenaires. FIN.

Freetown, 01 May 2024 – The Government of Sierra Leone hosted the g7+ Senior Officials Meeting from 30 April to 01 May 2024, welcoming representatives from g7+ member countries. The gathering aimed to bolster g7+ membership and strategize towards advancing peace and sustainable development within member countries, positioning the g7+ effectively in the current global era.

In her opening remarks, H.E. Kenyeh Barlay, Minister of Planning and Economic Development of Sierra Leone and Chair of g7+, warmly welcomed the Focal Points to Freetown and lauded the significant achievements of the g7+. Minister Barlay urged member states to further consolidating membership by ratifying the g7+ charter and intensifying political commitment to address fragility and foster peace.

Coinciding with the 14th anniversary of g7+’s establishment, Dr. Helder da Costa, General Secretary, expressed gratitude to the Government of Sierra Leone for its exemplary leadership since 2014. Sierra Leone’s steadfast commitment, under various Ministers chairing the group, has played a pivotal role in guiding and advancing the g7+ agenda.

In his keynote address, Hon. Mohamed Juldeh Jalloh, Vice President of Sierra Leone, emphasized the timeliness of the meeting amid heightened fragility challenges regionally and globally. Hon. Jalloh called for expanded engagement and stressed the importance of state capacity to deliver good governance and development to overcome fragility. He underscored the critical role of the g7+ in addressing prevailing geopolitical tensions worldwide. He highlighted Sierra Leone’s role as a non-permanent member of the Security Council, amplifying the collective voice of the group to promote international peace and cooperation.

During the two-day meeting, the first in-person gathering of its kind since the onset of Covid-19, member states acknowledged the progress achieved over the years and deliberated on the challenges faced by g7+ members, exacerbated by current geopolitical and geo-economic dynamics. Recognizing the g7+’s active participation in global dialogues on security, justice, development, humanitarian aid, and climate change, representatives emphasized the need to expand and deepen collective advocacy efforts to promote peace, resilience, stability, and development in conflict-affected countries. They reiterated the importance of upholding the principles of the g7+, including the New Deal for Engagement in Fragile States, as guiding frameworks for peacebuilding, state building, and development.

Member countries reaffirmed their commitment to enhancing political buy-in, ratifying the charter, and strengthening engagement with multilateral organizations. They also pledged to collectively advocate for g7+ initiatives on the international stage to address fragility more effectively. Additionally, member states agreed to elevate the profile of the g7+ at the highest levels of the United Nations and other relevant forums.

Freetown, 01 mai 2024 – Le gouvernement de la Sierra Leone a accueilli la réunion des hauts fonctionnaires du g7+ du 30 avril au 01 mai 2024, accueillant des représentants des pays membres du groupe. La réunion visait à renforcer l’adhésion au g7+ et à élaborer des stratégies pour faire progresser la paix et le développement durable au sein des pays membres, en positionnant efficacement le g7+ dans le contexte mondial actuel.

Dans son discours d’ouverture, S.E. Kenyeh Barlay, ministre de la planification et du développement économique de la Sierra Leone et présidente du g7+, a chaleureusement accueilli les représentants des pays membres à Freetown et a fait l’éloge des réalisations significatives du g7+. Le ministre Barlay a exhorté les États membres à consolider davantage leur adhésion en ratifiant la charte du g7+ et en intensifiant leur engagement politique pour lutter contre la fragilité et favoriser la paix.

Dans le cadre du 14e anniversaire de la création du g7+, M. Helder da Costa, secrétaire général, a exprimé sa gratitude au gouvernement de la Sierra Leone pour le leadership exemplaire dont il fait preuve depuis 2014. L’engagement indéfectible de la Sierra Leone, sous l’égide de plusieurs ministres présidant le groupe, a joué un rôle essentiel dans l’orientation et l’avancement de la stratégie du g7+.

Dans son discours d’ouverture, M. Mohamed Juldeh Jalloh, vice-président de la Sierra Leone, a souligné l’opportunité de la réunion dans un contexte de fragilité accrue à l’échelle régionale et mondiale. M. Jalloh a appelé à un engagement accru et a souligné l’importance de la compétence des États en matière de bonne gouvernance et de développement pour surmonter la fragilité. Il a souligné le rôle essentiel du g7+ dans la résolution des tensions géopolitiques qui prévalent dans le monde. Il a souligné le rôle de la Sierra Leone en tant que membre non permanent du Conseil de sécurité, amplifiant la voix collective du groupe pour promouvoir la paix et la coopération internationales.

Au cours de cette réunion de deux jours, la première rencontre en personne de ce type depuis le début de la Covid-19, les États membres ont reconnu les progrès accomplis au fil des ans et ont délibéré sur les défis auxquels sont confrontés les membres du g7+, exacerbés par les dynamiques géopolitiques et géoéconomiques actuelles. Reconnaissant la participation active du g7+ aux dialogues mondiaux sur la sécurité, la justice, le développement, l’aide humanitaire et le changement climatique, les représentants ont souligné la nécessité d’étendre et d’approfondir les efforts de plaidoyer collectif pour promouvoir la paix, la résilience, la stabilité et le développement dans les pays touchés par des conflits. Ils ont réitéré l’importance de maintenir les principes du g7+, y compris le New Deal pour l’engagement dans les États fragiles, en tant que cadres d’orientation pour la consolidation de la paix, le renforcement de l’État et le développement.

Les pays membres ont réaffirmé leur engagement à renforcer l’adhésion politique, à ratifier la charte et à renforcer l’engagement avec les organisations multilatérales. Ils se sont également engagés à défendre collectivement les initiatives du g7+ sur la scène internationale afin de lutter plus efficacement contre la fragilité. En outre, les États membres ont convenu de rehausser le profil du g7+ au plus haut niveau des Nations unies et dans d’autres forums pertinents.

Honiara, 19 avril 2024 – La Mission d’Observation Électorale (MOE) du g7+ a présenté aujourd’hui, lors de la conférence de presse, un rapport préliminaire sur l’observation de l’élection conjointe qui s’est tenue dans les Iles Salomon le 17 avril 2024.

Les observateurs de g7+ étaient dirigés par M. Simon Sinai, commissaire électoral de Papouasie-Nouvelle-Guinée, et ses membres étaient M. Helder da Costa, secrétaire général du g7+, M. Felix Piedade, directeur des opérations du g7+, M. Agustinho da Cunha, directeur national du secrétariat technique de l’administration électorale du Timor-Leste, Mme Helche Silvester, responsable des médias et de la communication du g7+ et M. Agustinho Tavares, assistant de politique générale du g7+.

L’équipe a observé les activités de la campagne électorale et le jour du scrutin. Le jour des élections, la MOE g7+ a été divisée en trois équipes et a observé un total de 45 bureaux de vote dans les deux provinces, la capitale Honiara et Guadalcanal. L’équipe a observé l’ouverture, le vote et la clôture.

Le chef de la délégation, M. Simon Sinai, a déclaré : « Nous sommes reconnaissants de l’accueil que le gouvernement des Îles Salomon a réservé à la mission du g7+. Notre présence ici est le signe d’une profonde solidarité et d’un esprit d’apprentissage mutuel ». Il a ajouté : « Nous avons observé que l’élection dans son ensemble s’est déroulée dans un climat de liberté, de paix et de transparence, sans incidents majeurs le jour du scrutin ».

Étant donné qu’il s’agit de la première élection conjointe jamais organisée dans le pays, les observateurs du g7+ ont noté que la Commission électorale des Îles Salomon (SIEC) a fait preuve d’engagement, de confiance, d’impartialité et de professionnalisme dans la conduite de l’élection. Cette attitude a également été démontrée par le fait que les dirigeants de la SIEC et le personnel électoral se sont montrés accessibles et coopératifs à l’égard des observateurs du g7+.

Simon Sinai a ajouté que « l’équipe du g7+ félicite les citoyens d’avoir voté, ce qui a contribué à l’organisation d’élections pacifiques dans les Îles Salomon. Cela montre que le pays s’engage sur la voie de la résilience ».

La disposition des bureaux de vote observés est conforme aux pratiques internationales, puisque tous les matériels, le personnel électoral, les agents électoraux et les observateurs étaient présents. Malgré des retards dans l’ouverture de certains des bureaux de vote visités, des incohérences mineures dans quelques bureaux de vote, et de fortes pluies le jour du scrutin, la participation des électeurs avec enthousiasme est louable et reflète l’engagement collectif de la population en faveur de la démocratie.

Ce matin, la mission d’observation électorale du g7+ a soumis au SIEC son rapport préliminaire contenant des recommandations visant à améliorer la situation à l’avenir. Les deux principales recommandations que nous avons soulignées sont les suivantes : premièrement, investir davantage dans l’éducation civique afin de promouvoir la démocratie, de renforcer les institutions et de construire des sociétés pacifiques ; Deuxièmement, nous suggérons qu’il est nécessaire de poursuivre les efforts visant à accroître les compétences et les connaissances par le biais du renforcement des capacités afin d’améliorer la qualité de l’éducation civique et de la formation.

La mission d’observation électorale du g7+ souhaite que les recommandations ci-dessus soient prises en compte en vue d’améliorations futures et se réjouit de poursuivre sa collaboration avec la commission électorale des Îles Salomon.

Honiara, 19 April 2024 – The g7+ Election Observation Mission (EOM) presented today, at the press conference, a preliminary report on the observation of the joint election that was held in the Solomon Islands on 17 April 2024.

The g7+ Observers is led by Dr. Simon Sinai, Electoral Commissioner of Papua New Guinea, and its members comprised of Dr. Helder da Costa, General Secretary of g7+, Dr. Felix Piedade, Chief operating Officer of g7+, Mr. Agustinho da Cunha, National Director, Technical Secretariat for Electoral Administration of Timor-Leste, Mrs. Helche Silvester, Media and Communication Manager of g7+ and Mr. Agustinho Tavares, Policy Assistant of g7+.

The team observed the election campaign activities and voting day. On the election day, the g7+ EOM was divided into three teams and observed a total of 45 polling stations at the two provinces, the Capital City of Honiara and Guadalcanal. The team observed the opening, voting and closing.

The head of the delegation, Dr. Simon Sinai said, “We are grateful for the welcome that the g7+ mission has received from the Government of the Solomon Islands. Our presence here is a sign of deep solidarity and spirit of learning from each other”. He added that “We observed that the election in general was conducted at an atmosphere of free, peaceful and transparent manner, without major incidents on election day.”

Given the fact that this is the first joint election ever conducted in the country, the g7+ observers noted that the Solomon Islands Electoral Commission (SIEC) showed commitment, confident, impartially and professionalism in conducting the election. This was also demonstrated by the fact that the SIEC leadership and polling staff were approachable and cooperative to the g7+ observers.

Dr. Simon Sinai added that “g7+ team congratulates the people, for casting their votes, which contributes to the peaceful election in the Solomon Islands. This shows that the country is moving towards the right path to resilience.”

The layout at the polling stations observed, meet international practice by large in which all materials, polling staff, polling agents and observers were present. Despite delays in the opening of some of the polling stations visited, minor inconsistency in few polling stations, and heavy raining on election day, the turnout of voters in eagerly manner is commendable and reflects the collective commitment of the population to democracy.

This morning, the g7+ Election Observation Mission has submitted its preliminary report with recommendations aimed at future improvement to the SIEC. Two main recommendations that we highlighted, first is to invest more in civic education in the spirit of promoting democracy, strengthening institutions and build peaceful societies. Secondly, we suggest that there is a need for continued efforts in increasing the skills and knowledge through capacity building to ensure good practices, and consistency in managing the election activities.

The g7+ Election Observation Mission wish the above recommendations are considered for future improvement and looks forward to continuing collaboration with the Solomon Islands Electoral Commission.

M. Helder da Costa, secrétaire général du g7+, s’est rendu à Port Moresby, capitale de la Papouasie-Nouvelle-Guinée (PNG), du 8 au 12 avril 2024. Cette mission a pour objectif de renforcer l’engagement politique du gouvernement de Papouasie-Nouvelle-Guinée et de faciliter le partage d’expériences entre la PNG et d’autres pays membres du g7+ en matière de paix et de développement.

Au cours d’une visite d’une semaine à Port Moresby, la délégation du g7+ a eu des discussions fructueuses avec différents représentants du gouvernement, à savoir le Secrétaire aux affaires étrangères, le Commissaire électoral de la Papouasie-Nouvelle-Guinée, le Secrétaire à la justice et le Procureur général, la Commission nationale du médiateur, le Secrétaire à la défense, le représentant du Secrétaire à la planification, le Haut-Commissaire de Nouvelle-Zélande en Papouasie-Nouvelle-Guinée, le représentant du Haut-Commissaire d’Australie en Papouasie-Nouvelle-Guinée, et a fait une présentation aux étudiants de l’Université de Papouasie-Nouvelle-Guinée.

M. Helder da Costa a déclaré que le g7+ était enchanté de visiter la Papouasie-Nouvelle-Guinée pour la première fois et de constater de visu les progrès accomplis par le pays jusqu’à présent. La délégation a apprécié l’accueil chaleureux et l’hospitalité dont elle a fait l’objet au cours de sa visite.

Lors de ses rencontres avec les autorités, la délégation a félicité le pays pour les progrès impressionnants qu’il a réalisés et qui l’ont mis sur la voie d’une croissance forte, inclusive et résiliente. M. Helder a encouragé la Papouasie-Nouvelle-Guinée à jouer un rôle actif au sein du groupe du g7+, car le pays a des expériences enrichissantes à partager et à apprendre des autres pays membres du g7+ dans le domaine de la consolidation de la paix et de l’édification de l’État.

Les représentants du gouvernement ont été heureux d’accueillir la délégation à Port Moresby et de prendre connaissance du travail remarquable accompli par le groupe du g7+ pour promouvoir la paix et la stabilité au niveau national et mondial. Ils ont assuré la Papouasie-Nouvelle-Guinée de sa participation au groupe et se sont engagés à soutenir l’apprentissage par les pairs du groupe du g7+ ainsi que le programme “fragile à fragile” sur la justice et l’État de droit, le développement, la défense et la réforme de la sécurité, la mise en œuvre des Objectifs du Millénaire pour le développement et à s’engager avec le groupe du g7+ aux Nations unies.

En retour, la Papouasie-Nouvelle-Guinée a également exprimé le souhait de tirer parti de l’expérience des pays du g7+ en matière de renforcement de l’unité nationale et de la cohésion sociale, de bonne gouvernance et de maintien de la paix à l’intérieur des frontières. Le gouvernement de la Papouasie Nouvelle Guinée invite également les pays membres du g7+ à visiter le pays et à partager leur expérience en matière d’accès à la justice et d’autres domaines d’intérêt commun, y compris la mobilisation de la voix collective du groupe lors des forums internationaux tels que l’Assemblée générale des Nations unies, les réunions de la Banque mondiale et du FMI, la COP29, l’UNESCAP, etc.

La délégation du g7+ a conclu la mission avec la forte impression d’approfondir l’engagement avec la Papouasie-Nouvelle-Guinée et continuera à travailler en étroite collaboration avec les autorités compétentes pour mettre en œuvre certaines des initiatives conjointes convenues au cours des réunions. La délégation du g7+, conduite par M. Simon Sinai, Commissaire électoral de la Papouasie-Nouvelle-Guinée, s’est ensuite rendue aux Îles Salomon pour observer les élections générales qui se dérouleront le 17 avril 2024.

The g7+ delegation led by Dr. Helder da Costa, General Secretary of g7+ visited Port Moresby, Capital of the Papua New Guinea (PNG), from 08 to 12 April 2024. The mission aims to increase political buy-in from the government of Papua New Guinea and to facilitate sharing of experiences between PNG and other g7+ member countries on peace and development.

During a week visit to Port Moresby, the g7+ delegation had a productive discussion with different government representatives namely Secretary of Foreign Affairs, Electoral Commissioner of PNG, Secretary of Justice and Attorney General, Ombudsman, Secretary of Defense, Representative of the Secretary of Planning, New Zealand High Commissioner in PNG, Representative of Australia High Commissioner in PNG and delivered presentation to students at the University of Papua New Guinea.

Dr. Helder da Costa said the g7+ is delighted to visit Papua New Guinea for the first time and witness firsthand the progress the country has achieved this far. The delegation appreciates the warm welcome and hospitality during the visit.

When meeting the authorities, the delegation congratulates on the impressive progress it has made that put the country onto a path of strong, inclusive, and resilient growth. Dr. Helder encourages Papua New Guinea to play an active role in the g7+ group as the country has inspiring experiences to share and learn from other g7+ member countries in peacebuilding and statebuilidng.

The government representatives were pleased to welcome the delegation in Port Moresby and to hear the g7+ noble work in promoting peace and stability at the country and global level. They assured of Papua New Guinea’s participation in the group and commit to support g7+ peer learning and fragile-to-Fragile program on Justice and Rule of Law, Development, Defense and Security Reform, implementation of the SDGs and engage with the g7+ at the United Nations.

In return, Papua New Guinea also is keen to learn from g7+ countries experiences in strengthening national unity and social cohesion, good governance, and securing peace in the borders. The government of Papua New Guinea also invite g7+ member countries to visit the country and to share experience on Access to Justice and other areas of common interest including mobilize the group collective voice at the International Forum such as UNGA, World Bank and IMF meetings, COP29, UNESCAP etc.

The g7+ delegation concluded the mission with a strong impression of deepening the engagement with Papua New Guinea and will continue to work closely with the relevant authorities to implement some of the joint initiatives agreed during the meetings. The g7+ delegation then led by Mr. Simon Sinai, Electoral Commissioner of Papua New Guinea, traveling to Solomon Islands, to observe the General Election that will take place on 17 April 2024.

The g7+ WTO Accession Group held its 3rd Ministerial Meeting in Abu Dhabi, calling for the WTO to play active role in promoting the nexus between trade and peace

The g7+ Secretariat and the WTO Accession Group co-hosted its 3rd Ministerial Meeting with Ministers of Trade in the margin of 13th WTO Ministerial Conference to call on the WTO to play active role in promoting the nexus between trade and peace to achieve stability and economic well-being. Participants of the meeting included President of Timor-Leste H.E. Jose Ramos Horta, Ministers of commerce, trade and Industry from g7+ member countries including Timor-Leste, Burundi and development partners.

During the meeting, the group welcomed the accessions of Comoros and Timor-Leste to the WTO. Both countries expressed its willingness to share its experiences with other ongoing accessions. This milestone closed the 8-year gap since the WTO welcomed new Members – Afghanistan and Liberia in 2016.

President of Timor-Leste, H.E. Dr. Jose Ramos Horta, in his special remarks stated that there are no clear pathways for g7+ countries in this turbulent world. The ongoing war in Ukraine and the tension in Gaza has undoubtedly affected supply chain for g7+ countries. The President urges member countries to keep fighting for peace in our respective countries.

Deputy DG of WTO, Ambassador Zhang emphasized the need for trade for Peace as a powerful instrument to promote peace and stability in the context of Fragile and conflict affected states and beyond. The meeting was also an opportunity to appreciate Afghanistan leadership for the coordination of the Group in 2018-2020, and to Liberia and Timor-Leste since 2021.

The meeting concluded with the call for the establishment of an action-oriented Work Programme on Trade for Peace for FCS, as proposed in WT/GC/W/830. The Work Programme shall aim at enhancing the understanding on the trade-peace nexus, in particular, how trade could help promote and sustain peace in FCS. The Group commits to engage in consultations with Members in the Committee on Trade and Development, so that a multilateral decision on the Work Programme could be taken by all Members at the 14th WTO Ministerial Conference (MC14) in Cameroon.

The g7+ WTO Accession Group was established as platform for facilitating the integration of FCS in the WTO including through WTO Accession, leading the development of the WTO trade for peace program for all FCS, facilitation sharing of lessons on the promotion of trade and advocating for inclusive and effective multilateral trade policies. The first meeting of trade ministers of the g7+ WTO Accession group took place 10 December 2017 and on 12 June 2022 during the 11th and the 12th WTO Ministerial Conference 2017. END.

Le secrétariat du g7+ et le groupe d’adhésion à l’OMC ont organisé conjointement leur troisième réunion ministérielle avec les Ministres du commerce en marge de la 13ème Conférence ministérielle de l’OMC afin d’appeler cette dernière à jouer un rôle actif dans la promotion du lien entre le commerce et la paix en vue de parvenir à la stabilité et au bien-être économique. Parmi les participants à la réunion figuraient le président du Timor-Leste, S.E. Jose Ramos Horta, les ministres du commerce et de l’industrie des pays membres du g7+, dont le Timor-Leste et le Burundi, ainsi que les partenaires de développement.

Au cours de la réunion, le groupe s’est félicité de l’adhésion des Comores et du Timor-Leste à l’OMC. Les deux pays ont exprimé leur volonté de partager leurs expériences avec d’autres pays en cours d’adhésion. Cette étape importante a permis de combler un vide de huit années depuis que l’OMC a accueilli de nouveaux membres – l’Afghanistan et le Liberia en 2016.

Le président du Timor-Leste, S.E. Dr. Jose Ramos Horta, dans son allocution principale, a déclaré qu’il n’y avait pas de perspectives claires pour les pays du g7+ dans ce monde turbulent. La guerre en cours en Ukraine et les tensions à Gaza ont sans aucun doute affecté la chaîne d’approvisionnement des pays du g7+. Le président exhorte les pays membres à continuer à lutter pour la paix dans leurs pays respectifs.

Le Directeur Général adjoint de l’OMC, l’Ambassadeur Zhang, a souligné la nécessité du commerce pour la paix en tant que puissant instrument de promotion de la paix et de la stabilité dans le contexte des États fragiles et touchés par des conflits et au-delà. La réunion a également été l’occasion d’apprécier le leadership de l’Afghanistan pour la coordination du Groupe en 2018-2020, et du Libéria et du Timor-Leste depuis 2021.

La réunion s’est conclue par un appel à l’établissement d’un programme de travail orienté vers l’action sur le commerce pour la paix pour les États fragiles et touché par des conflits, comme cela est proposé dans le document WT/GC/W/830. Ce programme de travail visera à améliorer la compréhension du lien entre le commerce et la paix, en particulier la contribution que le commerce pourrait apporter à la promotion et au maintien de la paix dans les États fragiles et touché par des conflits. Le groupe est déterminé à engager des consultations avec les membres du Comité du commerce et du développement, afin qu’une décision multilatérale sur le programme de travail puisse être prise par tous les membres lors de la 14ème Conférence ministérielle de l’OMC (CM14) qui se tiendra au Cameroun.

Le groupe d’accession à l’OMC du g7+ a été établi en tant que plateforme pour faciliter l’intégration des États fragiles et touché par des conflits dans l’OMC, y compris par le biais de l’accession à l’OMC, pour diriger le développement du programme de commerce pour la paix de l’OMC pour tous, afin de faciliter le partage des leçons sur la promotion du commerce et pour plaider en faveur de politiques commerciales multilatérales inclusives et efficaces. La première réunion des ministres du commerce du groupe d’accession à l’OMC du g7+ a eu lieu le 10 décembre 2017 et le 12 juin 2022 lors de la 11ème et de la 12ème Conférence ministérielle de l’OMC 2017. On 13 December 2023 in Dili, Timor-Leste (right) General Secretary of g7+, Helder da Costa and (left) UN Resident Coordinator in Timor-Leste, Ms. Olufunmilayo (Funmi) Abosede Balogun-Alexander, signed a Memorandum of Understanding (MoU).

13 December 2023 – the g7+ Secretariat and the United Nations in Timor-Leste signed a Memorandum of Understanding (MoU) today to further expand partnership in promoting peace, stability and sustainable development in Timor-Leste and other g7+ member states.

The signing ceremony was attended by representative of the UN Agencies in Timor-Leste namely WHO, UNICEF, WFP, UNFPA, UN WOMEN, UNESCO, UNDP, IOM, ILO that have offices in Timor-Leste.

The MOU aims to strengthen efforts for joint advocacy and support in promoting peace and stability, as well as the implementation of SDGs in Timor-Leste. Simultaneously, it seeks to share experiences, good practices, and lessons learned on peace and development among g7+ member states through integrated coordination with UN agencies that have a presence on the ground. The MoU covers a five-year period from 2024 to 2028.

In his opening remarks, Dr. Helder da Costa General Secretary of g7+ emphasized the indispensable role that the UN plays in critical service delivery and peacebuilding in g7+ countries. He expressed his hope that the signing of this MoU will mark a new chapter in the partnership with the UN, its agencies, and missions here in Timor-Leste, aiming to collectively advocate for the promotion of the aspirations of Agenda 2030.

Ms. Funmi Balogun, the UN Residence Coordinator, highlighted that the MoU will allow both the UN and the g7+ to have a convening partnership to support the government of Timor-Leste implementing an integrated development system. She called the signing of the MoU a historic moment as it manifests concerted partnership of the UN system in Timor-Leste with the g7+.

Representatives of the UN agencies in Timor-Leste welcome the signing of Partnership MoU between the UN and the g7+. They expressed their support to realize the goals outlines in the MoU.

The g7+ Secretariat and the Office of the UN Resident Coordinator will soon convene to brainstorm on the operationalization of the MoU. END.

The g7+ call to accelerate collective climate action and finances to build resilience in Countries Affected by Conflict and Fragility during COP28 in Dubai

The g7+ Secretariat together with COP28 Presidency organized a side event on “Building Resilience through scaling climate action in fragile states and conflict affected settings” during the launch of the COP28 Declaration on Climate, Relief, Recovery and Peace, on 03 December 2023. The event was held in partnership with Islamic Development Bank, International committee of Red Cross and World Bank.

The event was attended Ministers, ambassadors, representees of multilateral and bilateral donor organizations, civil society and think tanks. Minister of Planning and Economic Development of Sierra Leone, Minister of Foreign Affairs of Timor-Leste, Minister of Environment, Agriculture and Livestock of Burundi, Minister of Environment of Madagascar were among the speakers.

The objective of the event was to discuss ways forward to operationalize the declaration on Recovery, relief, and Peace. The g7+ member countries shared their perspective on the need to build resilience through scaling up climate actions and resources and in fragile contexts, that are least responsible for climate change, but are feeling the brunt.

H.E. Kenyeh Barlay, Minister of Planning and Economic Development of Sierra Leone and Chair of g7+, in her opening remarks, commended the leadership of the presidency in launching a day dedicated to Relief, Recovery and Peace.

Other Ministers, and speakers emphasized that the declaration is crucial for the survival and resilience of conflict affected countries and their people. They called for a strong political will and paradigm shift in policies to build resilience through integrated approaches.

Appreciating the pledges to climate finances including the green climate fund and Loss and Damage fund, they expressed their hope that finances reach those people who are most in need and policies in accessing them are relaxed for conflict affected countries that need special attention.

During the discussion, participants express their commitment to work together to convert the declaration into action and support locally led initiatives to build resilience.

In his closing remarks, Dr. Helder da Costa, General Secretary of g7+ recommended establishing a high-level taskforce to follow up on the commitments made in the declaration. He ensured that the g7+ will do everything to have space for its members in the discourse on its implementation.

15 octobre 2023, Marrakech – Le g7+ (Groupe des Sept Plus) et le FMI (Fonds Monétaire International) ont tenu une conférence ministérielle à huis clos lors des Assemblées annuelles de la Banque Mondiale et du FMI. En présence des ministres du g7+ et d’autres pays connaissant des situations similaires, du directeur général et des hauts responsables du FMI, du directeur général des opérations et des hauts responsables de la Banque mondiale, du directeur exécutif du Programme alimentaire mondial des Nations unies, du secrétaire général adjoint du HCR et d’autres partenaires, la conférence s’est concentrée sur les moyens d’améliorer la coopération, le financement et la résilience dans les pays touchés par des conflits et des situations de fragilité, et de contribuer à l’intérêt collectif mondial.

La directrice générale du FMI, Mme Kristalina Georgieva, a souligné l’importance d’aider les pays à passer de la fragilité à la résilience et à combattre les niveaux élevés d’extrême pauvreté, les désastres répétés et les retombées négatives des conflits, des épidémies, des déplacements forcés et de l’instabilité économique, contribuant ainsi aux biens publics mondiaux que sont la paix, la santé mondiale et la stabilité économique. La directrice générale a exprimé son plein soutien aux pays confrontés à la fragilité, citant la récente stratégie du FMI sur la fragilité et les États touchés par un conflit et les efforts actuels visant à étendre la présence du Fonds dans ces contextes et à fournir un soutien à plus long terme, notamment par l’intermédiaire du Fonds fiduciaire pour la réduction de la pauvreté et la croissance et du Fonds fiduciaire pour la résilience et la stabilité.

La directrice générale des opérations de la Banque mondiale, Mme Anna Bjerde, a affirmé le soutien continu de la Banque mondiale aux pays touchés par la fragilité, les conflits et la violence (FCV), reconnaissant l’impératif de s’attaquer à la fragilité par le biais de la stratégie FCV de la Banque, de l’évaluation des risques et de la résilience, de la feuille de route pour l’évolution et de la reconstitution des ressources de l’IDA 21, ainsi que de son nouveau guide axé sur la prévention, la résilience et le maintien de l’engagement.

Le ministre des finances de la Sierra Leone et pays présidant le g7+, M. Sheku Ahmed Fantamadi Bangura, a remercié le FMI, la Banque mondiale, les Nations unies et d’autres partenaires pour le soutien qu’ils apportent aux 20 pays membres du g7+. Il a exprimé sa solidarité avec le Maroc, le Népal et l’Afghanistan à la suite des récents tremblements de terre dévastateurs. Il a également noté que la pandémie, la guerre en Ukraine et l’aggravation du changement climatique avaient érodé les biens collectifs mondiaux et touché le plus durement les pays en situation de fragilité, bien qu’ils soient les moins responsables de ces crises.

Le ministre Bangura a appelé à trois changements majeurs pour faire face aux conflits et à la fragilité afin de soutenir les biens publics mondiaux : convenir d’un cadre de résilience pour guider la coopération entre les pays du g7+, des institutions financières internationales et d’autres partenaires, qui ne sont pas encore en place malgré l’augmentation des risques et des crises à l’échelle mondiale et nationale. Trouver des solutions plus innovantes aux crises de la dette en cours dans les pays fragilisés pour leur permettre d’investir dans la stabilité et la productivité, y compris par l’allégement, l’annulation et un éventuel échange de dette contre résilience. Des engagements renforcés en faveur du principe de l’appropriation nationale par les partenaires et un engagement renouvelé par le biais de plateformes nationales dirigées par les gouvernements pour surmonter les efforts d’aide souvent planifiés, mal alignés et non harmonisés dans les pays du g7+, et pour promouvoir le dialogue, la responsabilité mutuelle et l’action collective.

La Somalie, le Burundi, le Yémen, Haïti et la République démocratique du Congo du groupe g7+ figuraient parmi les intervenants de la conférence et ont exprimé leurs remerciements et leur soutien au FMI, à la Banque mondiale et à d’autres partenaires pour leurs efforts visant à mieux comprendre la fragilité, à accroître leur présence et leur capacité de résistance pendant les crises, et à adapter les fonds, les stratégies et les interventions à des contextes spécifiques. Cela passe notamment par les stratégies respectives des IFI en matière de fragilité, le fonds IDA de la Banque mondiale, le Fonds fiduciaire pour la résilience et la durabilité et la Facilité pour la réduction de la pauvreté et la croissance du FMI.

Le ministre des finances de la Somalie, M. Bihi Iman Egeh, a indiqué que le gouvernement atteindra le point d’achèvement de l’initiative HIPIC d’ici la fin de l’année et a considéré qu’il s’agissait d’un point de référence important dans la transition de la Somalie. Le ministre a mis l’accent sur les retombées de la fragilité à l’échelle mondiale et régionale et a souligné l’importance de l’appropriation par les pays de leurs aides.

Le ministre des finances du Burundi, M. Audace Niyonzima, a réitéré la nécessité d’un renforcement des capacités et d’une assistance à long terme afin d’assurer la résilience et la stabilité.

Le ministre des finances du Yémen, M. Salim Bin Buriek, a appelé à une assistance et à un partenariat plus souple et inconditionnel, fondés sur une vision commune de la stabilité et de la résilience.

Reconnaissant le déploiement imminent des forces multinationales en Haïti, le ministre des finances du pays, M. Michel Patrick Boisvert, a affirmé la nécessité d’une assistance à l’État pour maintenir la fourniture de services à la population haïtienne. Il a également noté les progrès importants réalisés par le gouvernement en matière de stabilisation macroéconomique, de réformes institutionnelles et de gains budgétaires en partenariat étroit avec le FMI et la Banque mondiale.

Le ministre des finances de la République démocratique du Congo (RDC), M. Nicolas Kazadi Kadima-Nzuji, a reconnu que la fragmentation géoéconomique a aggravé la fragilité et que la lutte contre cette tendance était un intérêt collectif mondial pour le pays.

La directrice exécutive du Programme alimentaire mondial (PAM), Mme Cindy McCain, a souligné la crise alimentaire mondiale sans précédent, la nécessité d’augmenter les fonds humanitaires pour relever le défi, et le travail du PAM avec les IFI non seulement pour fournir une aide d’urgence, mais aussi pour renforcer les systèmes alimentaires.

M. Raouf Mazou, Haut-Commissaire adjoint du HCR pour les opérations, a souligné l’importance de la question des déplacements forcés à l’intérieur et au-delà des frontières et la façon dont la plupart des populations déplacées se déplacent d’un contexte fragile à un autre, créant de nouvelles pressions et fragilités qui nécessitent une plus grande coopération entre les autorités, les institutions multilatérales, les populations touchées et d’autres partenaires.

À l’avenir, le g7+, la Banque mondiale et le FMI ont convenu de poursuivre le dialogue et la coopération afin de mieux comprendre les facteurs de fragilité et de renforcer les ressources pour la résilience. Le FMI et le g7+ étudieront la possibilité d’effectuer des missions conjointes dans les pays du g7+.

Addressing Fragility and Conflict: A Global Public Good – Ministerial conference

October 15th, 2023, Marrakech – The g7+ (The Group of Seven Plus) and the IMF (International Monetary Fund) held a closed-door Ministerial Conference during the World Bank and IMF Annual Meetings. Joined by Ministers from the g7+ and other countries with similar circumstances, the IMF Managing Director and senior leadership, the World Bank Managing Director for Operations and senior leadership, the United Nations World Food Program Executive Director, and UNHCR Assistant Secretary General and other partners, the conference focused on how to improve cooperation, financing and resilience in countries affected by conflict and fragility and contribute to global public goods.

The IMF Managing Director, Ms. Kristalina Georgieva highlighted the importance of supporting countries to move from fragility to resilience and tackle high levels of extreme poverty, repeated disasters, and negative spillover effects from conflict, epidemics, forced displacement, and economic instability, thereby contributing to global public goods of peace, global health, and economic stability. The Managing Director expressed her full support to countries dealing with fragility, citing the IMF’s recent fragility and conflict-affected states strategy and current efforts to expand the Fund’s footprint in these settings and provide longer-term support, including through the Poverty Reduction and Growth Trust and resilience and Sustainability Trust Fund.

The World Bank Managing Director of Operations, Ms. Anna Bjerde affirmed the World Bank’s ongoing support to countries affected by fragility, conflict, and violence (FCV), recognizing the imperative to tackle fragility through the Bank’s FCV strategy, risk and resilience assessment, evolution roadmap and IDA 21 replenishment, as well as its new playbook focused on prevention, resilience and staying engaged.

The Minister of Finance of Sierra Leone and the chairing country of the g7+, Mr. Sheku Ahmed Fantamadi Bangura expressed his appreciation to the IMF, World Bank, United Nations, and other partners for their support to the g7+’s 20 member countries. He conveyed solidarity with Morocco, Nepal, and Afghanistan in the aftermath of recent devastating earthquakes. He also noted how the pandemic, war in Ukraine, and worsening climate change had eroded global public goods and impacted fragility-affected countries the most, despite them having the least responsibility for these crises.

Minister Bangura called for three major shifts to address conflict and fragility to support global public goods: agreeing on a resilience framework to guide cooperation between g7+ countries, international finance institutions and other partners, which does not currently exist despite increasing global and national risks and crises; finding more innovative solutions to the ongoing debt crises in fragility-affected countries to allow them to invest in stability and productivity, including through relief, forgiveness and a possible debt for resilience swap; and deepened commitments to the principle of country ownership by partners and renewed engagement through government-led country platforms to overcome the often projectized and misaligned and unharmonized aid efforts in g7+ countries, and to promote dialogue, mutual accountability and collective action.

Somalia, Burundi, Yemen, Haiti and DRC from the g7+ group were among the speakers at the conference and expressed their thanks and support to the IMF, World Bank and other partners for their strides to better understand fragility, expand their presence and staying power during crises, and tailor funds, strategies, and interventions to specific contexts. This includes through the IFIs’ respective fragility strategies, the World Bank’s IDA fund, and IMF’s Resilience and Sustainability Trust Fund and Poverty Reduction and Growth Facility.

The Minister of Finance of Somalia, Mr. Bihi Iman Egeh informed that the government will be reaching the completion point of HIPIC by the end of this year and considered this as an important benchmark in Somalia’s transition. The Minister emphasized the spillover effects of fragility globally and regionally and stressed the importance of country ownership in aid assistance.

The Minister of Finance of Burundi, Mr. Audace Niyonzima reiterated the need for more capacity development and long-term assistance that can pursue resilience and stability.

The Minister of Finance of Yemen, Mr. Salim Bin Buriek called for more flexible and unconditional assistance and partnership founded on a common vision for stability and resilience.

Recognizing the imminent deployment of multi-national forces in Haiti, the country’s Minister of Finance, Mr. Michel Patrick Boisvert affirmed the need for assistance to the state for maintaining service delivery to the people of Haiti. He also noted key progress made by the government on macroeconomic stabilization, institutional reforms, and fiscal gains in close partnership with the IMF and World Bank.

The Minister of Finance of Democratic Republic of Congo (DRC), Mr. Nicolas Kazadi Kadima-Nzuji recognized that geoeconomics fragmentation has aggravated fragility and that addressing this trend was a global public good for the country.

The World Food Program (WFP) Executive Director, Ms. Cindy McCain highlighted the unparallel global food crisis, the need for greater humanitarian funds to meet the challenge, and WFPs work with IFIs to not only provide emergency relief but to strengthen food systems.

The UNHCR Assistant High commissioner for operation, Mr. Raouf Mazou highlighted the significant issue forced displaced within and beyond borders and how most displaced populations move from one fragile context to another, creating new pressures and fragilities that require greater cooperation between authorities, multilateral institutions, affected populations and other partners.

Going forward, the g7+, World Bank and IMF agreed to continue dialogue and cooperation to better understand the drivers of fragility and strengthen resources for resilience. The IMF and g7+ will explore the possibility of carrying out joint missions to g7+ countries.

The g7+ Election Observer Mission’s Preliminary Findings of General Election in Sierra Leone

25 June 2023 – The g7+ Election Observation Mission (EOM) presented the Preliminary report of the General election that was held in Sierra Leone on 24 of June 2023.

The g7+ observed total of 25 polling stations in two districts namely Freetown and Waterloo in the western region. The Observer mission is led by Mr. Habib Ur Rehman Mayar, Deputy General Secretary of g7+. The rest of the delegation is comprised of Mr. Felix Piedade, Chief operating Officer of g7+, Mr. Domingos Barreto, Vice President of National Election commission of TimorLeste, Mr. Michael A. Clarke, Deputy Director of National Election commission of Liberia.

The g7+ Election Observer Mission observed the opening, voting, closing and counting, considering the principles of objectivity, impartiality, independence, and professionality.

The g7+ EOM noted that ECSL showed commitment, confident, impartially and professionalism in conducting the election. This was also demonstrated by the fact that the ECSL leadership and staff were cooperative and approachable to the g7+ EOM.

The layout at the polling stations observed, meet international practice by large in which all materials, polling staff, party agents and observers were present. Despite delays in the opening of some of the polling stations visited, the turnout of voters in eagerly manner is commendable and reflects the collective commitment of the population to democracy.

The g7+ EOM congratulates the people of Sierra Leone for their contribution to the peaceful and successful election and applaud the commitment of Electoral commission of Sierra Leone (ECSL) in making the election successful.

The g7+ Election Observation Mission will submit preliminary report with recommendations aimed at future improvement to relevant Electoral Management Bodies. It is recommended that national level consultation be regularly held with civil society and media on how to further improve the management of the election.

The g7+ Election Observation Mission looks forward to continuing collaboration with Electoral Management Bodies of Sierra Leone for further engagement and collaboration in the future.

The g7+ Election Observation Mission (EOM) initiative was officially institutionalized in March 2023 as part of g7+ peer learning and Fragile-to-Fragile cooperation. Prime Minister appointed to the g7+ Advisory Board during Official Visit to Togo

Minister of State and of the Presidency of the Council of Ministers and Official Spokesperson for the Government of Timor-Leste Prime Minister appointed to the g7+ Advisory Board during Official Visit to Togo

The Prime Minister of Timor-Leste, H.E. Kay Rala Xanana Gusmão, has been appointed by unanimous vote to the Advisory Board of the g7+ during the 3rd Ministerial Meeting of the g7+ held in Lomé, Togo. The Advisory Board has been envisioned as a group of Peacebuilding and Statebuilding champions who can guide the g7+ and be activated as advocates and mediators as circumstances require. The Prime Minister is the first person appointed to this Board.

At the meeting, held on the 29th and 30th of May, Timor-Leste relinquished it’s role as Chair of the g7+ and a new Chair, Sierra Leone, was appointed. Sierra Leone will be well represented by H.E. Kaifala Marah, Minister of Finance and Economic Development of the Republic of Sierra Leone. g7+ Ministers at the meeting expressed their gratitude for the efforts and commitment of Timor-Leste in establishing and driving the group over the first four years of its history. They applauded the role of the outgoing Chair H.E. Emilia Pires and the guiding presence of Prime Minister Gusmão. The group appointed Minister Pires as a Special Envoy of the g7+ and asked her to continue in a role of high-level public advocacy and education.

During his visit to Togo the Prime Minister held bilateral meetings with the President of Togo, H.E. Faure Essozimna Gnassingbé and the Prime Minister of Togo H.E. Arthème Séléagodji Ahoomey-Zunu. In these meetings they discussed the bilateral relationship of Togo and Timor-Leste, touching on issues including peace, reconciliation, development and natural resource management.

Prior to the visit to Togo the Prime Minister, who also holds the role of Minister of Defence and Security, undertook a working visit to Portugal and participated in the 15th Meeting of the Ministers of Defence of the Community of Portuguese Language Countries [CPLP]. Mr. Gusmão has now left Togo and is travelling to Equatorial Guinea, Sao Tome and Principe, Guinea-Bissau and Cape Verde before returning home. The visits to these countries will allow the Prime Minister to further strengthen mutual bonds of friendship and update heads of Government and Heads of State regarding the upcoming meetings in Dili as Timor-Leste assumes the Presidency of the CPLP in July. Guinea-Bissau and Sao Tome and Principe are fellow members of the g7+.

The Prime Minister and his delegation will return to Timor-Leste on the 13th of June.

g7+ Heads of State Summit in New York

Timor-Leste had the honour of presiding the g7+ Heads of State Summit. The event (among 90 parallel events that occurred during the United Nations Summit for the revision of the Millennium Development Goals) took place on the 20^th of September, in the UN D Conference Room, in New York.

The g7+ Summit received the high level delegations of 8 countries and counted with the presence of two Heads of State, five Ministers and Ambassadors. Timor-Leste was represented by the President of the Republic, José Ramos-Horta, the Vice-Minister for the Social Affairs, José Luís Guterres and the Minister of Finance, Emília Pires, also President of the g7+. Major Development Donors also participated in this g7+ meeting as observers, such as Portugal, Australia, France, the United Kingdom International Development Department (DFID UK), Organisation for Economic Co-operation and Development (OECD) and the United Nations Development Program (UNDP).

The g7+ Summit main highlights were:

The announcement of the Millennium Development Goals for the Timor-Leste Sucos in the Millennium Development Goals United Nations General Assembly;
The g7+ Consensus Declaration approved by unanimity;
The commitment of US$500.000 by the President of the Republic, Ramos-Horta;
The g7+ Secretariat reinforcement, based in the Ministry of Finance, to serve the 17 member States in the leadership up to the 4.^th High Level Forum in Busan, South Korea, in December 2011.

The member States agreed on the implementation of areas divided in four working groups: (1) capacity building development, (2) support equipment, (3) planning process and (4) political dialogue in the next months.

25 juin 2023 – La Mission d’Observation Électorale (MOE) du g7+ a présenté le rapport préliminaire de l’élection générale qui s’est tenue en Sierra Leone le 24 juin 2023.

Le g7+ a observé un total de 25 bureaux de vote dans deux districts, à savoir Freetown et Waterloo, dans la région occidentale. La mission d’observation était dirigée par M. Habib Ur Rehman Mayar, secrétaire général adjoint de g7+. Le reste de la délégation était composé de M. Felix Piedade, directeur des opérations de g7+, M. Domingos Barreto, vice-président de la commission électorale nationale du Timor-Leste, M. Michael A. Clarke, directeur adjoint de la commission électorale nationale du Liberia.

La mission d’observation électorale du g7+ a observé l’ouverture des bureaux de vote, le vote, la clôture et le dépouillement, en tenant compte des principes d’objectivité, d’impartialité, d’indépendance et de professionnalisme.

La mission d’observation électorale du g7+ a noté que la commission électorale de la Sierra Leone (ECSL) a fait preuve d’engagement, de confiance, d’impartialité et de professionnalisme dans la conduite de l’élection. Ceci a également été démontré par le fait que la direction et le personnel de la ECSL se sont montrés coopératifs et accessibles à la mission d’observation électorale du g7+.

La disposition des bureaux de vote observés est conforme aux pratiques internationales, puisque tous les documents, le personnel électoral, les agents des partis et les observateurs étaient présents. Malgré des retards dans l’ouverture de certains des bureaux de vote visités, la participation des électeurs avec enthousiasme est louable et reflète l’engagement collectif de la population en faveur de la démocratie.

La mission d’observation électorale du g7+ félicite le peuple de la Sierra Leone pour sa contribution à une élection pacifique et fructueuse et applaudit l’engagement de la commission électorale de la Sierra Leone (ECSL) à assurer le succès de l’élection.

La mission d’observation électorale du g7+ soumettra aux organismes de gestion électorale compétents un rapport préliminaire assorti de recommandations visant à améliorer la situation à l’avenir. Il est recommandé d’organiser régulièrement des consultations au niveau national avec la société civile et les médias sur la manière d’améliorer la gestion des élections.

La mission d’observation électorale du g7+ se réjouit de poursuivre sa collaboration avec les organes de gestion électorale de la Sierra Leone en vue d’un engagement et d’une collaboration plus poussés à l’avenir.

22 June 2023 – The g7+ is conducting an Election Observation Mission in Freetown, the capital of Sierra Leone to observe general election that will take place on the 24th of June 2023. The Observer mission is led by Mr. Habib Mayar, Deputy General Secretary of g7+. The rest of the delegation is comprised of Mr. Felix Piedade, Chief operating Officer of g7+, Mr. Domingos Barreto, Vice President of National Election commission of Timor-Leste, Mr. Michael Clarke, Deputy Director of National Election commission of Liberia.

This is the 5th general election that will be conducted in Sierra Leone since the end of Sierra Leone’s civil war in 2002. On 24th June, polling will be conducted for 4 elections namely, 1. Presidential elections, 2. Parliamentary elections, 3. Chair/Mayor elections and Councilor’s elections. There are 13 political parties that are contesting for the presidential election. More than 3.3 million people are registered to vote.

The g7+ Election Observer Mission will observe the voting, counting and result process across various parts of the country considering the principles of objectivity, impartiality, independence, and professionality. The mission will also meet with the Chair of the electoral commission of Sierra Leone. The mission will submit its preliminary report to the electoral commission of Sierra Leone immediately after the polling and hold a press conference to share the findings with the public.

Under the g7+ Peer learning and Fragile-to-Fragile Cooperation program, the g7+ institutionalized election observation mission on 22nd March 2023 with the following objectives:

To observe election processes in g7+ member states in an impartial, professional, independent and ethical manner
Contribute to enhancing democratic consolidation, strengthening peace and development through election observation amongst g7+ members.

The g7+ was established in 2010 as an Inter-Governmental organization of conflict-affected countries to help achieving Peace, and stability through peer learning in areas of country owned Peace and Statebuilding and advocating for better engagement therein. With the headquarters hosted in Timor-Leste, the g7+ is chaired by Sierra Leone’s Minister of Planning and Economic Development. Il s’agit des cinquièmes élections générales organisées en Sierra Leone depuis la fin de la guerre civile en 2002. Le g7+, dont le siège se trouve au Timor-Leste, est présidé par le ministre de la planification et du développement économique de la Sierra Leone. Rapport préliminaire de l’élection parlementaire au Timor-Leste

Dili, 24 Mai 2023 – La mission d’observation électorale (MOE) du g7+ était constituée de 15 observateurs : quatre observateurs internationaux, à savoir Larry Fangawa, coordinateur de la région Ouest, Commission électorale de Sierra Leone ; Ibrahim Amara Kamara, directeur adjoint pour la région Nord, régulateur des partis politiques de Sierra Leone ; Fernando Borja Araujo Monteiro, Commission électorale nationale de Guinée Bissau, et 11 observateurs nationaux, qui ont été répartis en cinq équipes, déployées dans trois municipalités, à savoir Dili, Liquisa et Manatuto, et ont visité 83 centres de vote, soit 5,7 % du nombre total de 1472 centres de vote.

Les observateurs ont noté que les fonctionnaires du STAE (Secrétariat technique pour l’administration électorale) ont fait preuve de confiance et d’impartialité dans la conduite de l’élection. Nous avons félicité les fonctionnaires de la STAE pour la bonne gestion du scrutin. La disposition des bureaux de vote observés était conforme aux meilleures pratiques internationales : l’intégralité du matériel, le personnel électoral, les agents des partis et les observateurs étaient présents. Nous avons noté que les centres de vote ont ouvert et fermé à l’heure prévue par la loi. Nous avons également observé que dans certains bureaux de vote, les membres du personnel ont prêté serment, ce que nous considérons être une bonne pratique afin de leur rappeler leur engagement, leur dévouement et leur transparence dans l’exercice de leurs fonctions – un excellent exemple qui pourrait être transposé dans d’autres pays membres du g7+.

La MOE g7+ a observé que le processus de vote s’est déroulé dans le calme, l’ordre et la transparence. Nous avons salué la présence d’agents des partis, d’observateurs nationaux et internationaux, d’électeurs et des médias lors du dépouillement. Nous avons constaté une sécurité suffisante dans tous les centres de vote. Le g7+ a également collaboré avec la CPLP (Communauté des pays de langue portugaise) pour l’observation des élections législatives au Timor-Leste.

Nous félicitons le peuple et le gouvernement du Timor-Leste pour avoir mené à bien les élections législatives de manière libre, équitable, transparente et pacifique. La MOE g7+ soumettra un rapport préliminaire à la CNE (Commission Nationale des Élections).

La MOE g7+ s’inscrit dans le cadre de l’apprentissage par les pairs et de la coopération entre pays fragiles. Le programme vise à contribuer à la consolidation démocratique, au renforcement de la paix et au développement. Le g7+ continuera d’observer les élections dans d’autres pays membres. Cette année, nous prévoyons d’observer les élections en Guinée-Bissau, en Sierra Leone, au Liberia, en République démocratique du Congo et au Togo.

Preliminary Report of the Parlimentary Election in Timor-Leste

Dili, 24 May 2023 – The g7+ Election Observation Mission (EOM) comprised of 15 observers: Four internationals namely Larry Fangawa, Western Region Coordinator, Election Commission of Sierra Leone, Ibrahim Amara kamara, Deputy Director for North Region, Political Parties Regulator of Sierra Leone, Fernando Borja Araujo Monteiro, National Election Commission of Guinea Bissau and 11 nationals observers, were divided into 5 (five) teams, deployed across three municipalities namely Dili, Liquisa and Manatuto who visited 83 polling centers, corresponding to 5.7% of the total number of 1472 polling centers.

The observers noted that The STAE officials demonstrated confident and impartiality in conducting the election. We applauded the STAE officials for a well-administered polling. The layout at the polling stations observed, met international best practice in which all materials, polling staff, party agents and observers were present. We noted that the polling centers opened and closed on time as per the law. We also observed that in some stations, polling official took oath of service, which we consider a good practice to remind them of the commitment, dedication, and transparency whilst on duty – a great example that could be replicated in other g7+ member countries.

The g7+ EOM observed that the voting process was calm, orderly, and transparent. We commended that the counting process had the presence of party agents, national and international observer, voters, and media. We observed a sufficient security in all polling centers.The g7+ also collaborated with the CPLP on observing the parliamentary Election in Timor-Leste.

We congratulate the people and government of Timor-Leste for successfully conducting Parliamentary Election in a free, fair, transparent, and peaceful manner. The g7+ EOM will submit a preliminary report to CNE.

The g7+ EOM is part of our peer learning and Fragile-to-Fragile cooperation. The program aims at contributing to democratic consolidation, strengthening peace and development. The g7+ will continue observing election in other member countries. This year, we plan to observe election in Guinea-Bissau, Sierra Leone, Liberia, DRC and Togo.

Addressing Fragility and Conflict amid New Challenges – Ministerial meeting

April 15, 2023, Washington, D.C. – Ministers of Finance from the g7+ (The Group of Seven Plus) and representatives of the International Monetary Fund (IMF) held a closed-door Ministerial Meeting on the margins of the World Bank-IMF Spring Meetings in Washington, D.C. The discussion focused on challenges faced by fragile and conflict-affected countries in the current global context and the support needed from the international community.

The meeting highlighted the importance of efforts to mobilize resources that can help countries facing high debt burdens, fragility, and conflict that are exacerbated by the global crisis. During these challenging times, the IMF has scaled up its engagement with the most vulnerable members of the international community, including through its Strategy for Fragile and Conflict Affected States (FCS). Recalling the catalytic role of IMF financing, discussions also highlighted the critical importance of facilities such as Poverty Reduction and Growth Trust Facility (PRGT) that can enable low-income countries, especially those affected by fragility and conflict, to access resources needed to withstand shocks and build resilience.

The meeting further underscored the role of country ownership and timeliness of support from the international community as important principles for the pursuit of stability and resilience. The meeting also highlighted the need to further deepen the international community’s understanding of the nexus between debt and fragility. Given the global spillovers of fragility and conflict, supporting fragile and conflict-affected countries is a collective responsibility for the international community.

Going forward, participants agreed to continue the dialogue in addressing the challenges faced by fragile and conflict-affected countries.

Le 15 avril 2023, Washington, D.C. – Les ministres des Finances du g7+ (Groupe des Sept Plus) et les représentants du Fonds monétaire international (FMI) ont tenu une réunion ministérielle à huis clos en marge des réunions de printemps de la Banque mondiale et du FMI à Washington, D.C. La discussion a porté sur les défis auxquels sont confrontés les pays fragiles et touchés par des conflits dans le contexte mondial actuel et sur le soutien nécessaire de la communauté internationale.

La réunion a souligné l’importance des efforts déployés pour mobiliser des ressources susceptibles d’aider les pays confrontés à un endettement élevé, à la fragilité et aux conflits exacerbés par la crise mondiale. En ces temps difficiles, le FMI a renforcé son engagement auprès des membres les plus vulnérables de la communauté internationale, notamment par le biais de sa stratégie pour les États fragiles et touchés par un conflit (EFC). Rappelant le rôle de catalyseur des financements du FMI, les discussions ont également souligné l’importance cruciale de dispositifs tels que la Fonds spécial pour la réduction de la pauvreté et la croissance (PRGT) qui peut faciliter l’accès des pays à faible revenu, en particulier ceux touchés par la fragilité et les conflits, aux ressources nécessaires pour résister aux chocs et renforcer leur résilience.

La réunion a également souligné le rôle de l’appropriation par les pays et de la rapidité du soutien de la communauté internationale en tant que principes importants pour la poursuite de la stabilité et de la résilience. La réunion a également mis en évidence la nécessité de renforcer la perception du lien entre la dette et la fragilité par la communauté internationale. Compte tenu des retombées mondiales de la fragilité et des conflits, le soutien aux pays fragiles et touchés par des conflits est une responsabilité collective de la communauté internationale.

À l’avenir, les participants ont convenu de poursuivre le dialogue sur les défis auxquels sont confrontés les pays fragiles et touchés par des conflits.

Freetown, 22 Mars 2023 – Le g7+ a officialisé l’observation des élections dans le cadre de l’apprentissage par les pairs et de la coopération entre pays fragiles au ministère de la planification et du développement économique de la Sierra Leone, pays qui préside le g7+.

Les missions d’observation électorale ont pour objectif (a) Observer les processus électoraux dans les États membres du g7+ de manière impartiale, professionnelle, indépendante et éthique. (b) Contribuer à l’amélioration de la consolidation démocratique, au renforcement de la paix et au développement par le biais de l’observation électorale parmi les membres du g7+.

Compte tenu de leur aspiration collective à promouvoir la paix et la stabilité, les membres du g7+ sont bien placés pour coopérer dans la poursuite des objectifs démocratiques en partageant leurs expériences en matière d’organisation d’élections libres et équitables. Leurs expériences respectives ont été pertinentes pour chacun d’entre eux, compte tenu de leur contexte. Dans le cadre de la coopération “de fragile à fragile”, le g7+ a facilité le partage d’enseignements dans des domaines tels que la gestion et la conduite d’élections dans les pays membres. Ces leçons se sont avérées pertinentes et stimulantes.

Présentant un aperçu de la préparation de l’élection présidentielle en Sierra Leone qui se tiendra en juin 2023, M. Raymond A N Georg, directeur des médias et de la communication de la Commission électorale de Sierra Leone, a déclaré que l’observation des élections est un élément important dans la conduite d’élections libres, équitables et transparentes. Il a donc salué l’initiative du g7+ visant à observer les élections dans les pays membres.

Abudlai Bangura, président de la Commission de régulation des partis politiques (PPRC) du Sierra Leone, a indiqué que l’observation des élections par le g7+ permettra d’apporter une valeur ajoutée au processus électoral et de veiller à ce qu’il soit équitable et libre. Leurs recommandations contribueront à la consolidation de la démocratie.

Helder da Costa, secrétaire général du secrétariat du g7+, a donné un aperçu du g7+ et de ses objectifs. Il a déclaré que le secrétariat s’est engagé à faciliter la coopération entre les pays membres dans l’observation des élections et le partage des enseignements. Le secrétariat a facilité le partage des enseignements entre les pays membres dans différents domaines de la paix et de la consolidation de l’État. Il s’agit notamment de la coopération entre le Timor-Leste et la Guinée-Bissau en 2013, où le Timor-Leste a aidé la Guinée-Bissau à organiser des élections dans le contexte de l’embargo qui a privé la Guinée-Bissau de l’assistance nécessaire pour restaurer la démocratie. En s’appuyant sur ces exemples réussis, le secrétariat continuera à faciliter le partage d’expériences de terrain en matière de gestion des élections.

Lors du lancement officiel de l’initiative, S.E. Francis M. Kai-Kai, ministre de la planification et du développement économique de la Sierra Leone et président du groupe g7+, a souligné l’importance de la coopération entre les pays membres. Il a souligné que les pays touchés par un conflit, comme ceux du g7+, sont les mieux placés pour évaluer la transition et les progrès accomplis par chaque membre dans la poursuite de la démocratie. Les membres ont accompli des progrès dans la poursuite de la démocratie contre vents et marées. Malheureusement, ces progrès ne sont pas toujours reconnus au niveau international. C’est pourquoi le groupe g7+ est le mieux placé pour améliorer la visibilité de ces progrès et des défis auxquels ses membres sont confrontés.

Le secrétariat du g7+ administrera les missions d’observation des élections qui auront lieu cette année dans certains pays membres, à commencer par le Timor-Oriental en mai, la Guinée-Bissau et la Sierra Leone en juin, puis le Liberia, le Togo et la République démocratique du Congo plus tard dans l’année.

Freetown, 22 March 2023 – The g7+ institutionalized election observation as part of its peer learning and Fragile-to-Fragile cooperation at Ministry of Planning and economic development in Sierra Leone; the chairing country of g7+.

The objective of the election observation missions are: (a) To observe election processes in g7+ member states in an impartial, professional, independent, and ethical manner. (b) To contributes to enhancing democratic consolidation, strengthening peace and development through election observation amongst g7+ members.

Given its collective aspiration to promote peace and stability, the members of g7+ are well placed to cooperate in pursuing democracy through sharing experiences on conducting fair and free elections. Their respective experiences have been relevant to each other given their context. Under the fragile-to-fragile cooperation, the g7+ has facilitated sharing of lessons in areas that include managing and conducting election in member countries. Such lessons have proved relevant and inspiring.

Providing an overview of the preparation for the presidential election in Sierra Leone that will be held in June 2023, Mr. Raymond A N Georg, the director of media and communication of the Election Commission of Sierra Leone said that election observation is an important element in the conduct of free, fair and transparent election. Therefore, he welcomed the g7+ initiative to observe elections in member countries.

Mr. Abudlai Bangura, the chairman of Political Parties Regulatory Commission (PPRC) of Sierra Leone mentioned that the g7+ observation of election will add a value to the process of election and in ensuring that they are fair and free. Their recommendations will help in further strengthening democracy.

Dr. Helder da Costa, general secretary of g7+ secretariat provided an overview of the g7+ and its objectives. He said that the secretariat is committed to facilitate cooperation among member countries in observing election and sharing of lessons. The secretariat has facilitated sharing of lessons among member countries in different areas of peace and statebuilding. This includes cooperation between Timor-Leste and Guinea Bissau in 2013 where the former supported the later in conducting elections against the backdrop of embargo that had deprived Guinean Bissau of the needed assistance to restore democracy. Building on such successful examples, the secretariat will continue facilitating sharing of first-hand experience in managing elections.

Officially launching the initiative, H.E. Francis M. Kai-Kai Minister of planning and economic development of Sierra Leone and Chair of g7+ group highlighted the importance of cooperation among member countries. He highlighted that conflict affected countries such as those in the g7+ are best placed to appraise transition and progress made in pursuing democracy that each member is making. The members have made strides in pursuing democracy against all the odds. Unfortunately, such progress is not always recognized internationally. Therefore, the g7+ group is best placed to enhance the visibility of progress and challenges facing its members.

The g7+ secretariat will administer the election observation missions among member countries that take place this year, begin with Timor-Leste in May, Guinea-Bissau, and Sierra Leone in June, followed by Liberia, Togo and Democratic Republic of Congo later this year.

Com início às 9 horas da manhã, a Delegação do Secretariado-Geral do g7+, em Lisboa, em parceria com a Embaixada da República Democrática de Timor-Leste em Portugal e a Embaixada da República da Guiné-Bissau, em Portugal, irão realizar o 1º Torneio de Futsal “Peace Cup”, patrocinado pela Organização Intergovernamental g7+, no dia 26 de novembro de 2022, pelas 09.00-17.00 horas, no Pavilhão Desportivo Boa Hora Futebol Clube, Rua Aliança Operária 41, 1300-044, Lisboa.

G7+ Organized High-Level Summit “Conflict Prevention in a Multipolar World, Perspective From G7+ Countries”

The group of seven plus (g7+) held a high-level summit with theme “Conflict prevention in a multipolar world: Perspective from g7+ countries” during the 77th Session of the UN General Assembly on Friday 23rd September 2022, 1:30 – 3:00 pm hosted at the Permanent Mission of Monaco to the United Nations. The summit was co-hosted by the governments of Sierra-Leone, Timor-Leste together with the g7+ secretariat.

The objective of the summit was to unify the voice of g7+ member countries on how best to pursue peace and stability as the world is undergoing geopolitical turmoil. Participants included President of Timor-Leste, Vice president of South Sudan, Eminent Person of g7+, Ministers and ambassadors from g7+ countries, Finland, Bangladesh, Portugal; Assistant Secretary-General for Peacebuilding Support (on behalf of the UN Secretary General) and representatives of civil society.

The Participants unanimously committed to provide unwavering support to the cause of the g7+ in promoting peace and stability. Referring to the current geopolitical upheaval resulting from tension among big powers that includes war on Ukraine, participants highlighted the importance of dialogue and reconciliation as the only way to pursue peace in the world. The global crises have had disproportionate impact on the lives of people in the global south and very particularly countries that have already been affected by decades of wars and fragility. Participants called on the international community and the developed nations not to insulate these countries that feel the brunt of every man-made and natural crises. Peace and stability in these countries is an assurance to global prosperity.

Speakers highlighted the importance of the g7+ that has provided a platform to conflict affected countries to collectively engage in dialogue with a range of peacebuilding, humanitarian and development actors to enhance the effectiveness engagement.

They further called upon the international community and the United Nations that conflict affected countries which are the host of peacebuilding, humanitarian and development actions must have more say in the design of policies of engagement to ensure that they are context-specific and relevant. The principle of national ownership that the g7+ advocates for remains more relevant than ever.

Participants of the summit agreed that sustaining stability in conflict-affected countries such as those in the g7+ depends on economic growth that should be rooted in countries’ ability to create jobs, basic service delivery and development of infrastructure. Rich in natural resources, most g7+ countries have the potential to be self-reliant if they can manage the resources more effectively.

The summit was concluded by adoption of the declaration by member states which will be submitted to the UN Secretary General. The members agreed to convene regularly at the high level, in the margins of the United Nations General Assembly and further strengthen coordination. They agreed that the g7+ secretariat should increase its presence in New York to help in timely coordination among members and enhancing visibility of the group.

The G7+ and Foundation for Post Conflict Development (Fpcd) Sign Memorandum of Understanding (Mou)

The g7+ and the Foundation for Post Conflict Development (FPCD) signed a Memorandum of Understanding in the presence of His Serene Highness Prince Albert II of Monaco and the Eminent Person of g7+, H.E. Xanana Gusmão. In the spirit of this partnership framework, both organisation will work together to promote peace and stability through collective advocacy and peer learning in g7+ member countries. The signing ceremony took place at the g7+ European Hub in Lisbon, Portugal in the margins of the UN Ocean Conference.

In his welcoming remarks, Dr. Helder da Costa, General Secretary of g7+ said that the g7+ secretariat and the FPCD aspire to cooperate in pursuing peace and stability in the g7+ countries. The signing of the MoU lay down a steppingstone to operationalize cooperation in areas of peace and statebuilding. The presence of His Serene Highness, Prince Albert of Monaco, and H.E. Xanana Gusmão, Eminent person of the g7+ on this occasion indicate a political commitment to advance our joint cause.

In her intervention, Executive Director of FPCD, Ms. Claudia Abate said “In 1979, Princess Grace of Monaco visited Timorese refugee camps here in Val Do Jamor, Portugal. Her humanitarian heart inspired a generation. With the same heart, His Serene Highness Prince Albert II, continues his mother’s legacy. He stands alongside Xanana Gusmão, the father of the generation who built a thriving nation in Timor-Leste, and, who now leads all others like it through a forum known as the g7+. The FPCD commits to advocate through the eyes of the developing rather than through the lens of the developed and the principles which the g7+advocates. In turn, we promise to be bold and innovative in applying those principles to practice”.

Eminent Person of g7+, H.E. Xanana Gusmão congratulated the g7+ and FPCD for solidifying its partnership through the MoU and said “the MoU reflects our common belief in the noble cause of lasting peace and stability in the conflict affected countries and elsewhere. It is my hope that under the patronage of His Serene Highness Prince Albert II, the foundation will contribute to the cause of g7+”

H.E. Xanana Gusmão expressed grief over the loss of precious lives in the recent devastating earthquake in Afghanistan that has killed and wounded 1000s of people. Referring to natural and man-made crises, the eminent person reminded that conflict affected countries “bear the brunt of these crises”

Referring to the current international politics that is marked by multipolarity, H.E. Xanana Gusmão added that “We, the g7+ are the only inter-governmental organization that is bound by sense of solidarity rather than economic and geopolitical interest and I request HSH Prince Albert II of Monaco to help us make our voice even widely”

Recognizing its role in advancing the cause of peace and statebuilding, the g7+ secretariat was awarded “FPCD 2022 Special Commitment Award”. Eminent Person of g7+, H.E. Xanana Gusmão receive the award on behalf of the g7+.

The signing ceremony was followed by a working lunch on transitioning from Fragility and Reimagining Development cooperation I conflict affected countries.

The g7+ is honored to receive H.E. Dr. Jose Ramos Horta, President of Democratic Republic of Timor-Leste, who is also Special Envoy of g7+ at the g7+ Headquarters in Dili, Timor-Leste on Monday, 20 June 2022.

Mr. Habib Mayar, Deputy General Secretary briefed H.E. President Horta on progress of g7+ work and the situation in member countries. Mr. Habib said “We are delighted to host H.E. President in our Headquarters. We benefited from the invaluable views of the President as we seek to strategize and position the g7+ collective voice in the current geopolitical era. The g7+ is grateful to the usual support from the Government and people of Timor-Leste. We are humbled that Honorable President Dr. Jose Ramos Horta has agreed to continue serving as the special Envoy of the g7+. He has played an indispensable role in advancing the cause of g7+. Given his wisdom, leadership, and experience in international affairs and in particular his role in peacebuilding, we are confident that our work of pursuing dialogue and reconciliation will get even more traction and will result in peace.

In a short video message, General Secretary, Dr. Helder da Costa, who is currently in the g7+ European Hub in Lisbon conveyed his welcome message and wish H.E. Dr. Jose Ramos Horta and the g7+ team a warm and productive deliberation.

H.E. President Dr. Jose Ramos-Horta commended the work and achievement of g7+. President Horta appreciated the leadership and the Secretariat of g7+ for promoting the cause of peace and stability. The President advised the g7+ to explore opportunities for collaboration with the European Parliamentary to increase awareness of the g7+ collective need. He supported the idea for the g7+ to engage with the G20. The G20 is a platform where the g7+ group must be visible to provide its collective perspective. Countries such as those in the g7+ have been badly affected by the crisis such as the war in Ukraine. Therefore, their voice must be heard on platforms like G20. H.E. President committed to committed to support the initiative of getting the g7+ represented at the G20. He supports the cause of promoting national dialogue and reconciliation in g7+ member countries that are currently going through difficult situation.

H.E. Dr. Jose Ramos Horta was appointed as the Special Envoy of g7+ at the g7+ 5th Ministerial Meeting in Lisbon, Portugal, which was attended by Ministers and Senior Officials of g7+.

Le groupe g7+ a été officiellement catégorisé d’Observateur Associé de la Communauté des pays de langue portugaise (CPLP) le 17 juillet 2021 à Luanda, en Angola. La résolution a été approuvée lors du XIIIe Sommet des Chefs d’État et de Gouvernement des pays membres de la CPLP qui s’est tenu à Luanda, en Angola.

Le g7+ fait partie des 13 autres pays et organisations, à savoir le Canada, la Côte d'Ivoire, l'Inde, l'Helenica, le Pérou, le Qatar, la Roumanie, l'Espagne, les États-Unis d'Amérique, la Conférence ibéro-américaine et l'EPLO, qui se sont vus catégoriser d'observateur associé.

Il s’agit d’une étape importante pour le g7+ dans sa politique de plaidoyer. Le groupe g7+ peut bénéficier de l’expérience des membres de la CPLP en matière de consolidation de la paix et de la stabilité. En outre, il offre une opportunité de coopération entre la CPLP et le g7+ dans des domaines d’intérêt commun, notamment la promotion et la diffusion de la langue portugaise.

Le Sommet s’est conclu par la Déclaration de Luanda, dont la devise est “Construire et renforcer un avenir commun et durable” et dans laquelle les pays de la CPLP s’engagent à promouvoir le dialogue politique et diplomatique, la coopération et à faciliter le partage d’expériences.

The G7+ Obtained Associated Observer Category at the Cplp Summit

The g7+ group is officially granted an Associated Observer category by the Community of Portuguese Speaking Countries (CPLP) on July 17, 2021 in Luanda, Angola. The resolution was approved during the XIII Summit of the Head of States and Governments of the member countries of CPLP held in Luanda, Angola.

The g7+ is among other 13 countries and organizations namely, Canada, Cote d’Ivoire, India, Helenica, Peru, Qatar, Romania, Spain, United States of America, Ibero American Conference and EPLO, which were granted the category of Associated Observer.

This is an important milestone for the g7+ in its policy advocacy discourse. The g7+ group can benefit from the experience of CPLP members in consolidating peace and stability. In addition, it provides an opportunity of cooperation between CPLP and g7+ in areas of common interest, including the promotion and dissemination of Portuguese language.

The Summit was concluded with Luanda Declaration that outlines motto of “Building and Strengthening a Common and Sustainable Future” in which CPLP countries pledged to promote political and diplomatic dialogue, cooperation and facilitate sharing of experiences.

The declaration further emphasized the CPLP support on the acceleration of vaccinations and reaffirmed commitment to post pandemic economy recovery.

15 Current and Former Heads of State Call for Clean Energy in Fragile States

David Cameron, Ellen Johnson Sirleaf, and Donald Kaberuka – co-chairs of the Council on State Fragility – spearhead Call to Action with the g7+ Group of conflict-affected states.

Foreign aid donors and private companies need to ramp up investments in clean energy to break the cycle of poverty and support recovery from COVID-19 in fragile states, urges a new global Call to Action. The Call is led by the Council on State Fragility – co-chaired by former UK Prime Minister David Cameron, former Liberian President Ellen Johnson Sirleaf, and former President of the African Development Bank Donald Kaberuka – and the g7+, an intergovernmental organisation bringing together 20 countries affected by conflict and fragility.

Mr Cameron said: “Of the 800 million people in the world without electricity, almost 90% of them live in fragile states. Global action on climate change is vital, and we must not leave those in fragile countries behind. Investing in renewable, distributed, and decentralised energy systems is cost-effective, practical, pro-poor, pro-green, and is particularly helpful in fragile states. As host of this year’s COP26 and G7 Summit, the UK, in particular, can send a strong signal to other donor countries and lead efforts to invest in local, renewable energy sources. This should be a priority for development. To reduce poverty and increase stability – for those in the world’s most vulnerable places, and for us all.”

The Powering up energy investments in fragile states Call to Action launches today (24/02/2021) at an online event including Mr Cameron; Ms Sirleaf; Dr. Francis Mustapha Kai-Kai, Minister of Planning and Economic Development for Sierra Leone and Chair of the g7+; and Maeen Abdulmalik Saeed, Prime Minister of Yemen.

The Call to Action says investments in green technologies, such as solar mini-grids, are needed urgently to bring affordable and sustainable sources of electricity to millions living in countries affected by fragility. The Call’s current signatories include Rwandan President Paul Kagame, Afghan President Ashraf Ghani, Sudanese Prime Minister Abdalla Hamdok, Yemeni Prime Minister Maeen Abdulmalik Saeed, Former President of Ireland Mary Robinson, Former President of Timor-Leste José Ramos Horta, and 28 other political leaders and organisations.

Renewable, off-grid solutions are cheaper and more resilient in conflict-affected settings. Yet despite their feasibility and value, aid donors’ financial commitments for off-grid solutions in countries with the largest energy access gaps – of which the majority are fragile – is just 1.1% of the total global financing for electricity, amounting to only $460 million globally in 2018.

Dr. Kai-Kai said: “Sierra Leone and other g7+ member countries cannot achieve our goals of reducing poverty, creating jobs, and ensuring lasting peace and stability if a large portion of our populations cannot access electricity. Lack of access to sustainable and affordable electricity has made it difficult for our countries to attain economic self-reliance, a necessary condition for sustaining peace and to cope with crisis such as COVID-19. We also know that our people will be disproportionately affected by the negative effects of climate change, and our governments are committed to supporting investments in clean energy in our countries.”

The Call urges the private sector and aid agencies, supported by development finance institutions (DFIs), to work closely with governments of conflict-affected countries to design financing mechanisms, regulatory frameworks, and business models that can be deployed at scale to support investment in renewable energy.

Ms Sirleaf said: “The COVID-19 crisis has derailed decades of progress on extreme poverty and will continue to have devastating indirect effects on fragile states. A global, concerted push to invest in clean energy in fragile countries could transform lives by powering homes, businesses, schools, and hospitals – which will be critical for these countries to recover from the pandemic and chart a sustainable path to stability.”

G7+ Senior Officials Meet to Discuss Its Progress and Strategic Priorities for 2021 – Include Strengthening Its Presence in South South Galaxy

g7+ Secretariat organized a senior official meeting that took place virtually on 22 December 2020 to review progress the group has made in the year 2020, take note of the transition in member countries and to agree strategic priorities for the year 2021. Chair and Deputy Chair of g7+, Eminent Person of g7+, Deputy Minister for Budget and Development Planning of Ministry of Finance and Development of Liberia and focal points from member countries, attended the meeting. Deputy Director of the UN office of South-South Cooperation (UNOSSC) was also invited to share how g7+ members can benefit from and share their experiences with the South-South Galaxy, a portal of rich knowledge and experiences.

The g7+ leadership reminded that the indirect social and economic impact outweighs the direct health effect of the pandemic in conflict affected countries that have already been mired in challenges such as wars, institutional fragility, and hence extreme poverty. The aftermath consequences of the pandemic are even more dire and long-lasting in these contexts. Therefore, the perspective of fragile and conflict affected countries needs to be given due consideration as the world embarks on “building back better”. The g7+ should continue providing platform to raise the voice of countries that are among the furthest left-behind. With the privilege of observer status at the UN, the g7+ has the opportunities to make even stronger impact on the global discourse. The strategic priorities agreed during this meeting include operationalizing the observe status through more consolidation and timely coordination.

Taking note of the progress made in member countries regarding peace processes and political transition, the g7+ leadership and members emphasized on the need for dialogue and inclusive settlements. Recognizing the importance of peer learning, the g7+ group committed to enhance sharing of experiences under the umbrella of fragile-to-fragile cooperation. The g7+ plan for 2021 includes facilitating sharing of experiences among members and with non-member countries in the global south whose trajectories can be inspiring.

The Deputy director of UNOSSC delivered presentation on South-South Galaxy, which is a platform to connect members, and experts and thus facilitate sharing of relevant experiences. Under the MoU between the g7+ and UNOSSC, the members of g7+ were invited to benefit from and share experience of their countries in the Galaxy. The g7+ Secretariat and the UNOSSC will further collaborate in mapping of relevant knowledge that can be shared among countries.

The meeting was concluded with the endorsement of the g7+ work plan for the year 2021.

Progress in implementing the New Deal

Guinea-Bissau and Union of Comoros became the latest g7+ member to undertake a fragility assessment in March 2014 – bringing the total of fragility assessments conducted to seven. The PSG indicators developed from these assessments offer a menu that can help to measure progress against the PSGs. Somalia developed and signed their New Deal Compact, with funding of USD 2.7 billion pledged by development partners. With this funding set to be used within the country-owned and led framework of the New Deal, this is a BIG deal for Somalia and the g7+. The g7+ held a virtual meeting of the Ministers of Foreign Affairs on 30 September 2020. Represented by Ministers of Foreign Affairs and Permanent Representative to the United Nations (UN), members discussed the impact of covid‐19 on conflict-affected countries. Agenda of the meeting also included discussing how best to utilize the g7+ observer status at the UN.

The meeting was chaired by H.E. Nabeela Tunis, Minister of Foreign Affairs of Sierra Leone. The meeting was attended by H.E. Francis Mustapha Kai-Kai, Minister of Planning and Economic Development of Sierra Leone and Chair of g7+ and H.E. Jose Ramos Horta, Special Envoy of g7+ and Nobel Peace Laureate, Ministers of Foreign Affairs from Central African Republic, Liberia, Sao Tome e Principe, South Sudan, Timor-Leste and the Secretary of State for International Cooperation of Guinea Bissau while Afghanistan, Cote d'Ivoire, Union of the Comoro, Yemen and Togo were was represented by the Ambassadors, Permanent Representative to the United Nations.

Member states noted that though global in nature, the COVID-19 pandemic is presents daunting challenges for conflict affected countries who are already in fragile situation. Its direct and indirect impact has the potential reverse the gains made in peacebuilding and state building. It has presented manifold challenges for fragile countries such as those in the g7+. This includes weakening the already fragile economy and service delivery.

Members extends appreciation for the g7+ “Statement of Solidarity and Cooperation: A call for concerted support in our efforts to curb COVID19,” and gave overview of the implementation of the four points highlighted in the statement. They called upon donors, host countries and the UN agencies to scale up their efforts in realizing those priorities that include permanent ceasefire, economic resilience and debt relief.

Participants welcomed the UN Secretary General call for global ceasefire, the omnibus resolution and expressed appreciation to the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Mark Lowcock, for his recent briefing to the UN Security Council that call the attention to the impact of COVID-19 in conflict-affected countries.

Representatives of the g7+ highlighted that the world is equipped with sufficient knowledge and resources to curb the pandemic and mitigate its associated direct and indirect impacts. However, there is a deficit of cooperation and solidarity at the global level that is required to materialize such knowledge in safeguarding humanity from the current pandemic. Therefore, they reiterated the need for solidarity and cooperation among the nations to defeat the common enemy – COVID-19.

The members of g7+ also welcomed the progress on the COVID-19 vaccine development. Reminding that no one is safe until everyone is safe, they emphasized that the vaccine be declared as public good accessible by all citizens of the world and free of charge.

Member states welcome the UN resolution granting the g7+ an observer and considered it an important avenue to promote the g7+ cause of pursuing peace and stability. The members noted that conflict-affected countries are often not heard and their interests are rarely reflected in major UN discourse. The members agreed to further enhance and strengthen coordination for the best use the observer seat to provide perspective of g7+ countries to amplify our common voice louder. The permanent missions will work with the g7+ secretariat to enhance visibility and timely representation.

In the spirit of solidarity and cooperation, members committed to the enhancement of peer learning and endorsed the plan to convene regularly at United Nation General Assembly to consolidate group position issues that are relevant to countries affected by conflict and fragility

The meeting concluded with members issued a joint outcome statement “Safeguarding Peace and Stability in a changing Global Arena” and thanked the g7+ secretariat for organizing the meeting. END.

G7+ Members Reiterate the Need for Cooperation and Solidarity in Response to COVID-19 Pandemic

g7+ held a virtual meeting attended by senior officials including focal points and public health officials on 26 August 2020. Recognizing the unique challenges facing g7+ member countries, participants shared lessons learned in the management of Covid-19 and called for the strengthening of the collective g7+ position to effectively advocate and elevate the g7+ perspective, reflected in the joint statement A call for concerted support in our efforts to curb COVID-19, issued in April 2020.

H.E. Wilhelmina Jallah, the Liberian Minister of Health, provided an update on Liberia’s COVID-19 response and encouraged all member countries to work in concerted partnership and solidarity to address the pandemic.

g7+ countries have demonstrated strong leadership in managing the direct and indirect impacts of the pandemic, despite obstacles presented by fragile institutions and weakened economies. Cooperation between local leadership and citizens including civil society, and timely resources and financial assistance from the donor community, has strengthened the ability of g7+ countries to respond to the unique challenges presented by the pandemic.

Limited financial resources and testing shortages continue to increase transmission rates of Covid-19 and highlight the importance of capacity building in g7+ countries. Participants called for the strengthening of public health institutions and emphasized the necessity of regional and global cooperation to curb COVID-19. Members cautioned that merely closing borders and enacting lockdowns without regional and global solidarity and cooperation will exacerbate economic and social hardships. Most critically, increased poverty resulting from economies weakened by COVID-19, will threaten peace in countries facing fragility and will further undermine regional and global stability. Therefore, “no one is safe until everyone is safe” remained a common sentiment expressed by participants throughout the virtual meeting.

In the spirit of solidarity, representatives from member countries committed to the enhancement of peer learning and endorsed the plan to hold a virtual Ministerial Meeting with g7+ Ministers of Foreign Affairs during the United Nations General Assembly in September 2020.

The g7+ is pleased to inform that H.E Dr. Francisco Guterres “Lu – Olo “, President of the Democratic Republic of Timor-Leste, has signed and ordered the publication of two g7+ resolutions presented by the National Parliament (Parliament Resolution National Parliament No. 3/2020) on “The Headquarters Agreement between the Democratic Republic of Timor-Leste and the g7+” and the (National Parliament Resolution No. 4/2020) on the “Ratification of the Charter of the g7+” on March 30, 2020. These resolutions were published in the official journal last Wednesday, April 22, 2020.

The Headquarters Agreement between RDTL and the g7+, demonstrates Timor-Leste’s commitment (as a country) to support the g7+ on peace building and state building. Timor-Leste’s exemplary leadership is highly appreciated by g7+ member states.

The ratification of the g7+ Charter by the RDTL, as well as other instruments of ratification by Afghanistan and Sao Tome and Principe, as well as by Sierra Leone (which is in the final stages of its internal ratification process), will strengthen the g7+'s efforts to register its Charter with the United Nations Treaty Division in New York. With recently obtained observer status with the United Nations General Assembly, the g7+ is now recognized worldwide as an institution with a legal.

The g7+ is also pleased to issue the Statement of Solidarity and Cooperation, calling for concerted support in our efforts to curb COVID-19. The g7+ welcomes the efforts of the VIIIth Constitutional Government to guard against COVID-19 in these difficult times in Timor-Leste

Un General Assembly Grants Observer Status to G7+ – A Historic Milestone

The United Nations (UN) General Assembly on 18 December 2019 adapted the resolution granting g7+ an observer status at the UN. This is a historical milestone in the journey of the g7+. The decision to apply for the observer status was taken during the 5th Ministerial meeting of g7+ in June 2019. Subsequently, the Permanent mission of Sierra Leone to the UN on behalf of the g7+ members submitted the request to the UN Secretary General upon which the item was included in the agenda of the 74th session of the General Assembly. The g7+ Secretariat worked along with the Permanent missions of Sierra Leone, Timor-Leste and other members in New York during the month of October to galvanize support for the resolution.

The General Assembly decision 49/426 of 9th December 1994, contains that the granting of observer status in the General Assembly is confined “to States and to those intergovernmental organizations whose activities cover matters of interest to the Assembly”. Hence, the milestone of achieving observe status is the manifests that the g7+ in an important inter-governmental organization. This was also indicated by members of UN that the g7+ consulted during its mission in September and October 2019.

With the observer Status at the UN, the g7+ will have the avenue through which it can provide collective perspective in the agenda and work of UN, particularly on building and sustaining peace and security, improving peacekeeping operations, and the 2030 Agenda. The group will benefit in its close collaboration with the United Nations and its organs in their struggle to achieve lasting Peace and stability.

The Deliberation on the G7+ Observer Status at the Un Takes Place in the 6th Committee

The deliberation on g7+ draft resolution for Observer status in the United Nations General Assembly, New York took place on 18 October 2019 at the Sixth Committee. H.E. Alie Kabba, Permanent Representative of the Sierra Leone to the United Nations (UN) introduced the draft resolution on “Request for Observer Status for the Group of Seven Plus in the General Assembly” on behalf of the g7+

The decision for the g7+ to apply for an Observer Status at the United Nations took place at the Fifth g7+ Ministerial Meeting in Lisbon on 26-27 June 2019, with the view that the g7+ has become an increasingly influential constituency at the global stage that fight for the sustaining and maintaining global peace.

Having the observer status will allow the g7+ to have the official avenue that the group can provide collective input in the agenda and work of UN, particularly on sustaining peace and security, improving peacekeeping operations and the implementation of 2030 Agenda – global goals to end poverty.

During the deliberation, there was wider support for the draft resolution from the members of the UN. Delegations from the members of g7+ group such as Afghanistan, Central African Republic, Union of Comoros, Timor-Leste and Togo delivered their statements calling for support in granting observer status to the group of g7+ at the UN General Assembly. In addition to that, countries non g7+ members expressed their support during the deliberation included Gambia (on behalf of 54 African States), China, and Sudan.

Prior to the deliberation, the draft resolution was already co-sponsored through online e-deleGATE system by 25 countries include Brazil, Canada, Cuba, Cabo Verde, Republic of Korea, Mozambique, Sweden, Portugal, Romania, Samoa and Gambia in addition to those of the g7+ members. Furthermore, several members of the United Nations including the Permanent members of the

Security council (P5) confirmed that the g7+ group is an inter-Governmental organization whose objectives are aligned with those of the United Nations and thus meet the criteria to seek observer status at the UN. The g7+ Secretariat represented by Mr. Habib Mayar is in New York working closely with the Missions of Sierra Leone (the chairing country), Democratic Republic of Timor-Leste (the host) and other g7+ countries to galvanize the needed support. The sixth committee will conclude its recommendations and publish them in Journal for the consideration of the General Assembly that will take place in mid-December 2019. The g7+ Secretariat delegation, led by Helder da Costa, General Secretary of g7+, will initiate a mission to Kigali, Rwanda from 21 to 23 January 2019, to learn from the country impressive homegrown development solution, through Rwanda Cooperation Initiative (RCI) – a newly set up public company under Ministry of Foreign Affairs to promote Rwanda country led and country owned development process.

Under the spirit of sharing experiences and cooperation, the three days visit will give the g7+ delegation opportunity to meet with the President of Rwanda, and relevant institutions to learn from their firsthand experience, exchange knowledge and innovative ideas that can be adapted to the g7+ countries context.

The visit is possible with the collaboration of the United Nations Office of South South Cooperation. Within 20 years, according to the World Bank data, Rwanda poverty rate has dropped poverty from 44% to 39%. Rwanda focus on the promotion of entrepreneurship and private sector continues to unfold its steady and consistent development progress that inspire the g7+ in the hope to be replicated in g7+ member countries that experience protracted conflict and violence and some of which situated in same region and shared similar culture and tradition. PROMOTING JUSTICE AND RECONCILIATION TO SUSTAIN PEACE IN g7+ COUNTRIES

On Wednesday 20 September, Permanent Mission of Sierra Leone and Permanent Mission of Timor-Leste co-hosted parallel g7+ High Level Side Events on “Promoting Justice: Accelerating Progress towards SDGs 16” and “Pursuit of Peace through Nationally Owned Mechanism” in the margin of 72nd United Nations General Assembly in New York.

At the Justice meeting, discussed and explored concrete ways in which will guide international assistance to work with the state to localise the justice system, DRC Minister of Justice, Alexis Mwamba said that DRC want to “promote justice by bringing it close to those citizens deprived of it” while Sierra Leone Minister of Foreign Affair shared “Sierra Leone has mobile court in the rural area to ensure people can access to justice”

In addition adapting formal and informal justice system that also become the major point that were highlighted, speaking at the events also Chair of the g7+, Momodu Kargbo emphasised that “citizens ability to access to justice is a glue that binds together societies peacefully”

Strengthening institutions and capacitating judges and lawyers were some of the important aspect to put states in the driver seat to have sustainable justice system, Eminent Person of the g7+ Xanana Gusmao, concluded “There will not be sustainable development unless we all bring sustainable change in ways we engage in FCS”

In the same room then continued with the 2nd High Level Dialogue on Pursuit of Peace was to capture meaningful perspectives and increase our awareness on the national ownership and leadership in pursuit of sustainable peace in g7+ countries through reconciliation and national dialogue.

The event was opened by the President 72nd Session of General Assembly, H.E. Miroslav Lajcak and Sierra Leone Foreign Affairs Minister, H.E. Samura Kamara read out speech of the Sierra Leone President, H.E. Ernest Bai Koroma.

Also addressing the event was Indonesia Minister of Foreign Affairs, H.E. Retno Marsudi, who said Indonesia is determined as “A True Partner in World Peace”, to play a greater constructive role in creating environment conducive for peace through development cooperation for our brothers and sisters emerging humanitarian crises and conflict”

In the same opportunity, the g7+ Secretariat launched the g7+ Foundation and a brief case study on the peace and reconciliation between Indonesia and Timor-Leste.

Dino Patti Djalal, Founder of Foreign Policy Community of Indonesia, read out statement of Former President of Indonesia, H.E. Susilo Bambang Yudhoyono who was together with the g7+ Eminent Person, H.E. Xanana Gusmao initiated the Commission of Truth and Friendship (CTF). The statement emphasised that “let Indonesia and Timor-Leste be a powerful example that former enemies can be partners for peace. That wounds can heal. That no enmity can last forever. That love and laughter can return to societies in conflict. When people remember Indonesia and Timor-Leste, I hope people will remember not the conflict, but the courage, the imagination and the goodwill that turned that conflict into peace”

Participating in the event included Permanent Representative from g7+ countries, Development Partners, International organisations, academia and civil society representative.

Poverty Reduction in Fragile States in the Spotlight

The g7+ Secretariat, with the Government of Timor-Leste, are co-hosting a conference to tackle the added challenges faced by fragile and conflict-affected countries in reducing poverty.

Antonio Guterres, Secretary-General of the United Nations, will deliver the keynote speech at the high level conference attended by finance ministers from Afghanistan, Chad, CAR, Somalia and South Sudan.

The President-elect of Timor-Leste, H.E. Francisco Guterres Lu-Olo, will open the event by sharing Timor-Leste’s experiences of implementing the Sustainable Development Goals (SDGs) – the United Nations’ new set of goals to end poverty.

At the conference, the Government of Timor-Leste will also launch a SDGs implementation plan, to ensure Timor-Leste is not left behind in the global fight against poverty.

The g7+ will present a draft SDGs monitoring report from member countries, with attendees invited to share challenges they face in reducing poverty, informing global policies to reflect their needs.

Such as, many g7+ countries experience difficulties in collecting data and measuring progress in conflict-affected locations and require technical and financial support to achieve the SDGs.

A Dili Communiqué will be released at the end of the event, in which participants will commit to promote the sharing of best practices and continuous global engagement.

The Global Conference on the 2030 Agenda: A Roadmap for SDGs in Fragile and Conflict-affected States will take place in Dili, Timor-Leste from 22 to 23 May 2017. Timor-Leste’s National Parliament Ratifies G7+ Charter and HQ Agreement

Dili, 17 May 2017, the National Parliament of the Democratic Republic of Timor-Leste voted unanimously to ratify the g7+ Charter. As soon as this decision is published in the official journal, Timor-Leste will thus become the second g7+ member state to complete the ratification process, after Afghanistan did so in February 2017. This is a historic milestone in the formal consolidation of the g7+ as a group.

In line with the requirement of the charter, the Secretariat, will initiate the process of lodging the Charter with the United Nations (UN).

The National Parliament of Timor-Leste considered that the g7+ Charter “meets all the constitutional, legal and regulatory requirements” to be ratified and that “this organization constitutes a paradigm shift in the promotion of Peacebuilding and State building and in the effective implementation of international aid.”

During the same session, the National Parliament also approved the ratification of the Headquarters Agreement between the Government of Timor-Leste and the g7+. This Agreement confirms Timor-Leste as the host country of the g7+ Secretariat and lays out the rights and obligations of both parties in this respect.

The G7+ Held a Technical Meeting to Review Progress of the Sustainable Development Goals Implementation at the Country Level

The g7+ held a Technical Meeting on the progress of the implementation of the sustainable Development Goals in Dili, Timor-Leste, from 23 to 25 November 2016. The objective were to finalize the monitoring and reporting mechanism of the priority SDG indicators.

The meeting was attended by Chair of the g7+, H.E. Momudu Lamin Kargbo, Eminent Person, H.E. Xanana Gusmão, Minister of Social Affairs and National Reconciliation, H.E. Virginie Baíkoua, g7+ Focal Points, Officials from National Statistical, Development Partners, CSPPS, and Timor-Leste National University Students.

The g7+ Secretariat will work with assigned focal points from member countries to coordinate on the monitoring of the indicators at the country level. Members agreed on the mechanism to monitor and report on the SDG indicators. The report is expected to be finalized by the end of the first quarter of 2017 that will be presented in the High Level Meeting that will be held in March 2017, in Timor-Leste.

In addition, the meeting also provided an opportunity for members to discuss two important pillars under the New Deal Implementation namely the use of country system and the Fragility assessment.

Based on the discussion, the g7+ will produce a policy on the use of country system that will unify the position of the members on the matter. Lessons were shared by the member countries who conducted the fragility assessment. These lessons will provide inputs to the revised Fragility Spectrum.

In the last day of the meeting, participants visited Oe-Cusse Enclave, a Special Zones of Social Market Economy (ZEEMS) in which the government of Timor-Leste is investing to diversify the economy revenues in the country. END

The g7+ Ministers of Finance and Planning met with the Senior Management at the World Bank and IMF Annual Meeting in Washington, DC

Washington, 08 October 2016: The g7+ Ministers of Finance and Planning met the World Bank Group (WBG) senior Management team during the WB/IMF Annual Meeting in Washington DC.

The meeting was co-chaired by H.E. Momodu L. Kargbo, chair of g7+ and Minister of Finance and Economic Development of Sierra Leone and Mr. Hartwig Schafer, Vice-President of Operational Policy, and Country Services of the World Bank.

As part of the regular collaboration with the WBG on its engagement in g7+ member countries, the agenda of the discussion included IDA 18 package and its effective management in countries in fragile situation, Private sector development and facilitate peer learning.

The g7+ emphasized the importance of quick and flexible and effective support to countries fragile situation. Referring to the recent g7+ mission to Central African Republic (CAR), the g7+ highlighted how important and critical such support is to countries such as CAR.

Welcoming the potential increment of assistance through IDA 18 to conflict affected countries, both sides emphasized on its effective implementation through improving organizational capacity and targeting national priorities. The g7+ showed its concern over “fragmented understanding of narrative of Fragility” resulting from multiple assessments conducted by the donors. The Ministers, thus, stressed the importance of national ownership in identifying development challenges and addressing them.

The private sector development has always been on the agenda of discussion between the WB and g7+. The objective is to reach a consensus on how to enhance and scale up resources to support development of private sector and attract investment in fragile and conflict affected states. The g7+ Ministers emphasized that donors and the multilaterals should help their countries in creating markets for investment rather than waiting for ones to emerge. This can be done through proactively investing in basic infrastructure in the g7+ countries to attract investor and generate employment and growth. Thus, it is important that we set benchmarks for increasing such support for countries in fragile situation. Moreover, the Bank should act as convener for mobilizing and attracting investment in countries affected by conflict and fragility.

During the meeting the g7+ Secretariat representing the g7+ and the World Bank Fragility, Conflict and Violence (FCV), representing the World Bank Group signed a Memorandum of Understanding (MoU). The MoU is intended to enhance cooperation and collaboration between both organizations in areas such as support the implementation and monitoring of the Sustainable Development Goals (SDGs), support mobilizing effective development financial resources and supporting peer learning.

The meeting end with both sides agreed to work out some actionable steps including develop program to implement the Memorandum of Understanding. END.

23 September 2016 – The g7+ and the PBC organized a High-Level Side Event on Peer-Learning Among Fragile and Conflict-Affected Countries on Sustaining Peace and Sustainable Development” in the margin of the 71st United Nations General Assembly (UNGA) at the United Nations HQ, in New York.

The event was co-hosted by the permanent mission of the Republic of Sierra-Leone as the Chairing country of g7+, the Republic of Kenya as the Chair of the UN Peacebuilding Commission, with a focused on the importance of peer learning among countries affected by conflict and fragility.

The g7+ Eminent Person, H.E. Xanana Gusmao, shared his experience with the Central African Government during g7+ mission to Bangui, CAR, in early September 2016 and emphasized the importance of reconciliation and dialogue to restore peace as well as the importance of focusing on the resettlement of the internally displaced people (IDP) in CAR.

Accordingly, in the spirit of solidarity, H.E. Xanana Gusmao announced that under the Fragile-to-Fragile Cooperation, the Government of Timor-Leste, through its Council of Ministers, has approved a donation of USD 1.5 million to the Government of CAR to assist the resettlement of 2400 IDP at the Mpoko International Airport, Bangui.

The High-Level Event provided an opportunity for the g7+ Member States to share experiences and to inform development partners of the unique needs of countries in fragile situation. Sustaining peace and justice (SDG #16), which is also at the heart of the mandate of the g7+, can ensure greater effectiveness to the goals of the 2030 Agenda.

In his opening remarks, Sierra Leone’s Minister of Foreign Affairs and International Cooperation and Chair of the g7+, H.E Samura Kamara, stated that it is of paramount importance to share successful stories and practices in peace building and state building within the g7+ Member Countries, because most of the g7+ Members know well what it entails to rebuild a country after war and, therefore, lesson can be learned in order “not to repeat the errors of the past.”

Mr. Samura also called upon the international community to continue supporting Fragile and Conflict-Affected Countries, particularly the g7+ grouping, to ensure that they are not left behind in the international development agenda of peace.

The co-Chair of the event, Cabinet Secretary of Foreign Affairs of Kenya, Amina Mohamed, also shared Kenya’s experience in sustaining peace and pointed out that “inclusivity and equity in sharing power, resources and economic opportunities among different groups in society are the prerequisite to achieving peace”.

The g7+ has forged a unique position by advocating the needs of conflict-affected and fragile countries on the international stage. It will continue collaboration with relevant entities within the UN, such as the PBC, to share the unique experiences of the g7+ Member Countries. END

G7+ Visits Central African Republic to Support Reconciliation Process

The g7+ conducted a high-level mission to Bangui, Central African Republic (CAR) from 01 to 03 September 2016. The objective of the mission was to follow up and acknowledge the progress made in CAR after a successful election and after the Bangui Forum on Reconciliation that was also attended by g7+. The discussions focused on DDRR (Disarmament, Demobilization, Rehabilitation and Repatriation), Peace and Reconciliation, settlement of refugees and IDPs and preparation for the Brussels Pledging Conference that is supposed to be held in November 2016.

The delegation, led by H.E. Xanana Gusmão, g7+ Eminent Person, met the Heads of State and Government, cabinet members, parliament members, leaders of ex-Seleka and anti-Balaka groups, members of civil society and donors. The delegation also visited the IDPs (Internally Displaced People) camp in Bangui, accompanied by a representative from the Swedish Ministry of Development Cooperation, representing the IDPS (International Dialogue on Peacebuilding and Statebuilding) co-Chair.

Government and non-government authorities in CAR reiterated the importance they attach to the g7+ and the New Deal as the most relevant international processes. Accordingly, there are relevant lessons within the g7+ membership from which the people and the government of CAR can benefit, particularly in the areas of peace and reconciliation, DDRR, settlement of refugees and IDPs.

Expressing its decisiveness in delivering the DDRR and resettling of refugees and IDPs, the government called upon the g7+ and IDPS to help in mobilizing resources and the attention of the international development partners. In line with the New Deal principles, the government asked for more trust from the International Community at this critical moment in its history, to enable them to fulfill the demands of the population that has invested trust in them.

The government will present its strategic priorities during the Brussels Pledging Conference. The government, civil society organizations and parliament members mentioned that the successful and peaceful election, despite the challenges, demonstrated people’s resolve to peace and democracy. However, lack of resources to deliver the basic needs of the population will make it challenging for the government to maintain order and sustain service delivery, which is critical to maintain State legitimacy.

The g7+ committed that, with the help of the IDPS members, it will raise awareness to attract the attention of international community and will assist in mobilizing resources. The g7+ and IDPS will reach out to development partners through the various platforms to mobilize support for CAR. The g7+ will continue sharing experiences in related areas.

Afghanistan Officials Visit to Timor-Leste to Exchange Knowledge of Freebalance VER7 Implementation

In the spirit of sharing Knowledge and Experience among g7+ member countries, four delegation from Minister of Finance Republic of Afghanistan visited Minister of Finance Timor-Leste from 09 August – 13 August 2016. The objective was to exchange knowledge and experience regarding Public Finance Management reform with a particular focus on the Integrated Financial Management Information System Unit (IFMISU).

Ministry of Finance of Timor-Leste uses FreeBalance v7 (IFMISU) to enable effective and agile management of public finances. It is an integrated system, meaning that one can start from allocating the budget using the performance budget module to committing the funds using the budget & appropriation module, procuring goods using the procurement module, managing the contracts with the management contract module, managing the assets with the asset accountability module and so forth. .

Not only learnt Timor-Leste experience, the delegation also shared their experience. Treasury Advisor, Vishal Gandhi said that Afghanistan has also implemented v7 Freebalance in Afghanistan however they would like know Timor-Leste experience in order to effectively contextualised it in Afghanistan.

The delegation felt the study program has equipped them with a critical analysis in moving forward with information management systems, particularly on advanced Freebalance (V7).

The delegation also took the time to visit the g7+ Secretariat where they were briefed by g7+ Deputy General Secretary, Habib Mayar on g7+ works and the value added for Afghanistan being member of g7+ through Fragile-to-Fragile cooperation.

The delegation also paid a visit to Ministry of Petroleum and Natural Resources and Ministry of Foreign Affairs and Cooperation to learn on how each line ministry work closely in promoting Timor-Leste resources at the global level.

G7+ Held a Technical Meeting to Review Implementation of the 4th Ministerial Meeting Outcome

The g7+ held a technical meeting on tracking the implementing the g7+ work in Nairobi, Kenya, on 30 and 31 May 2016. Hosted by the World Bank, the meeting aimed to implement g7+ priorities agreed in the 4th Ministerial meeting, particularly on monitoring SDG and facilitate peer learning and cooperation among member countries.

The meeting was attended by g7+ national Focal Points, officials from the National Statistical Offices of g7+ countries, development partners and civil society members.

The g7+ Focal Points and officials from National Statistical Offices shared their perspectives on implementing the SDGs at the country level. The meeting provided an opportunity to discuss the priority SDG indicators that will be jointly monitored. Members agreed to monitor 20 indicators in the first few years. The progress will be reported at the High-Level Political Forum every year.

The meeting also provided an opportunity for the g7+ members to map out thematic areas that they would be able to share with, and learn from, each other, under g7+ flagship program Fragile-to-Fragile Cooperation.

The meeting was attended by observers from CSO, World Bank, African Union, UNDP, ILO, SaferWorld, SIPRI, IDPS, PARIS21 and ODI. END.

The G7+ Fourth Ministerial Meeting Held in Kabul, Afghanistan

The g7+ 4th Ministerial Meeting was held on 23-24 March at the Ministry of Foreign Affairs in Kabul, Afghanistan. The meeting was hosted jointly by the Ministry of Finance and Ministry of Foreign Affairs of Islamic Republic of Afghanistan.

In his opening speech, President of Islamic Republic Afghanistan, H.E Mohammad Ashraf Ghani welcomed the delegates and underlined the importance of the g7+ group as a forum to collectively opt for reforms in the development policies subject to countries in fragile situation. He emphasized that the world’s peace depends on stability in countries affected by conflict and violence.

Participating in the meeting included Minister of Foreign affairs of Islamic republic of Afghanistan, H.E. Salahuddin in Rabbani, g7+ Chair, H.E. Dr. Kaifala Marah and the Eminent Person of g7+, H.E. Kay Rala Xanana Gusmao. Ministers and delegates attended the meeting from 15 g7+ countries including large number of Ministers from Afghanistan, Ambassadors, Development Partners, Civil Society Organizations and Special Envoy, H.E Emilia Pires.

During the two-day meeting, participants discussed progress on peace and statebuilding efforts in member countries. Thematic sessions on peace and reconciliation, New Deal implementation and fostering economic resilience were held during the meeting where participants shared common challenges and identified ways to address them.

The g7+ annual work plan for the year 2016-17 was agreed and endorsed. The 4th g7+ Ministerial Meeting was concluded with the launch of the Kabul Communiqué, which member countries agreed a set of priorities to pursue collectively in achieving peace and stability. END.

Somali Government Officially Launches the Sdg Implementation

The government of republic of Somalia officially launched the Sustainable Development Goals (SDG) implementation at the country level. In a meeting attended by more than 200 participants including government officials, parliament members, civil society and development partners, Deputy Prime Minister of the Federal Republic of Somalia, H. E. Mohamed Omar Arteh indicated the relevance of SDGs to institutional development and to the National Development Plan. The government further reiterated the importance of SDGs to be contextualized and prioritized at the country level.

Development partners expressed their support for the implementation of the SDGs while considering country's leadership to spearhead the process. .

g7+ members have committed to demonstrate their leadership in the implementation of SDGs at the country level. The group believes that prioritization and sequencing of the SDGs implantation should be undertaken at the country level. The development partners should help the government mobilize resources for the realization of SDGs.

Making Financing for Development Work In Fragile and Conflict-Affected States Held on 15 July 2015 in Addis Ababa, Ethiopia

Addis Ababa, 15/7/2015: At the g7+ side event on the margin of the Third International Conference on Financing for Development (FfD) in Addis Ababa, Ethiopia, speakers, and participants discussed making financing for development work in fragile and conflict affected states. The event was co-hosted by Sierra Leone, Timor-Leste and the U.S. Agency for International Development (USAID). More than 100 participants attended, including ministers, ambassadors, and senior officials from civil society, academic and multilateral organizations.

Participants agreed that fragile and conflict-affected states (FCAS) must not be left behind in global efforts to achieve the targets of reducing extreme poverty. Building on the achievements of these countries despite their challenges, there was also a recognized need to harness the potential of the private sector, support domestic resource mobilization, and strengthen responsible management of natural resources.

The challenges facing the FCAS in these areas are peculiar in nature and thus require tailored approach to address them. Participants express the needs to mainstream the principles of the New Deal for Engagement with Fragile States, in the FfD framework, and agreed that ensuring the quality and effectiveness of official development assistance should be at the forefront of the post- 2015 development agenda. Highlighting the importance of the country ownership, participants suggested that discussion of the FfD implementation start at country level and National priorities be respected and addressed by development community.

The G7+ Congratulates Its Member State Central African Republic on the Success of the Bangui Forum

The Chair of the g7+, Dr Kaifala Marah, on behalf of the group congratulates the people and the interim government of Central African Republic (CAR) for the successful Bangui National Forum on National reconciliation held on 4-11 May, 2015. The g7+ commends the efforts of the interim government of CAR in building national cohesion in CAR which is a step forward for lasting peace and resilience in the country. This was highlighted in the speech of H.E. Kay Rala Xanana, former prime minister of republic of Timor-Leste and the eminent person of the g7+ Advisory Council. His speech was pronounced at the closing ceremony of the forum. The g7+ secretariat was cordially invited to the forum to represent the group and deliver the message of H.E. Xanana

In a previous mission to Bangui, in February 2015, Hon Xanana Gusmao, showed his exemplary leadership and shared his own experience for reconciliation to cultivate a culture of non-violence and advocate that there cannot be development without peace and there cannot be peace without development.

The g7+ calls upon the national stakeholders like the government, armed groups, religious leaders and the people of CAR to work together to ensure the implementation of the recommendations issued from the week-long discussions in Bangui and to respect the signed peace agreement between the armed groups and the government. The g7+ further calls upon the international community to conduct elections underlining the pre-conditions in order to conduct a fair and impactful electoral process, including security, the disarmament, the return of internally displaced people and also closing the budget deficit. The g7+ reiterates its commitment to support the immediate priorities through their strong advocacy to rally the development partners and donors to provide sufficient resources and their global network in offering a peer-learning structure under the g7+ institutional framework “Fragile to Fragile Cooperation”.

Chair of G7+, h.e Kaifala Marah Visits Timor-Leste, to Meet Government Leaders

H.E. Dr. Kaifala Marah, Minister of Finance and Economic Development of Republic of Sierra-Leone and chair of g7+ visited Dili, Timor-Leste, the host of g7+ Secretariat during 19 – 22 September 2015. The objective was to further strengthen political buy-in for g7+ and exchange views to further strengthen the group of g7+ to tackle development challenges.

H.E. Dr. Marah met the Prime Minister of Republic of Timor-Leste, H.E. Dr. Rui Araujo and discussed strengthening the g7+ through cooperation among the member countries and exchanging knowledge and promoting peace and sustainable development.

The Prime Minister ensured Dr. Marah of Timor-Leste’s continued support to the group. Both agreed that g7+ member countries should lead the implementation and monitoring of the Sustainable Development Goals (SDGs) which will be adopted during the 70th UN General Assembly (UNGA). The chair of g7+ expressed his gratitude for Timor-Leste’s active role and support to the g7+ countries including assistance for Guinea, Liberia, and Sierra Leone in tackling Ebola epidemic.

The chair of g7+ applauded the cabinet resolution on the SDGs that was passed during his visit to Dili, and he also attended the national validation workshop of the second phase of fragility assessment conducted in Timor Leste.

Dr. Marah together with the Prime Minister delivered an executive lecture on g7+ perspective on the sustainable development where both emphasized the country context and leadership to be the starting point for sustainable development to happen.

During his visit, the g7+ Chair also met Ministers including H.E Xanana Gusmão, Eminent Person of g7+ and H.E Emilia Pires, Special Envoy of g7+. The chair commended H.E. Xanana for his instrumental and leading role in promoting peace and reconciliation in g7+ member countries, Mr. Xanana ensured Dr. March of his continued role and support for the cause of g7+.

The g7+ chair used the opportunity to visit the National Petroleum Authority (ANP) to exchange knowledge in natural resource management. The chair provided strategic direction to g7+ secretariat on how to take forward the SDGs and arrange for the upcoming Ministerial meeting of the g7+, which is planned to take place in Kabul, Afghanistan during the first quarter of 2016.

G7+ Held Technical Meeting on Implementing and Monitoring Sdgs in Nairobi, Kenya

The g7+ held two days technical meeting with the Focal Points from Ministries of planning and officials of National statistics from member countries and development partners in Nairobi, Kenya from 07 to 08 December 2015. Hosted by the World Bank office, the objective of the meeting was to identify common strength, weakness, and challenges in implementing and monitoring the SDGs in g7+ member countries.

Participants shared their perspectives on Monitoring and Implementing the SDGs at the country level. Participants agreed that SDGs implementation should be localized by aligning them with national development plans.

The g7+ member countries also recognized the need for National Statistic Office to lead the process of monitoring the SDGs and thus should be supported to deliver on the task.

The participants anticipated the challenges g7+ countries will face in implementing and monitoring the SDGs at the country level such as insufficient capacity lack of resources needed to realize the outcome of agenda 2030

The meeting provided an opportunity for the g7+ members to brainstorm on are the most important SDGs indicators while maintaining the notion of encouraging each member country to select and prioritize national indicators that can be responsive to their needs.

This resulted in identification of a set of indicators that can be jointly monitored and reported on. The list will be further discussed.

The meeting was also attended by observers from CSO, WB, UNDP, ILO, Safer world and ODI.

Launching of Natural Resources Management Report

On the 31st of April 2015, the focal points of g7+ and non g7+ Least Developed Countries’ gathered in Brussels for a joint ILO/g7+ workshop on “jobs for resilience under the framework of Fragile to Fragile (F2F) Cooperation”. This initiative was also supported by UNDP, the EU and KAS.

This joint workshop was the first step in operationalizing the MoU between the g7+ and ILO, signed on March 2014 in Geneva. The purpose was to share experiences on job creation for economic development linked to peace building as a pillar to strengthen the state infrastructures in g7+ countries and non-g7+ LDCs.

Furthermore, this event served as the launching platform of the F2F g7+ policy. This policy provides a an effective structure for g7+ members to support each other in their common journey out of fragility, under the principles of voluntarism, solidarity and cooperation. This is done through three pillars

The implementation of the New Deal
Supporting members to deal with acute and emerging crisis
and peer-learning around the thematic of Public Finance and Natural Resources Management, including peace/reconciliation.

It is under the peer-learning pillar that g7+ Secretariat, led by their Special Envoy; Madame Emilia Pires had the great pleasure to launch the Natural Resources Management Report, the 1st official publication of the g7+. The purpose of this report, beyond showing an overview of the natural wealth that exists in our fragile countries, is to underline the fundamental reality that the most resource rich countries are home to 1.5 billion people living below the poverty line.
